FDMW FACILITIES - FEASIBHATY STUDY PROJECT
Public Presentation
Richard Feeley introduced MBC members and John Savasta and Michael Cronin of CSS
Architects of Wakefield, MA. CSS provided a public presentation of the completed Feasibility
Study authorized by Annual Town Meeting on November 15, 1999. The scope of work
performed by CSS included evaluating options for the North Main Street Fire Station, existing
Department of Public Works Garage at 500 East Street (Route 106), moving the Mansfield
Emergency Management Agency facilities, and upgrading or moving the Cate Springs Water
Department Facilities. A copy of this study was made available for review at the Mansfield
Public Library and Town Manager's Office at Town Hall. (The feasibility study was performed
as completion of the Master Building Plan created for the Town of Mansfield in February, 1994.)
Overview: John Savasta identified approximately 9.5 acres of developed land at the existing
DPW Garage site (500 East St.) to locate a future "Municipal Center" including a Fire Station,
MEMA, DPW Garage and Water Department facilities. The Architect's recommendation to
utilize this site was based on a variety of department needs i.e. parcel size, traffic flow, fuel tanks
security and accessibility etc. Existing conditions with regard to environmental concerns were
also taken into consideration. The East St. site is near an ACEC area (Area of Critical
Environmental Concern) however site location definitively falls within Zone 2 boundaries. The
Master Plan concept shows a 200 foot buffer zone. John Savasta noted there is about 300 feet
buffer to vegetative wetlands. The interior concept design was based on space needs analysis
prepared by each department. Total cost estimate to complete all phases of the municipal project
is eleven to twelve million dollars.
Questions /Comments:
Primary concerns expressed were related to relocation of the existing fuel tanks located at
East Street and high estimate of overall project cost.
Relocating the Fire Station at East Street site would enhance emergency response time by
approximately two minutes per the Chief.
Question was raised as to whether a contingency amount was included for clean up of
existing contaminated soils on the East Street site. Response was that no contingency was
included in the cost estimate for this purpose. Ralph Penney evaluating quantity and to
generate an estimate.
• Town has a critical concern that the existing underground fuel tanks be removed as soon as
possible due to detection of soil contamination. Penney Engineering is responsible for the
new fuel tank design and permiting.
• A special permit is required to install increased size of fuel tanks (20,000 gallons) proposed
by DPW. (Existing 14,000 gallons)
• Ralph Penney of Penny Engineering was previously hired by the Town of Mansfield to serve
as Licensed Site Professional to address contamination issues at East St.
• Penney Engineering coordinated 14 test pits at the East St. site in December, 1999 to
evaluate status of underground contamination. 700 cubic yards of contaminated soil estimate
to exist on site.
• Six groundwater monitoring wells were also installed in December, 1999 and are currently in
place.
• Canoe River Advisory Committee voted to recommend utilization of water separators at the
East Street site to address drainage concerns. The Advisory Committee also voted to
recommend removing the existing underground fuel tanks on this site to above ground.
• Opposition was raised to the proposed site for the DPW Facility due to fuel tank storage
needs. Leonard Flynn maintains that fuel tanks should not be located in an ACEC area
because of the potential of fuel leaks.
• Existing fuel tanks are currently located at East Street site. The proposed site location to
install above ground tanks is considered a pre- existing condition of non - conforming use.
• Recommendation was to clean up existing contamination site to suit needs versus incurring
additional cost to build facilities on an alternate site.
• Recommendation was made to have a 24 -hour monitoring system of the fuel tanks provided
by fire dispatch to provide early detection of potential problems.
• Per Penney Engineering, the Department of Environmental Protection and Department of
Public Safety does allow above ground fuel storage tanks in a Zone 2 area or ACEC.
End of Public Presentation
JORDAN JACKSON ELEMENTARY
Mediation — Attorney Max Volterra filed claim on behalf of the Town against Titan Roofing,
Gentek Building Products and Fabral Manufacturing in 1996 for premature failure of the Jordan
Jackson School roof. Representatives William Moore, Walter Parker, John D'Agostino, Edward
Stewart (Gale Associates), and Attorney Max Volterra attended a mediation meeting held earlier
that day in Boston. Town Manager advised the MBC that following a lengthy mediation session
parties reached a tentative agreement to compensate for the severe premature rusting of the metal
roof.
• Those who attended mediation agreed that the current visible rusting is only on the
surface of metal roof. MBC members suggested possibility of additional rusting
underneath green paint that is not yet visible. As precaution, MBC suggests sanding and
steel brushing surface down to white metal. Sanding the roof surface to white metal
surface was recommended by Gale Associates in previous discussions relating to
installation of roof coating systems.
• An agreement is currently being drafted for review and approval to include:
• Roof coating material to be provided by "Top Coat" located in Walpole, MA.
• Fabral will issue a 10 -year warranty on product provided by Top Coat.
• Titan Roofing owns all repairs over the next 10 years.
• Edward Stewart, Gale Associates will verify all product data sheets.
• Installer will sand and steel brush all visible rust spots prior to repair.
• Gale Associates will provide monitoring services of coating installation and will
be paid as follows; Town 50% and Fabral 50 %.
• Snow guards can be applied to new roof system.
All agreed getting roof coating on this summer (ASAP) in best interest of all.

JTC to correct issue immediately. All devices are now operational.
