MHS/LOCKER ROOM MODIFICATIONS Fire Protection — Walter Parker reported the Local Fire Inspector (Lt. Towne), had reviewed and approved fire protection plans with respect to the changes made in the Locker Room area. This was based on the original drawings provided by Wallace Floyd Design Group. Budget — MBC received an up -to -date budget summary of Locker Room modifications performed in- house. Expenditures total about $22,000.00. Mr. Parker advised that $3,000 remains in the budget and that this amount would be used to offset costs of a new unit ventilator in the storage room (previously used as weight room). MANSFIELD HIGH SCHOOL Fire Alarm System — Walter Parker noted that JRW had been working to make necessary repairs to the Fire Alarm System. Per Mr. Parker, the alarm system appears to be working properly at this time. Electrical As -Built Drawings —Contractor located As -Built Drawings and will send to WFDG for review /approval. WFDG needs to forward drawings to TCI for review. Plumbing As -Built Drawings — MBC received three copies of approved Plumbing As -Built Drawings earlier that day. Two of the three copies were given to Walter Parker at this meeting. MBC Office retained one copy of the drawings. Epoxy Floor at Girls's Locker Room — Discussion opened regarding yellowed condition of newly installed epoxy floor. MBC asked Walter Parker to send letter to JTC requesting the manufacturer send a representative to the site to investigate further. This is a warranty issue. Elevator Tool — Walter Parker confirmed that JTC had provided a necessary maintenance tool to School Department (valued at $5,000.00) as per contract. Fire Protection/Boiler Room — Discussion re: previous direction given by local Fire Department that installation of sprinkler heads in mechanical room, storage and one other room located in or near boiler room would not be required due to type of usage. Upon further review Fire Department requires sprinklers be installed per contract drawings. WFDG was advised by JTC that Yankee Sprinkler had scheduled this work to occur last Friday (9- 7 -01). Walter Parker commented that as of this date, sprinkler work was incomplete. Completion of this work is necessary to obtain a Final Occupancy Permit. Exterior Lighting — Walter Parker reported several bulbs are missing from exterior light fixtures. Mr. Parker believes subcontractor (JRW) did not complete work per contract. Emergency Generator — School Dept. reported that the existing generator located at MHS is insufficient to carry added electrical loads. It was noted that replacement of the existing generator was not included in JTC's current contract. Walter Parker noted that the addition of emergency lighting throughout the school had contributed to the overload. • Temporary Generator - School Dept. is renting a temporary generator at this time. Cost of rental is $2,700.00 per month. • TCI Reconnuuendation - Based on the existing load, TCI is recommending installation of a 200 KVA generator. MBC questioned whether such a large unit was necessary. A much smaller (60 KVA) generator was recently purchased for QMS. • Cost —Per TCI, cost is estimated at $100,000.00 depending on option package, manufacturer warranty, etc. Rich Feeley noted that an engineering design would be needed for a new generator. The School Dept. should anticipate an additional cost for design fee. Existing generator is located within the building. If the generator was replaced, per code, the new generator would need to be located outside the building. This would also add to total cost. • Availability — Jim Liddick suggested that locating a new generator could be difficult due to emergency response actions to the National Disaster on Sept. 11, 2001. Government agencies could require all generator units be shipped to New York. School needs to pursue ordering a new unit as soon as possible. • Funding — MBC to investigate status of possible funds available from JTC contract. Due to critical need, School Dept. will investigate possible use of funds from Town's free cash account. Gym Bleachers — Walter Parker reported students using gym earlier this week attempted to close gym bleachers without staff assistance. As a result, gym bleachers were jammed and severely out of line. In order to prevent permanent damage to bleachers, Walter Parker advised School Superintendent of the issue and requested funds to motorize bleachers. Per Mr. Parker, Mr. Moretti gave verbal approval to motorize newly installed bleachers. Walter Parker