Present: Colin Cauldwell, Chair; Paul Boyden, Vice Chair; Carole Matthew; Jerry St.
Hilaire; Cindy Ostrowski; Michele Grenier, Conservation and Environmental Planner.
John Sullivan, Town Engineer was present.
Proposed 150 ft. extension of sewer on Branch Street, part of which falls within the
buffer zone of an area protected by the Wetlands Protection Act.
This will serve as a belated completion to the Branch Street sewer extension that was
done in 1999. The sewer was not extended to 91 Branch Street. The Engineering
Department and DPW have agreed to complete the extension as originally intended.
All construction will take place within the right of way of Branch Street and will not
r- disturb the nearby Baybrook Farm detention basin or the Back Bay Brook. The proposed
sewer extension work is approximately 50 ft. away and is on the opposite side of the
street from the Baybrook Farm detention basin and is approximately 180 ft. from Back
Bay Brook. There is a 6-inch high granite curb between the road surface and the basin
that will prevent any silt from reaching the basin. Siltation fabric will be placed beneath
the catch basin grates during the installation.
John said that the local Mansfield Wetland By-law allows for maintenance, repair or
replacement of existing public ways. The Commission must be notified of any work.
Michele recommends a Negative Determination be issued.
Paul made the motion to accept the plan, dated 12-29-2005, and to issue a Negative 3
Determination.
Passed 4-0.
This request is for a second floor addition on an exiting house on Greenwood Lake. The
existing foundation will be replaced because it is not to code and will not support the
r- addition. The foundation is within in the same footprint of the present foundation.

Colin would like hay bales behind the house on the lakeside. He wants to make sure any
debris from the construction is picked up and disposed of properly.
Mr. Brenneis told the Commission that he is restricted to 2 bedrooms.
Mr. Brenneis will call Michele when the hay bales are in place so she can inspect and
certify them.
Michele recommends a Negative 3 Determination.
Cindy made the motion to accept the plan with the revision for the new foundation and
the placement of hay bales, to be certified by Michele and to issue a Negative 3
Determination.
Passed 4-0.
Perry DiMascio, applicant, and Ralph Maloon of RIM Engineering were present
Resource Area Delineation of wetlands, east side only. Land falls within the Mansfield
Water Protection District and an area of "Estimated Habitat of Rare Wildlife Species".
r-
Michele reviewed the wetland line on Friday, 2-24-2006. She explained that there had
been a previous delineation but that it needed to be done again because the line is only
good for 3 years.
Colin explained to the abutters at the hearing that this filing is to delineate the wetland
line, there is no project proposed at this time. When there is a project planned, the
abutters will all be notified.
The applicant is waiting for a letter from Natural Heritage.
Carole wanted it noted in the minutes that they have to stay 100 ft. from any wetlands and
that the Mansfield By-law supersedes Natural Heritage.
Jerry arrived (7:10).
Carole made the motion to accept the wetland line as shown on the plan dated 1-6-2006,
for 18 & 19 Clementine Drive.
Paul seconded.
Passed 5-0.
r-
Shawn Carroll of CPR Pool, Inc. is the representative.
...
r-
This area is located within an "Estimated Habitat of Rare Wildlife Species" but there are
no wetlands.
The pool will be located on the exiting lawn, 10ft. from the deck.
Colin asked what type of filtration system would be used. Mr. Carroll told the
Commission that a sand filter with chlorine would be used. A dry well will be installed
on the existing lawn within 3 ft. of the filter for the purpose ofbackwashing. Backwash
will go into the dry well untreated. Cindy was concerned about the chlorine leaching out
of the dry well into the Natural Heritage area. The Commission and Shawn do not think
this will be a problem.
Michele spoke to Jenna Garvey from Natural Heritage-they are not concerned about the
pool (the pool will not be within 100 ft. of any wetlands).
Paul wants the dimensions of the wetland line on the plan.
Michele will meet Shawn to check the wetland line and Shawn will re-submit the plan
with the wetland line added. She recommends an Order of Condition be issued. Colin
told Shawn that if the line is less than 100 ft. he would have to come back for another
hearing.
r
Cindy made the motion to accept the plan for 4 Castle Drive, and pending verification of
the wetland line, that an Order of Conditions be issued.
Carole seconded.
Passed 5-0.
Colin opened the hearing for 72 Williams Street. The Applicant was not present and the
hearing will be continued to March 13,2006. The wetland line needs to be re-delineated.
Proposed project is a 5-lot subdivision, Appaloosa Residential Compound, with
pavement, grading, drainage and utilities within the 100 ft buffer of Bordering Vegetated
Wetlands and an intermittent stream. Michele reviewed the wetland line and she asked
the applicant to change the plan by moving the open space areas to abut the wetland
areas. The plan now reflects these changes. The roadway is within the 25 ft. no touch
area.
r
Carole wanted to know why this isn't a "limited project". Michele-a "limited project" is
only when a wetland or other resource area is crossed to get to an upland area. Wetlands
are a "limited project" because you are altering the area in order to cross. They are 5 ft.
from the wetland area but will not be crossing this area. They are crossing an intermittent
stream-it is not a "limited project" because you can cross a stream without interrupting
the flow of water by the use of a box culvert.
r
Colin noted that the plans show the 25 ft. line only. The 50 ft. line needs to be put on the
plan.
Colin told the abutters at the hearing they would not be re-notified about the hearing on
March 13th.
Paul made the motion to continue the hearing to March 13th.
Carole seconded.
Passed 5-0.
This site is a former gravel pit. By an order of the Bristol Superior Court, an attachment
was placed on the site, liening the property. Mr. Walsh is the new owner and is in the
process of addressing the court's decision by the creation of a swale in order to facilitate
drainage. Loam & seeding is also planned in order to stabilize the site.
r-
Michele has not reviewed the wetland line and the hearing will be continued to the March
13 th hearing.
Paul made the motion to continue the hearing until March 13th.
Cindy seconded.
Passed 5-0.
The ANRAD for 33 Angelina Lane needs to be re-signed because of changes. The
revised date was added to the plan and the Town of Mansfield Wetland Protection By-
law Chapter 15 was added to the heading.
Carole made the motion to accept the minutes of January 23, 2006.
Paul seconded.
Passed 5-0.
