Present before the Board are: Rick Alves -Town Engineer, Lee Azinheira -DPW Director, Shaun
Burke -Town Planner and Planning Board Members: Tom French- Chairman, Michael Feck,
Richard LeBlanc, Michael McClanahan, Ralph Penney and Joseph Cerrentani.
Mr. Alves noted this plan was last presented in October, 2014 in order to gain feedback from
members of the Board of Selectmen, Planning Board, businesses and residents. Since that time all
concerns and suggestions have been taken into account in the plan presented this evening. Mr.
Alves reiterated this project site is located at North Main and Oakland Street, a central business
district and a medium density residential area north of Chauncy Street. The goal of this project is
to design and provide safe and efficient roadways for all road users (vehicles, pedestrians and
cyclists) by incorporating Complete Streets Methodology to the Town's best ability. The Town is
proposing the following:
• 12' travel lanes with 1' fog lines each way throughout the North Main and Oakland Street
corridor up to the limit of work at Mansfield Avenue
• Intersection of Chauncy and North Main addition of a through west bound lane on
Chauncy which will bring the level of service from E to C
• Projecting curbing and sidewalk at all intersecting streets along North Main to protect
parking
• Mansfield Avenue to be a parking lot consisting of 46 angled spaces, 21 parallel spaces
along with a 6' wide shared use bike lane with the addition of 3 speed tables along the
1,200' stretch
• All stalls are proposed on easterly side of Mansfield Avenue where curbing and sidewalk
currently exist creating a variable width travel lane from 14' to approximately 18' wide
• Additional 13 angled parking spaces proposed for north of the North Common with an
elevated crosswalk prior to exiting onto North Main Street
• Crocker Street to remain a one -way in same direction with parallel parking on the south
side only, proper signage will be provided
• Area on North Main between Crocker and Pratt are proposed to be parallel parking,
sidewalk, lighting and landscaping easterly side with westerly side consisting of 19 stall
parking lot, which will also accommodate any future private development within the area
and proper signage for two hour parking only
• Major change is at Pratt Street which will remain two -way based on traffic counts provided
by SRPEDD (2011). To accomplish this the proposed plan includes 5' wide sidewalk on
northerly sideline, 8'wide parallel parking, 11' travel lanes each way, 8' wide parallel
parking area eliminating existing sidewalk on southerly sideline of Pratt.
• Northerly of Pratt on North Main parallel parking on westerly side up to Kingman Avenue
Board Of Selectmen's Meeting February 25, 2015
Page 1 of 10
• Intersection of Mansfield Avenue and Oakland proposed at 90 degree angle to slow traffic
down and eliminate trucks from entering parking lot
• May need temporary construction easements
• All intersecting streets would be under stop -sign control
• Estimated cost is $1,000,000 and is hoped to be fimded by Complete Streets Program
Mr. Ross added that the only commuter parking (that is Town parking) will be on Mansfield
Avenue (with the existing lot at the Train Station, which is MBTA, remaining) and results in a net
gain of 3 spaces.
Mr. French, Chair of the Planning Board, felt everyone recognizes this to be a difficult area but felt
the proposed plan presented improvements to the area with regards to Chauncy Street (adding
lane), removal of split towards Chocolate Factory on North Main Street as well as the creation of
the parking area. Mr. French thanked Mr. Alves and Mr. Azinheira for their efforts.
Ralph Penney, Planning Board member, commended the group for staying the course and coming
up with a solution as it dates back to the 1990's. He felt there to be no perfect design due to the
number of roads converging in one area, the Train Station design for drop offs /pickups and parking
and the diverse group of vehicles accessing the area from commuters to trailer trucks. Mr. Penney
was happy that Pratt Street was to remain a two way, as many use it as a cut through. It is the
Planning Boards hope that Pratt Street would offer some access from the Train Station area to the
east towards Easton. Mr. Penney is not a fan of the diagonal parking (Mansfield Avenue) and did
not feel the gain of three spaces and a shared bike lane was worth it and referenced the parking at
the post office. Mr. Azinheira disagreed with Mr. Penney and noted that the diagonal parking at
the post office is on both sides. Mr. Alves noted the Town could maintain parallel parking but
stated it would be at the loss of the shared bike path. Mr. Penney questioned the number of bike
users to which Mr. Azinheira stated the Town is not making it very accessible which is why there
are not many users.