to get quotes. Line Lynch to follow up with School Superintendent about funding cost from Pepsi Account. MHS TRACK/FIELDS UPDATE Project Schedule —Mike Ahern gave MBC a project schedule provided by Quest Sports Surfacing. Mike Ahern advised that the project schedule is approximately two weeks behind. Construction Update — Building constructed to house electrical work is complete. Quest Contract/Bond Issue — Mike Ahern advised that the Town has signed the contract with Quest Sports Surfacing for the MHS Track and Field Project. School Dept. is waiting for a copy of the bond. Quest has received the "A" Bond rating previously required by the School Dept. Mike Ahern to provide a copy of the contract and bond to MBC Office. Budget — Per Line Lynch, the MHS Track & Field Project is currently within budget. Mr. Lynch advised that an up -to -date budget would be provided to WC next week. Mr. Lynch noted approximately $175K remains in budget. East Street Field - Mike Ahern presented a plan of the East Street field generated by Rizzo Associates showing maximized usage for this site. Discussion was as follows: • Baseball Field - MBC commented the School Department's original intention was to relocate the baseball field removed from MHS during its renovation project. Chairman confirmed that the baseball field was properly oriented on the plan shown. • Irrigation - Mr. Ahern noted that irrigation needs to be installed. DPW plans to utilize existing well at East Street. • Fencing— Rich Feeley suggested fencing be installed for varsity baseball field. • Waiving Track - David Young suggested School Dept./DPW install a warning track around varsity baseball field as a safety precaution. • Parking Access — Mike Ahern noted that parking would be available across the street at the high school. Based on plan layout, MBC expressed concern over lack of parking provided in proximity to field. Suggestion was made to install a footbridge from Jordan school side to the field. This would create additional parking and access to East Street fields from Jordan Jackson Elementary School. David Young suggested picnic tables could be placed in this area as well. Rizzo Contract —MBC previously requested a copy of the Rizzo Contract for review. Mike Ahern and Line Lynch did not have copy available for this meeting. Status: Line Lynch to forward copy to MBC Office. (Contract and amendments) RizzoChanee Order — Review /Approval • Change Order #1— Mike Ahern advised the MBC he had given previous approval of Rizzo /Change Order #1 for an existing condition survey of the East Street Field. Status: Rich Feeley requested Mike Ahern/Linc Lynch provide a copy to the AMC Office for the file. • Change Order #2 — Mike Ahern reviewed Rizzo /Change Order #2 with the MBC and requested approval. Scope of Work included the following: Work relating to bid process for an added cost of $3,900.00. Task #1 - Additional survey and layout. Task #2 Design Development of East Street Field $2,600.00. Status: MBC did not approve Change Order #2. Committee members agreed Rizzo would be entitled to payment for a portion of work presented, but questioned that work relating to bid process may be owned in contract. Mike Ahern to review wording in contract agreement. QUALTERS MIDDLE SCHOOL Final Occupancy Permit Issues — • Emergency Lighting in Girls Locker Room — Walter Parker reported that work is complete. • Strobe lighting - Issue raised re: strobe emergency lighting out of sequence in long corridors. This needs to be corrected per code. Walter Parker questioned status of previously approved fire inspection slip. • Handicap Station in Home Economics — School Department to provide one handicap accessible station in Home Economics room. This work was not required per contract. Unit Ventilators — To date issues with inoperable unit ventilators at Administration, Nurse and Guidance Offices are unresolved. TCI recommends all Johnson Controls freezestats be replaced, preferably with another manufacturer. These freezestats were installed by Johnson Controls as a subcontractor to McLaughlin Mechanical. Member Ken Gay continues to monitor any progress made on this issue. OTHER Jordan Jackson Elementary School Roof Litigation — MBC received a written update from Attorney Max Volterra (dated 9- 10 -01). To date a Settlement Agreement has not been signed due to a dispute regarding warranty. Town Manager was made aware ofMBC concerns earlier that day, that installation of roof coating needs to be performed during summer months.
