U Present: Colin Cauldwell, Chair; Carole Matthew; Jack Smith; Marc M}lt~5ehfleHjtSf.TS Hilaire; Cindy Ostrowski; Michele Grenier, Conservation and Environmental Planner. Richard Campbell was present. The request is for the removal of trees within 100 ft. of Bordering Vegetated Wetlands. Mr. Campbell would like to remove 22 trees that are close to his house. The trees are damaged and have caused mold and mildew. In addition, 7 trees will be removed along the outside of the fence. Michele and Colin visited the site and agreed to allow him to take down all the trees marked except #4 and only halfof# 6. r Mr. Campbell said that only the large trees will be removed, the smaller trees would be allowed to mature. Colin asked Mr. Campbell if he was going to grind the stumps. The stumps inside the fence will be ground down, the trees outside the fence will not. Jerry made the motion to approve the request with the exception of tree #4 and half of# 6. Carole seconded. Passed (5-0). Jack Smith arrived. Ann McMenemy, ERM; Lou Masiello, WS Development; Dave White, Civil Engineer for ESS; John G. Walsh were present. Review of the special conditions to be attached to the Order of Conditions for the Mansfield Crossing Mall (Golden Triangle). Ann McMenemy brought revised plans and an impact table for the land under water and bank and a water quality sampling plan including locations, parameters and methods. r" '. . Ii r Jason Youngquist of Outback Engineering and Jason Sisto were present. This filing is for construction of a single-family home, 38x28, with attached garage, septic system, utilities and grading. The applicant is proposing to restore 9,430 sq. ft. of wetlands on the northern portion of the property that were inadvertently altered during perc testing in August 2005. Michele did a site walk. The wetland line is accurately marked. The 50 ft. is being maintained around the house and drive. The replication area (they are replicating 3-1) is in a good location and Michele feels the planting scheme has been well thought out. She would like a report after the 1 st and 2nd growing season. This is a "limited project" under 310 CMR 10.00 because Mr. Sisto will need to cross a 524 sq. ft. area of wetlands to access the upland portion of the property. This area will be replicated (approximately 800 sq. ft.) with transplanted, indigenous species found on site. Additional nursery stock will be purchased as needed. After 1 growing season, the replication area will be assessed by a wetland scientist to determine the success of the plantings. Monitoring will continue after the 2nd growing season if the 75 % coverage isn't achieved. A mitigation plan will then be submitted to Conservation. The Board of Health has approved a subsurface sewer disposal system. r Mr. Sisto is placing a Deed Restriction on the property. Carole wanted to know about the retaining wall-it will be along the 50 ft. line. Jason Youngquist said the stones would be placed outside the 50 ft. line. A hay bale line is in place along the proposed driveway and the replication areas. The side slopes of the driveway and the replication/restoration area will be loamed and seeded for erosion control. The trees that were taken down earlier-12 to 15 trees-will not be removed as it would be too destructive to the area to remove them. Cindy made the motion to accept the plans, dated 11/1/05, as presented with signage- "Environmental Sensitive Area No Disturb Area" -to be placed every 30 ft. on the 50 ft. buffer line. The signs must be on posts not on trees. No further work within the 100 ft. buffer will be allowed-cutting trees, etc without filing with Conservation. Marc seconded. Passed (6-0). Ralph Maloon of RIM Engineering was present. r" '. , f'" ,-- This filing is for the road to a future 6-lot subdivision, located on the westerly side of Gilbert Street. The house lots will be a separate filing. The site is in a Natural Heritage Area. There are wetlands and a vernal pool on the site. They are staying outside of the 100ft. buffer zone of the wetlands and vernal pool. There will be grading within the 100 ft. The Commission asked Ralph to revise the plan so there will be no work within the 100 ft. buffer. Ralph said that the drainage and stormwater management have been thru John Sullivan and he has approved the plan. Without a DEP number and the letter from Natural Heritage, the Commission will continue until the January 23rd meeting. An existing, partially collapsed building on the property will be removed and the area will be filled, loamed and seeded. Jerry made the motion to continue "Gilbert Park" until January 23,2006. Marc seconded. Passed 6-0. r A motion was made to adjourn at 8:05 (Marc-Jack). Next meet~ will be January 23, 2006. / F~(kIM ~7/t)6 Colin Cauldwell, Chair ate / r T ~
