berm. A discussion was held regarding the extension of Road "B" directly to
Maple Street. Sight distance at Old Maple Street will be addressed further.

5. 9:00 P.M. - School Committee - Presentation - New Elementary Schools
Under Chapter 41, Section 81M, the Planning Board is required to make a recom-
mendation on all public building projects. As a result, Mr. Robert Barbarisi,
Superintendent of Schools and Mr. Stephen Calvin, Chairman, School Committee,
gave a brief presentation of the new elementary schools proposed for Mansfield.
The plan is to combine two schools, sharing common core facilities - cafeteria,
library, gymnasium - located at the rear of the playing fields on East and Ware
Streets. The anticipated enrollment will be 800 to 900 students and would have
expansion capabilities of 1200. Proposed plan would allow for the addition of
four classrooms at either end of the buildings if expansion is necessary in the
future. The influx of school age children in the future was discussed at
length. Also discussed was the use of the elementary schools which would be va-
cated when the new schools are built, particularly use of the Park Row School by
the Town.
Motion: To support the proposed elementary schools at Town Meeting as
presented.
(McClanahan -Sohn) Planners McClanahan, Sohn, Caponigro, Annino, Madan
and Chairman Quinn in favor. Planner Flynn opposed. PASSES.
6. Signing of "Morrow Street, Phase II"
Motion: To accept the covenant for "Morrow Street, Phase II" subdivision plan.
(Madan - McClanahan) All in favor. PASSES.
Planning Board signed the definitive subdivision plan, "Morrow Street, Phase II"
at this time.
7. Around the Table
Planner Flynn asked if subdivision plans are being kept at the Library. Plan-
ning Director LaCasse stated they are not at present. A solution has not been
discussed to date for updating the plans to be kept at the library.
The Board discussed drainage problems currently existing at "Matthews Estates"
subdivision which must be addressed. The "Matthews Estates II" definitive plan
public hearing is scheduled for April 6, 1986.
Board members requested an update from Planning Director LaCasse on the budget
for Fiscal 1989. Planning Director LaCasse explained that Thomas E. Dwyer, Town
Manager, has requested budget cuts from all departments in the event that the 2
1/2 override does not occur. A $20,000 cut has been requested of the Planning
Department. Mr. LaCasse stated that he can see only three areas to cut this sum
of money - 1. Eliminate Planning Director's position (leaving an inspector and

secretary); 2. To make the inspector and secretar y p osition
part -time (in which
case, the department would probably lose both); 3. To cut the inspection serv-
ices. Planning Director LaCasse stated the Town Engineer's inspector has al-
ready been cut, leaving no inspection services for the Planning Board if the
third option is selected. Mr. LaCasse explained clearly that these cuts are to
inform the residents of the Town what could happen if they do not vote to over-
ride 2 1/2.
Motion: To send a letter to the Town Manager, listing the three options which
would have to be cut from the budget if the 2 1/2 override does not
pass, and stating that the Planning Board does not endorse any of
these options.
(Madan -Sohn) All in favor. PASSES.
The board reviewed the situation regarding a fence at the retention basin at
"Maplewood II ". Planning Director LaCasse explained the Mr. Mahoney has
proposed a wooden, ranch type fence for a small section of this retention basin,
following the contours of the land. Mr. Mahoney does not wish to put the fence
around the entire area. This fence was not required on his plan.
Planning Director LaCasse met with Mr. Paul Holian ( "Form A" Plan - School
Street) and stated that Mr. Holian will be filing a definitive subdivision plan
for this property. Mr. Holian was told to request any waivers up front.
Planning Board discussed the schedule for public hearings for proposed zoning
changes to be held March 23 and 30, 1988. Zoning changes submitted by the
public will be held first, allowing two hours for the zoning change regarding
the Life Care facility, submitted by Mr. Allen L. Willis, Jr. One -half hour
will be allotted to the proposed zoning amendment regarding "pork chop lots" and
fifteen minutes for all remaining Planning Board submitted zoning amendments.