Mr. Amrino noted a lot of new planning concepts are generated with angled parking as it slows
down traffic and permits quicker and easier access to the spaces. He also noted the angled parking
was recommended by the engineering studies. He felt this to be a good example of trying to really
make this area devoted to commuters and bike traffic, which the Town is trying to encourage here
and throughout the center of Town and back towards the Chocolate Factory area. Mr. Annino
stated this is part of the continuing plan to improve Mansfield and referenced discussions with the
Northeastern students and two engineering experts. Mr. Ross furthered by stating the plan did not
include Dr. Dulaski and the Northeastern students recommendation of reverse angle parking.
Mr. Penney noted that Planning Board member Joseph Cerretani was concerned with regards to
the driveways that are being blocked by parking on Crocker Street. Mr. Alves noted that is all
being changed due to the possibility of future development (where the entire corner will be
changed).
Mr. Kozlowski asked for clarification on the shared bike lane on Mansfield Avenue to which Mr.
Alves noted it is painted lane where foot traffic will utilize the existing sidewalk on the east side of
the roadway. There is no plan to improve the sidewalk as the integrity was deemed fine but Mr.
Azinheira explained that obviously if there are repairs needed they will be done.
Board Of Selectmen's Meeting February 25, 2015
Page 2 of 10
Shaun Burke, Town Planner, noted the layout of the plan has addressed most of the issues
proposed where each comment and letter received was reviewed against the plan between himself
and Mr. Alves. He felt it to be a great layout in terms of: additional parking for existing and future
businesses and dressing up that part of North Main Street that has been ignored for a long time.
Mr. Burke felt that by installing all of the parking on one side of the street and freeing a bike lane
on opposite side as well as a travel lane with speed tables accomplishes many points in terms of the
Complete Streets Design where the Department of Transportation is progressing to and includes
pedestrians, bicyclists and motor vehicles and trucks. Mr. Burke noted these are all highlights that
the Town now hits while completing the MassWorks grant application: Complete Streets Design,
sustainability, designing infrastructure for drainage, designing for economic development
opportunities and housing opportunities where this layout hits a lot of those buttons. Mr. Burke
summarized that this MassWorks grant is an extremely competitive grant application where 46
towns are automatic recipients of grants and the remaining 310 towns (which Mansfield is one) has
to compete. Mr. Burke appreciated the review process and the participation of the neighbors.
Mr. Alves wanted to note with the addition of the third lane on Chauncy Street that patrons exiting
the bank would have to cross three lanes of traffic which is an issue. He is recommending a No
Left Turn at that location, which has been agreed to by the Traffic Enforcement Officer.
Tino DiGiovino, noted he has spoken at previous meetings and felt this to be an opportunity to fix
the area. He felt all involved have done a good job. His concerned focused on the width of the
streets now and what they are going to, particularly North Main. Mr. Azinheira explained the
street will be narrower which will reduce the speed, which is Mr. DiGiovino's concern. Mr. Ross
pointed out that 12' is the standard driving lane. Mr. DiGiovino commended the transparency
throughout the process.
Mr. DelVecchio is very appreciative of the work that has been done and felt the process, which
included input from Northeastern students, BETA Group study as well as the feedback from the
community to be the example of how it is done. Mr. DelVecchio also noted that he has been
questioned numerous times with regards to bicycles and connecting areas of Town.
Mr. Amrino echoed his appreciation of all those involved (Mr. Alves, Fire, Police, Town
Administration, Planning) and listening to citizens' input. He felt it to be a proactive approach to a
problem since 1954 in what has become a forgotten part of Town. He would like to this the best
pail of Mansfield by improving traffic circulation (safer, incorporating bike lanes) and taking what
has been at the North Common (street trees, wider sidewalks, better pavement, benches) and
carrying it down the street so that esthetically a lot going on and make it a desirable place to be.
Mr. Aptowitz asked if any of the proposed plan will impact the MBTA's plans (presented in
January) to which Mr. Ross noted no. Mr. Alves did take what the "T" is proposing into
consideration. Mr. Aptowitz is concerned with possible disruption in terms of traffic for
businesses during construction. Mr. Ross noted that because of the location the Town will need to
maintain access to the area during construction and that it will require careful planning in phases to
maintain traffic flow to the properties. Mr. Aptowitz referenced the traffic with regards to the
Train Station area now, especially between 4:00prn- 7:00pm, and felt with this construction it will
be even worse as it is a disaster. Mr. Ross felt it to be a disaster due to the current situation and felt
the area will not be impacted as it is on the other side of the tracks. Mr. Ross farther reported the
Board will have a full presentation on March 18t1i by SRPEDD on modifying certain sections of
Chamicy Street (from Main to Route 140) using timing signals.
