KEYES ASSOCIATES
Contract Status - Bankruptcy papers have not been officially filed, however all Keyes' offices
are now closed. The contract between Town of Mansfield and Keyes Assoc. relating to
Mansfield School Projects is considered dissolved at this time.
Keyes Project Files - Steve Chmura is expected to deliver six boxes of QMS files and
miscellaneous plans to the M 3C Office on Wednesday (3- 14 -01). Art Christopher, from Keyes'
former Mansfield office, called the MBC Office advising that he would gather any remaining
documentation relating to the Mansfield School Projects as requested by the MBC. Mr.
Christopher could not specify a timeframe as to when this information would be available. MBC
needs to follow up.
Designer Selection - Due to Keyes bankruptcy, the Town is in need of an Architect to complete
the QMS and NMS School Projects. The MBC requested legal opinion as to whether the Town
of Mansfield could sign a contract agreement with Wallace Floyd Design Group (Keyes' sub -
consultant), to assume the remaining responsibilities of the Keyes contract. Based upon Bob
Mangiaratti's conversation with the Inspector General's Office, Mr. Mangiaratti advised the MBC
to pursue a new contract with WFDG.
SBAB Reimbursement - Mr. Mangiaratti stated that he contacted representatives from the School
Building Assistance Bureau about replacing the Architect for the school projects due to
bankruptcy. Their response was, due to the special circumstances, SBAB would allow the Town
to contract with WFDG directly without jeopardizing reimbursement.
Remaining Scope of Work - MBC reviewed and discussed a written proposal submitted by
Wallace Floyd Design Group that includes the scope of work remaining at the high school and
associated fees. Rich Feeley argued that some of the proposed fees included work which the
Town paid for in the original Keyes' contract. It was noted that although the Town paid for the
architectural service, WFDG had not received payment from Keyes in some instances. Mr.
Mangiaratti advised the MBC that if the service still needs to be provided, the Town of
Mansfield would be obligated to compensate for the work. Bob Mangiaratti informed the MBC
of conversation with Kristen Macintosh, Dept. of Education, noting that the Town has the option
to apply for cost waiver if necessary.
Contract Negotiation - Bob Mangiaratti to contact David Burson at WFDG to negotiate contract
terms as discussed with the MBC. Mr. Mangiaratti to attend MBC Meeting on Tuesday, March
27, 2001 and provide contract update at that time.
• MBC requests WFDG delete reference of April 30, 2001 as end date of contract.
• MBC supports the following lump sum fees

Window Conflict — Bob Mangiaratti questioned status of window conflict issue at QMS.
Chairman responded that 272 remain inoperable to date due to new windows installed in conflict
with columns or partitions. MBC needs to provide related files/correspondence to Bob
Mangiaratti. Mr. Mangiaratti will file claim due to unacceptable installation with Security
Insurance Company of Hartford (Keyes' insurance company).
Locker Room Modifications — Line Lynch confirmed that School Department supports having
the locker room modifications work at NMS be bid to a General Contractor.
MRS TRACK AND FIELDS PROJECT
Engineering Proposals - Line Lynch and Mike Ahern provided overview of three firms interested
in providing Engineering Services for the Track & Fields Project.
• Camp, Dresser & McKee (CDM) - Line Lynch informed the MBC that CDM has withdrawn
their proposal due to necessary manpower unavailable at this time to provide quality service
during timeframe.
• Wallace Floyd Design Assoc. - Mr. Lynch stated that Rizzo Assoc. and WFDG are
comparable in cost for services (approx. $30K). On behalf of the School Dept., Mr. Lynch
recommends awarding the engineering contract to WFDG. Award of contract
recommendation is conditional upon affirmation from SBAB re: state reimbursement and
reference check on past experience with installation of synthetic field.
• Rizzo - If conditions of Wallace Floyd recommendation are not met, the School Dept. would
move forward with Rizzo Associates.
MOTION to support School Department and Special Projects Manager recommendation
to award MHS Track/Field Project to Wallace Floyd Design Group. Award is pending
affirmation of SBAB state reimbursement and reference check of previous related
experience. DY/WM: Passes 2 -0 -1. David Young abstained to avoid conflict as he is
currently employed by CDM.

Locker Room Changes — Walter Parker has reviewed the original locker room plans (dated 6 -30-
00) provided by AMC. Mr. Lynch advised the MBC that no further changes would be made in
the locker room as previously indicated. Per Line Lynch, the Town should move forward with
design and plans as drawn by WFDG.
Interior Signage — Walter Parker previously reported approximately 70 interior signs are needed
per the drawings. Mr. Parker obtained quote of $43.00 per sign excluding installation. WFDG
needs to generate list of missing signs. Mr. Parker agreed to coordinate installation once signs
are generated. Missing signs are not part of existing contract.
Auditorium Stage — As of this date JTC has not requested inspection for Final Occupancy of the
stage area. As a result of a recent insurance inspection of Mansfield High School, safety
concerns were raised re: auditorium lighting and associated rigging. This is not related to current
school construction contract. Linc Lynch stated that the Mansfield School Committee has given
a directive that replacement of existing stage rigging at MHS and QMS be made a top priority
over future purchases of technology and /or furniture.
Construction Schedule — MBC Chairman reviewed a draft letter to be issued to J.T. Callahan
stating Town's intentions to pursue liquidated damages due to delays caused by the contractor at
MHS. Suggestion was made to include a copy of the first complete schedule reflecting end date
of December, 2000 with the letter to JTC.
ROBINSON ELEMENTARY
Parkin Ig ssue — Linc Lynch asked for MBC opinion regarding parking issues at Robinson
Elementary. David Young offered suggestion to re- organize street parking to create additional
spaces parallel along both sides of East Street as discussed in previous traffic study of this area.
Members commented that extending parking to the existing baseball field as suggested by Police
Traffic Enforcement Officer would be very costly. MBC suggested that if parking is extended,
the existing baseball diamond should be relocated to Gonsalves property now owned by Town.
JORDAN JACKSON ELEMENTARY
Roof Liti ag tion - Legal Counsel is pursuing mediation at this time. Chairman reported that
Attorney Max Volterra asked Gale Associates to provide cost estimate for new roof. Issue was
raised that Gale Assoc. would not provide any additional work for the Town until a new contract
agreement is in place. MBC is waiting to receive contract proposal from Gale Associates.
Review and approval of this contract is time sensitive.
QUALTERS MIDDLE SCHOOL
Handicap Handrail - Chairman questioned Walter Parker about status of installation of wood
handicap handrail at cafeteria. Walter Parker advised the MBC that the handrail at cafeteria
would be installed by next week. David Young noted to Mr. Parker that due to conflict in
building code vs. electrical code the handrail requires a removable drop out section in front of
the existing electrical panel.
Elevator Certificate — State inspection certificate is required by Building Inspector to receive
Final Occupancy Permit. Walter Parker to verify status. Mr. Parker noted that Operation and
Maintenance Manuals for wheelchair lifts have been received. Still waiting for O &M Manuals
