Around the Table Motion: To get information regarding pretreatment marshes and how they work. (Annino- McClanahan) All in favor. PASSES. ( *Planner Flynn left the meeting at 9:45 P.M.) Planning Director LaCasse spoke to the Board regarding a plan (for a lot on Wes- sel and Thompson Streets, accepted paper streets) which has been filed for a building permit with Bertram M. Cook, Inspector of Buildings. This plan was ap- proved as a "Form A" in 1973. The plan does not have adequate frontage. At that time, the Planning Board noted that the Town would not be responsible for providing this lot with utilities and that the applicant would need to complete the road. Mr. Cook is reluctant to issue a building permit for this lot until the applicant provides for access and shows frontage. This plan has been re- corded. Therefore, improvements can be requested from the Building Inspector. (Planner McClanahan left the meeting at this time.) Chairman Quinn explained that the "Construction Plan of Shawmut Avenue" was not recorded in the allowed time. Originally it was thought that a letter would be necessary, signed by the Planning Board and sent to the Registry of Deeds stat- ing that the plan had not been changed since the board signed it. However, this street and the lot involved have already been recorded at the Registry of Deeds and, as it was not changed from the original recorded plan, it does not need to be recorded again. A Covenant is not necessary for this plan. Motion: To inform the Inspector of Buildings, Bertram Cook, that the Planning Board does not have a Covenant for the "Construction Plan of Shawmut Avenue" and will not require one. The Planning Board has no objec- tions to issuing a building permit, if the Building Inspector chooses to do so. (Annino - Caponigro) All in favor. PASSES. (Planner McClanahan returned to the meeting at this time.) Planning Director LaCasse spoke to the Planning Board about the site plan for Webb Place, which the board gave a negative recommendation on to the Building Inspector. In turn, Mr. Cook wrote to Mr. Colley, the applicant, stating that he would like some changes made to this site plan before building permits were issued. Subsequently, the architectural design and the layout of the buildings were changed. Mr. Cook wanted the Planning Board to see this new design which he does approve of. Motion: To send a letter to Bertram M. Cook stating that the Planning Board appreciates his support and concern over this potential development 4 Planning Board's Minutes March 2, 1988 Page -5- and that the board thinks that this plan is a far better scheme for, not only the -residents of the development, but also for the Town. (Annino- Madan) All in favor. PASSES. Planner Caponigro spoke to the Planning Board about shortening the length of public hearing notices as done in other towns. Adding sight distance to plans was discussed and will be reviewed again when Subdivision Regulations are updated after Town Meeting. Planner Annino asked about site plan approval and Planning Director LaCasse stated the Building Inspector is working on a package for site plan approval, which Mr. LaCasse will bring to the Planning Board when it is complete. John Larch, Light Department Director, will come to a Planning Board meeting some time in the future discuss site lighting. Planner Madan informed the Board that he had attended a Planning Board meeting in Foxboro. During this meeting, "Beaumont's Pond" preliminary plan was reviewed. Planner Madan expressed a concern to the Foxboro Planning Board about a spirit of cooperation between the two Boards regarding developments which overlay both Towns and came away with a very good feeling that they will be more than willing to cooperate with the Mansfield Planning Board. The Planning Board discussed Zone II studies, which would protect the wells and allow for stricter zoning in the Water Protection District. IEP consultants have done this study for the Towns of Sharon and Easton. Planning Director LaCasse stated the cost for this study is $40,000 and feels the issue should be addressed by the Canoe River Aquifer Committee. Planner McClanahan recently spoke to Selectman John Dunn regarding selling "Beaumont's Pond" to the Town. This was mentioned at the preliminary plan review. A discussion followed regarding the use of this pond for Mansfield's water supply. W,