Board Of Selectmen's Meeting February 25, 2015
Page 3 of 10
Mr. Aptowitz asked if the $1,000,000 was a set cost to which Mr. Alves stated no. He explained
the first step is approval of the geometry, then drainage (verify sewer lines are acceptable). Mr.
Alves felt the Town will be able to maintain the existing drain lines but adjust for some structures
in certain locations. Mr. Aptowitz asked if this were all set what would be the estimated time of
completion which Mr. Azinheira and Mr. Annino felt to be 9 months. Again, Mr. Aptowitz was
concerned about the business. Mr. Azinheira felt this to be no different than projects run on Route
106 where there will be certain days with traffic and delays but is maintained and opened. Mr.
Ross reported MassWorks will pay a significant portion, estimated to be half, as that is what the
Town will apply for. He continued that it is an extremely competitive application as it fits right in
line with all of the criteria and is boosted by the support of local Legislation. Mr. Ross also noted
the remaining would come from Chapter 90 or the regular road bond. Mr. Azinheira also noted
there is approximately $100,000 on Mansfield Avenue where it was voted from Town Meeting.
Mr. Kozlowski was looking for the rational behind going from sidewalks on both sides of Pratt and
North Main streets to only one side and two- way traffic. Mr. Alves explained that currently there
is parallel parking on both sides which leaves minimal travel lane for two -way traffic. Mr.
Kozlowski summarized that the Town will be giving up sidewalk to maintain parking.
Mr. McClanahan, Planning Board, inquired if Mr. Alves had followed up on the MBTA property
and the Town's property on Plymouth Street (small piece of land) and if that was feasible for
parking. Mr. Alves stated it was not feasible due to the need of retaining walls. Mr. McClanahan
also asked if the issued was raised in terms of utilizing crossing of the tracks at County Street to
alleviate traffic. Mr. Ross noted that two weeks ago the question was asked during the MBTA
presentation and it was noted there would need to be a condition in the order of finding the ramps
acceptable but the concept was agreed to.
Chairman Dentino asked if the plan was acceptable to the Planning Board.
Motion: A make a positive recommendation on the plan titled "Traffic Pattern Plan North
Main/Oakland Mansfield, Massachusetts" (Penney/McClanahan) PASSES 6:0
Mr. Ross explained the first thing, if the Board find this plan to be acceptable, to motion to
authorize Town staff to move forward on estimates and prepare an application to MassWorks for
the project. He felt it to be import to approve the concept and allow to work towards the funding.
Mr. Burke noted the deadline is late August for the application. Mr. Ross also noted that before the
application was to be sent it would go through the Board of Selectmen.
Chairman Dentino still felt this to be a tricky plan as the Town is trying to satisfy parking and
traffic where he would like to proceed more slowly. I-Ie felt one of the worst issues to be the
intersections and is unsure whether the plan will alleviate or solve the issue. Chairman Dentino
would like to map out what the plan looks like and felt it to be a free trial. Mr. Annino disagreed
and felt this plan to be progress and felt to move on it and at least decide on whether or not to
support. He went on to say that once the Board supports the concept it will allow for the funding to
proceed and this way the Town can still incorporate any temporary improvements the Chairman
would like to see. Chairman Dentin did not want to take a vote this evening.
Mr. Aptowitz appreciated everyone's work, but until he had numbers from MassWorks and a
better understanding of the estimates on the project, he took issue with continuing to put more time
in the plan. Mr. Annino noted that the Town has to put the work into it first and reminded the cost
Board Of selectmen's Meeting February 25, 2015
Page 4 of 10
would be of Mr. Alves, Mr. Burke's and Mr. Azinheira's time. Mr. Aptowitz asked if that could be
determined. Mr. Azinheira reminded that the Town is not asking for the Board to commit to
funding the entire project but to commit to continue to move forward with the project. Mr. Ross
again noted the Town is looking for acceptance of this concept where Town Staff will do the
"fleshing out" of the project to get the numbers and get the application into MassWorks to see what
they will fund. In no way is the Town committed to ripping up streets and building. He felt there to
be a history here of getting to this point where everything stalls and nothing happens.
Mr. Annino felt the Board should support the concept, as a lot of time has already been spent, and
at any time in the whole process the Board can say no. Mr. Aptowitz wants it on record that the
Town is not hiring consultants. Mr. Alves report the project thus far has entirely been done in
house and once the Board approves the concept he will then design the Utilities and Grading Plan.
He noted it has yet to be done and he did not want to expend all the extra effort if the concept were
not approved through Clearinghouse and the Board. Once those plans are designed Mr. Alves will
meet with Highway to get a better number and present back to the Board.
