Acting Chairman Madan was also the Clerk for the remainder of this meet- ing.) The Planning Board held a lengthy and informative discussion with the above named individuals on the pros and cons of sewering East /West Mansfield. Many developers offered to contribute to the cost of sewering in East Mansfield. Mr. Harris has previously stated he would extend the sewer to West Mansfield when it reached School Street. Mr. Flint asked the Planning Board if the Sewer Treatment Plant could handle the additional sewerage. Community Development Director LaCasse stated he was under the impression that the biggest problem at the Treatment Plant was filtration and that he thought there was additional money to expand this plant. Mr. LaCasse also stated he thought it would be very sad to see the Town allowing outside towns to tie into the Sewer Treatment Plan and not leave enough space for the Town of Mansfield citizens to tie into the system. Also discussed at length was what the best method might be to charge customers to tie into the service. Phil Corbett, speaking for Keith Development Corporation, offered to contribute some legal services in conjunction with Town Counsel. Board members felt that the developers have been extremely cooperative in regard to sewering in Mansfield. 10. Correspondence (Cant.) Covenant for "Sandy Hill Estates" with two exceptions noted at the bottom of the Covenant. -A list of 28 lots is being shifted into another sub - corporation. Also, Keith Properties would like to be able to transfer out lot 57 which is the 12 -acre parcel to be donated to either the Town of Mansfield or the Conservation Commission. Copy Zoning Board of Appeals, Board of Selectmen and the Building Inspector. (Sohn- McClanahan) All in favor. PASSES. Helen Uva, 43 Highland Avenue. Motion: To send a negative recommendation to the Zoning Board of Appeals on the variance application of Uva to subdivide a lot at 43 Highland Avenue into two lots, one lot having an existing non - conforming dwelling, said lot to have less than the required frontage, area and sideyard, the other lot to have less than the required frontage and area in the Residence B Zone due to the fact this variance derogates from the intent of the Zoning By -Laws. 12. Around the Table Planner Sohn asked when the joint meeting was being held for review of the Master Plan with the Board of Selectmen. This will be Thursday, September 22, 1988. Planner Sohn suggested that the Planning Board appoint an outside representative ( to SRPEDD as the Board of Selectmen do. Due to the fact their meetings are held 2 Planning Board's Minutes August 24, 1988 Page -7- on Wednesday evening, Planner McClanahan is unable to attend as the Board's rep- resentative. Board members will try individually to find a representative. Community Development Director LaCasse stated that during the approval process for the "Modification to Forest Park ", a stump dump approximately 80' wide and 200 or 300 feet long behind some of the lots was included on the plan. It was apparently on the contour pages of the plan. The Health Agent does not have a problem with the location. However, both Mr. LaCasse and Mr. Leite feel that due to the size of this, the stump dump should be recorded so that potential owners are aware of this. Also, Mr. LaCasse feels the regulations pertaining to stump dumps should specify they are to be designed to accommodate the stumps on that specific subdivision only. A complaint was received at the Planning Department recently that large amounts of gravel is being hauled from a site on Franklin Street at a location which is supposed to be a Tree Farm. Planner Madan stated Bertram M. Cook, Inspector of Buildings, has looked into this in the past, but will be contacted once again to check it out because a complaint was received. Community Development Director LaCasse stated that Home Developers was notified that they had a certain amount of time to complete the "Green Acres" subdivi- sion. Mr. Boutas has asked if the board intends to force him to put all the pavement and berms in place when he does not yet know where his driveways will be going. Conservation is also reviewing a section of the roadway. Mr. LaCasse recommended that the Board send a letter acknowledging that he has responded to the Board's request and at this point it is satisfactorily built. Motion: To notify Mr. Boutas that the Board is satisfied with the improvements made to "Green Acres" subdivision. (Caponigro- McClanahan) All in favor. PASSES. Planner Sohn stated that she had informed Mr. Cook of problems she thought were existing at the Horse Farm on Franklin Street and the letter read into cor- respondence'tonight was as a result of her conversation with Mr. Cook. Planner Sohn asked the Board if she, or other members of the board, were aware of problems in Town, should those problems be brought up at a Planning Board meet- ing or should they be handled individually. The Board felt that it should be brought up at a Planning Board meeting if the problem involved the Board. Any others should be addressed on an individual basis. 7 Planning Board's Minutes August 24 1488 Page -8- . 16. Public Discussion Marilyn Ouellette explained the Conservation Commission's position at "Green Acres" subdivision. 17. Meeting adjourned at 10:10 P.M. CLERK G P, 0
