"Gloria Estates" Gloria Drive Landscaping on one lot, clean up of sand and painting of the hydrants are all that needs to be completed. Bob stated this street would be recommended for ac- ceptance if the applicant completes these items by Monday, May 2, 1988. "Chambers Court" Trees and shrubs are to be replaced by Monday, May 2, 1988 and a hydrant gate will be raised, at which time Bob will recommend acceptance after a last minute inspection. "Hallett Crossing I" Harding Lane A complaint from one of the abutters was received today. They state that the contractor has been there twice to correct the drainage problem and it still has not been corrected. It is expected to rain tomorrow and Bob Powers and the developer will be at the site to check out the situation and make the necessary changes. Street lights have not been turned on and the superintendent of the development will take care of it. "Highland Avenue Extension" Rip rap has been done below the outfall of the drain and will be ready for ac- ceptance. "Morrow Street Extension" Two driveways need to be raised. Both owners have been contacted by letter and Bob has been there to show them what will be done. "Wedgewood Estates" Goward Drive The sidewalk needs to be repaired at two driveways. In order to repair the sidewalks properly, paving would need to slope into the driveways to avoid bumps where the driveways meet the street. Planning Director LaCasse spoke to Mr. Brugliera (developer) and explained that the sidewalk must be fixed in order for the street to be accepted. In order to slope into the driveways, permission from the owners of the lots would be necessary. The sidewalk was released by Joseph J. Campo, Town Engineer, last year. At the suggestion of Planning Direc- tor LaCasse and Bob Powers, Board members discussed the possibility of waiving the standard for sidewalks as far as the grade is concerned and require that it be 4" above the roadway to stop surface water from entering the driveway. Motion: To accept Robert E. Powers recommendation to raise the sidewalk 4" above the roadway. (Caponigro- McClanahan) All in favor. PASSES. "West Elm Estates" Partridge Lane Bob explained that everything has been completed. 2 Planning Board's Minutes April 27, 1988 Page -3- "Wind Chime Acres" Erin Drive Granite curb needs to be reset. Bituminous curbing needs to be repaired; hydrant at the end of the cul -de -sac needs to be raised; manhole in the center of the cul -de -sac has a cracked frame on it and will be replaced. This should be taken care of before Saturday, April 30, 1988. "Maplewood I" Hartford Road and Langley Drive Fire alarm was to be extended from Maple Street. Fire alarm contractor has been paid and the Planning Department has a letter to that effect. The electric will be taken care of when the Town has time to go there, per John Larch. Water department will be bringing water gates on Maple Street up to grade tomorrow. "Maplewood II" Lewis Road The same conditions prevail for "Maplewood II" as with "Maplewood I" regarding the fire alarm. Everything else in "Maplewood II" has met the requirements of the Planning Board. (At this time, Planning Director LaCasse told the Planning Board that Bob Powers has worked extremely hard to get these streets ready for acceptance. Also, all other departments have been very cooperative in this effort, as have the developers.) 4. 7:50 P.M. - Site Plan Review Library /COA Planning Director LaCasse explained that this plan was received in the office one section at a time, rather than submission of the entire plan at once. Therefore, due to the insufficient amount of time for review of this plan, department heads comments were not requested. Motion: To send a favorable recommendation to Bertram M. Cook, Inspector of Buildings stating that the Planning Board did not have time to address the drainage but feel comfortable that the Conservation Com- mission has reviewed and approved the drainage. No department heads comments were requested or received. Town Engineer has not addressed the drainage. (Caponigro- McClanahan) Planners Caponigro, McClanahan, Sohn and Acting Chairman Madan in favor. Planner Flynn opposed. PASSES. 5. 8:10 P.M. - Mr. Terence Welch - Discussion of "Maplewood Estates II" ( *Planner Annino entered the meeting at 8 :10 P.M.) Mr. Welch, 23 Lewis Road, requested time on the Planning Board's agenda to dis- cuss problems he feels should be addressed at "Maplewood Estates II" (specifically the retention area) before this street is accepted. Mr. Welch feels this retention area creates a potential safety hazard due to the fact that this retention pond constantly holds several inches of standing water. Planner Flynn stated the Board should hold a modification hearing due to the safety factor involved at this subdivision and withdraw this street from accept- ance at Town Meeting. After a lengthy discussion regarding this problem, Bob Powers suggested a solution to drain this retention area might be by inserting 3 Planning Board's Minutes April 27, 1988 Page -4- / pipe with a gate for cleaning purposes only. The gate could be opened after each storm and closed again until the next storm, without draining heavily into the abutting wetlands. It was explained that the developer has met all the requirements stipulated at the time this plan was accepted according to the Sub- division Regulations in effect at that time. Therefore, it is a possibility that the Town will have to assume the responsibility for fencing this area if requested by the abutters. Motion: To postpone Article 32N for acceptance of Lewis Road at Town Meeting Monday, May 2, 1988 until the next Town Meeting. (Caponigro - Flynn) All in favor. PASSES. Mr. Welch asked the Planning Board to notify him when the Board would be dis- cussing Lewis Road again in order that he might be present. Motion: To put Lewis Road on the Planning Board's agenda for May 4, 1988 at 7:30 P.M. (Flynn - Caponigro) All in favor. PASSES.