Motion: Authorize Town Staff to proceed ( DelVeccho/
The Chairman would not entertain a motion until all members have spoken.
Chairman Dentino was acceptable to working in steps. Mr. Ross agreed and noted the Town
would proceed in an orderly manner to put the process together but noted before it can move to the
next phase it needs to know that this plan is acceptable to the Board in a conceptual manner.
Mr. DelVecchio understands that the Town may move in this direction and it may not prove
feasible but if the Town does not proceed it may never figure that out. He advised to move one
step at a time. Chairman Dentino did not have a problem with moving forward on certain things
but was concerned that the plan was trying to serve too many masters. He suggested a proposal
from in -house staff and Mr. Ross on how to proceed and what the cost to be. Mr. Annino asked if
the Board could approve the concept and then ask for the proposal. The Chairman acknowledged
the plan and that the Planning Board approves of it. Mr. Ross reiterated the next step is a more
detailed analysis from Town Staff to look at the drainage facilities and utilities in the area and once
there is an approved concept that can be done.
Chairman Dentino would like to proceed by laying out the plan as it shows — draw it up (paint
spaces, signage and change traffic direction) which would not cost a lot and would allow for a
first -hand view. Mr. Ross suggested SRPEDD to model the changes as he would be too concerned
with changing the area with its current geometry.
Motion: To authorize Town Staff to move forward on estimates and preparation of an application
to MassWorks for grant funding of the project pending final approval by the Board of Selectmen

As the Board of Selectmen's office continues to improve its licensing process, Ms. Whalen has
done research with regards to the Town's fees for Hackney Carriage and Driver Licenses. These
fees have not changed since 1997. She reported that in the past six months the Board has approved
three additional hackney companies with an influx of additional drivers. She explained that the
process of approval for these licenses requires a coordinated effort from the Board of Selectmen,
Town Manager and Public Safety departments, which is required by law to review driving records
and perform CORI checks, for every driver and review applications, insurance and perform safety
inspections for every vehicle. Ms. Whalen broke down for the Board the time spent by each
department with corresponding rates for each of the licenses.
With regards to the process, Ms. Whalen is proposing the following changes:
• Purchase of decals for all properly inspected and licensed hackney vehicles so that the
vehicles are easily identifiable to the Traffic Enforcement Officer and patrons
• As the office will now be processing all hackney driver photos through the use of a data
card printer from MEMA there would need to be an additional charge per license for
supplies which include badge, ink, clip. These will be more official badge type licenses
which will make it easier for patrons to identify a licensed hackney driver.
Ms. Whalen is proposing to increase the license fees as follows:
• Hackney Carriage License from $10.00 to $35.00
• Hackney Driver License from $10.00 to $28.00
Mr. Kozlowski is fine with the increase but felt the Taxi Regulations also need some updating.
Mr. Aptowitz felt that the analysis did not include the benefits portions to the hourly rate of
employees which he thought to be about 30 %. Mr. Aptowitz felt the rates are still too low.
Chairman Dentino agreed with Mr. Aptowitz and would like a fiu•ther analysis to include the
benefits portion as well as a few more examples of what surrounding communities are charging.
Anna Britton, Operations Manager, for Veterans Taxi was present and agreed that the Town has
not changed its fees in a long time. As Veterans Taxi operates in a number of communities Ms.
Britton reported there is currently no standard with regards to fees and processing of these types of
licenses and each community does it differently. Ms. Britton did request that if the Town was to
increase the fees that perhaps the Hackney Carriage fee could absorb most of the cost as the
amount of money taken in by the drivers in this area is minimal and it would be hard for the drivers
to come up with the additional money.
The Board agreed to take up this discussion next week.
Amos Robinson, 178 Mill Street, is concerned with public safety in his area of Town. He reported
that he and area neighbors have continuously shoveled out the hydrant. On February 151" the
hydrant had been shoveled out but by the end of the day the driver for the Town pushed all the
snow back completely surrounding the hydrant making it inaccessible. He felt it to be very
unprofessional to cover it and now has became a safety hazard. He brought pictures to show the

Board from his IPad. Mr. Robinson is not looking for answers this evening but wanted to go on
record with the issue.
Mr. Kozlowski asked if the Town of Mansfield has a record of which drivers work specific streets
to which Mr. Ross responded yes. Mr. Ross sent an email to Mark Cook and Lee Azirilreira to
check the area tomorrow.
Chairman Dentin asked for the policy regarding the hydrant markers. Mr. Ross was unsure but
would follow up.

