TOWN OF MANSFIELD
Municipal Building Committee
Meeting Minutes of July 3, 2001
Richard Feeley, Chairman, David Young, Clerk, Kenneth Gay,
James Liddick and Eleanor McCarter, Secretary
William Moore — Excused Absence
Members Present: Michael Callahan, Paul Ciaramitaro, and Phil Ricci - J.T. Callahan
Meeting commenced at 7:40 PM at the MHS Library
MANSFIELD HIGH SCHOOL
Exhaust fan (EF19) in Girls Locker Room - Issue raised by Michael Callahan that a
previous proposal ( #193) submitted by JTC to install an exhaust fan in the Girls Locker
Room may not have included electrical work. Estimated cost proposal for JRW to
perform electrical work is $14,900.00, based on Time & Materials. Proposal was
rejected due to difficulties in getting the subcontractor to complete the existing electrical
contract work that remains. MBC to ask Walter Parker to coordinate necessary electrical
work.
Fire Protection — Rich Feeley opened discussion re: a critical life safety concern relating
to trouble signal reported in the fire alarm system on June 17, 2001 (Father's Day) at
10:19 PM. Per Fire Dept. there were 300 devices signaling trouble at that time.
Contractor's opinion is that problem could be due to lightening strikes. Chairman noted
that additional trouble signals were reported on June 25, 2001. Michael Callahan
responded that there is no surge protection in the fire alarm systems. JRW (electrician)
needs to review. Michael Callahan presented a COP to JRW to repair damage to conduit
and 13 devices. MBC rejected proposal for repairs due to lack of evidence that the alarm
system worked properly since installation or that the owner was at fault for damage.
MBC told JTC to get JRW to fix Fire Panel once and for all.
Science Room Cabinets — Previous installation was rejected because cabinet doors did
not close and lock properly. MBC questioned security of cabinet locks provided. JTC
responded that the cabinet locks are per specification. Committee agreed to accept
installation.
Monetized Punch List — JTC called Thompson Consulting Inc. (TCI) for additional
inspection to be held on Monday July 9, 2001. Michael Callahan expects all
subcontractors to be on site at that time to verify status of outstanding contract and punch
list work. MBC agreed to wait until after July 9`" to close out the school project.
Michael Callahan agreed that Town would be entitled to the value of any work remaining
on punch list (dated 6- 25 -01) following the re- inspection on Monday. Michael Callahan
is expected to be on site all day Monday (July 9, 2001) to meet with TCI.
Landscaping — Paul Ciaramitaro commented that some landscaping work has been done
since the last Punch List. David Young suggested that JTC needs to review and respond
to MBC as to the final status of landscaping punch list items. Landscape architect then
needs to review.
MEP Punch List - Rich Feeley reviewed a report from TCI sent earlier that day regarding
various incomplete MEP items.
Wall Sleeves — TCI identified several areas on the MEP Punch List where contractor
owns sleeves per contract. Michael Callahan disputes that installation of sleeves is
required because the subcontractor used existing penetrations to install HVAC. Rich
Feeley noted that use of the existing penetration was a cost savings to the contractor since
he did not incur cost to drill openings needed and reiterated that installation of sleeves is
still required by contract regardless of code issues. TCI cites specification section 15600
2.29. Phil Ricci agreed that JTC owns sleeves in walls between classrooms. Value to
provide and install sleeves per contract will remain on the monetized Punch List at this
time.
Kitchen Punch List — Kitchen Punch List was generated and reviewed by Crabtree
McGrath. Discussion opened regarding the following issues:
• Kitchen Faucet - Michael Callahan reported conflict in drawings regarding
installation of a faucet located in kitchen. Contractor determined that only one faucet
valve was to be provided. There is currently no hot water line installed. Item is on
Punch List. Valve should be provided even if hot water pipe is not there.
• Inoperable Kitchen Kettle - Existing relay to operate kettle was located in a floor box.
Phil Ricci commented that additional demolition was required in order to install VCT
flooring in this area. At that time contractor removed floor box. Per Mr. Ricci, a
replacement relay of the same model is no longer available. MBC agreed to accept a
credit value of $500.00 for a new relay as indicated on Punch List.
• Cooler & Freezer - Boston Showcase is scheduled to perform work in this area on
June 25, 2001. During a walkthrough this evening, Ken Gay noted that the left cooler
doorframe heater was on even though cooler was shut off. Doorframe heaters should
operate only when cooler /freezer units are on to prevent burn out. It appears the
doorframe heater is connected to freezer unit that was ruining at that time.
• Stove Hood - Existing oven hood needs a sleeve installed from top of unit to ceiling.
Phil Ricci noted if sleeve is installed at this location, an additional sprinkler head
would be required due to its proximity to an existing exhaust vent. TCI should
provide hood to Walter Parker
Tagging - Paul Ciaramitaro reported that General Mechanical has been on site for past
two weeks. Steel hooks used for valve identification tags are in process of being changed
to brass hooks per specifications. Upon walk- through later by MBC, it appeared
aluminum chains were used not brass.
Door/Hardware at Girls Locker Room - JTC presented a Change Order Proposal to
fin-nish and install a new door and hardware at door opening 131E located in hall leading
from corridor to Girls Locker Room. Chairman previously authorized JTC to proceed
with work to correct problems with this door. Paul Ciaramitaro noted that the door from
opening 135H was used at this location (131E). JTC needs to order another door for
opening 135H. COP was rejected by MBC due to duplication in back up referencing cost
to "furnish and install ". JTC to revise and submit. Only owe for door.
Operation & Maintenance Manuals - MBC Office received a Transmittal from
subcontractor indicating that O &M's were provided to JTC in September, 1999. Rich
Feeley asked Michael Callahan why this information has not been provided to Town.
Michael Callahan needs to follow up and provide manuals to owner per contract.
Final Occupancy Permit — Chairman reviewed inspection report (dated 6- 27 -01) from
Building Inspector as a result of walk-through on June 25, 2001. Michael Callahan argued
that some items are not related to JTC's contract. Rich Feeley noted that all of the issues
cited must be addressed to receive a Final Occupancy Permit. JTC should respond to list
and document why they believe they don't own certain items.
Seismic Clip Credit — Architect advised JTC previously that a credit is due to the owner
for contract work no longer required. Wallace Floyd determined the cost value (based on
R.S. Means) to install seismic clips at MHS would be $46,000. MBC previously offered
to accept $23,000. for this work. JTC refused the amount offered by MBC and proposed
only credit amount of $10,000. No agreement was reached.