Mr. Ross distributed a memo to the Board from Lee Azinheira, DPW Director, regarding the
Town's policy on mailbox replacement (from, 1996). He outlined the following:
• The Town would be negligent if the driver of the truck leaves the pavement
• The Town investigates every claim
• If the damage is of a minor nature that can be easily repaired (tools available in the vehicle)
the employee will repair regardless of damage from plow or flying snow
• If the mailbox is cracked or otherwise damaged and the Town is uncertain of negligence it
will be replaced with $10.00 basic mailbox
• If post is damaged but no sign of being hit by plow the Town does not replace. If it requires
a minor repair the Town will do it on site
• If post was hit the Town will place a temporary post and once ground thaws the Town will
replace with a basic pressure treated wooden post
• Mailboxes and /or posts purchased from "Walpole Woodworkers" or granite post will not
be replaced. The Town will fix minor repairs otherwise residents are advised to file a claim
which will be forwarded to the Town's insurance company.
Mr. Ross stated given the amount of snow this year and the Town is expecting a multitude of
claims. He noted the Town tries to be reasonable and work with the residents. Mr. Aptowitz
reminded residents that the proper measurements for placement of mailboxes are available at the
post office.
Mr. Ross reported on the Town's status with regards to the Snow and Ice Budget. At this time all
of the invoices have not been submitted but as of today the Town is in the range of $640,000 -
$700,000 (or more). He stated there is $389,000 in the budget, $200,000 reserved in Free Cash
with some additional available in Free Cash if needed and $210,000 in the Finance Committee's
Reserve Fund. Mr. Ross noted the Town will have a better idea in April. Mr. Ross also noted that
if State funds become available the Town is ready as it has kept accurate records thus far. Mr.
DelVecchio inquired about the timeframe for hearing from the State to which Mr. Ross explained
that designation is relatively quick but receipt of funds is typically in the following fiscal year and
rolls to Free Cash.
Mr. Ross reported that the Town staff is moving ahead on the budget as well as working with the
School Department to balance and has thus far been very positive. Unfortunately, Mr. Ross
announced that Superintendent Gianetti was in an accident. He is working from home and Ed
Vozzella, Business Manager for the schools, has stepped in to assist.
Board Of Selectmen's Meeting February 25, 2015
Page 8 of 10
Mr. Ross reported that the Town has already begun discussions and are plarming for when all the
snow melts: uncover catch basins, work on areas where water ponds, ensuring spill gates on
various dams are working.
Mr. Ross distributed an update on various items contained in the Strategic Plan and their status.
He felt the seven year plan has shown great progress has been made. I-Ie also reported that
arrangements have been made to have Dr. Mullen return.
Mr. Aptowitz asked when the Board would receive an update from the Budget Sub - Committee in
terms of cuts and status of the deficit. Mr. Ross noted the committee is meeting again after the
Governor's budget is released and felt that would be the time to discuss exactly where the Town is.
Mr. Aptowitz reported that the Audit Committee will be meeting tomorrow, Thursday, February
26d' prior to the Finance Committee meeting. He felt the final audit should be ready to present to
the Board within the next few weeks. The Audit Committee is also working on a draft UP for
outside auditors.
Mr. Aptowitz appreciates residents' feedback regarding snow and road conditions. It was felt that
this will be one of the worst years in terms of pot holes. Mr. Kozlowski noted information
regarding pot hole claims can be found on the Town's website.
Mr. Kozlowski reported the Xfinity Center Sub - Committee has met and will reconvene in a few
weeks as there was additional follow up information needed from Public Safety and the Xfinity
personnel.
Mr. DelVecchio asked Mr. Ross if there were a plan to contact the original committee members
who met initially with Dr. Mullen. Mr. Ross reported Shaun Burke, Town Planner, has all the
information.
Mr. DelVecchio reported he attended the SRPEDD traffic flow presentation for Route 106 and
noted there were suggestions for improvements and that he found the software used very
interesting. He noted that the plans for that area did not conflict with what was presented earlier
this evening. Mr. Kozlowski took issue with the scheduling of the meeting where it was a week
day, during work hours and was not televised. Mr. Ross reminded that the Board will have the full
presentation at its meeting on March 18th as this was a just a preliminary run through for staff.
Mr. Annino is happy with the direction the Town is heading as all of the planning shows we are
invested in the future.
Mr. Amrino felt there were great ideas brought forth by both Police and Fire to try and incorporate
into this year's Xfinity Center license.
Mr. Armin continues to attend meetin as on the Public Safety /DPW facility building.
