MANSFIE LD TRACK AND FIELDS PROJECT
General Update: Report given by Mike Ahern.
• Project Schedule - Track and Field Project is on schedule at this time.
• Up -to -date budget summary for the Track and Fields Project was not provided.
• Inspection Report - Quest Sports Surfacing performed final inspection of subsurface material
installed by Owner per contract. Copy of written approval was provided to MBC for file.
• Track Topcoat — Due to sporadic cool temperatures (under 40 degrees), Contractor
recommended installation of red topcoat of track pavement be postponed until Spring, 2002.
MBC concurred with this recommendation.
• Field Turf Installation — Per Mr. Ahern, installation of turf surface is approximately one third
complete. Timeframe estimated to complete Track and Field work is three weeks.
• Games Lines/Numbers — Once turf installation is complete, Contractor will cut in permanent
game lines and numbers for football and soccer.
• Field Lighting - Electrical lines for field lighting are scheduled to be installed on Wednesday
October 24, 2001. Mike Ahern noted that due to lighting materials sitting on track at this
time, extra security would be on duty until 1:00 A.M. this evening.
• Security — A local resident raised concern earlier that day about security needed on site to
prevent vandalism to the field surface. A specific security plan is not in place at this time.
Rich Feeley suggested the Town could install a cable camera security system tied into the
Police station. A similar system is currently used at the Mansfield train station.
East Street Field: Field update was not provided.
MHS LOCKER ROOM RENOVATION PROJECT
Budget - Walter Parker submitted up to date budget summary.
Architectural Affidavit — MEP Affidavits are on file. WFDG needs to provide Final Architectural
Affidavit for the Locker Room,
Unit Ventilator— Walter Parker asked about the possibility of including cost a new unit
ventilator need for Boy's Locker Room within school project budget. Issue pending.
MANSFIELD HIGH SCHOOL
Generator — Existing generator at the high school appears to be insufficient to handle additional
electrical load from new additions. TCI submitted proposal with related scope of work to design
new generator in the amount of $9,000.00. MBC opinion is that TCI did not provide a proper
design in their original documents due to loads miscalculated by their firm. MBC Chairman had
conversation with Moe Goyal (TCI) earlier that day. Mr. Goyal agreed to investigate issue
further. Mr. Goyal indicated to Rich Feeley that if it was determined that TCI was at fault for
miscalculating needs, their office would agree to design new generator at no additional cost.
Response is expected in a few days.
Exterior Lighting — Per code exterior lighting needs to be located in rear of building at doorway
and ramp outside Little Hornet's nest in rear of building. This work was not required per
contract. Per Walter Parker, School dept. installed exterior lighting earlier that day.
School Projects Close -out — MBC generated a document earlier this week (dated 10- 22 -01)
listing numerous JTC Close -out issues for the MHS and QMS Projects. This list was FAXED
and mailed to Michael Callahan prior to tonight's meeting. JTC was advised in a cover letter that
all outstanding items must be complete to close out school projects.
MBC reviewed completion status of each closeout item with Michael Callahan and Paul
Ciaramitaro. Status is as follows:

11. Credit due to Town for Seismic Clip work not required. Status: Amount of credit value due
to Town remains in dispute. MBC determined original credit value to be ($46,000.00) based
Upon Structural Engineer's letter. MBC previously offered to reduce value to accept
$23,250.00. This amount is reflected in JTC Change Order #24 not signed yet by JTC.
Michael Callahan disputes value of credit proposed noting value of work is worth only
$10,000.00. When questioned by David Young, Michael Callahan was unable to substantiate
how the $10K cost value was calculated . David Young recommended the previous
settlement offer of ($23,250.) be withdrawn and suggested MBC pursue the original credit
value ($46,000.) due to Town for work not performed.
12. Yellowing Floor at Girls Locker Room — Status: Eastern Flooring agreed to correct the
yellowed epoxy floor finish under warranty. Problem with drain clean out in this area needs

QUAL 1'ERS MIDDLE SCHOOL
1. Fire Alarm Inspection — JTC needs to provide confirmation of final approval by Fire
Department to Building Inspector or schedule a complete final inspection at the middle
school. Further discussion was raised re: Fire Dept. directive that horn/strobe devices must
be synchronized to meet ADA requirements. Status: MBC to send a letter to Bob Wedge
(TCI) asking him to evaluate status of strobe lighting. Contractor needs direction from TCI
as to what if anything needs to be modified to meet ADA requirements.
2. Final Release of Liens — Status: JTC needs to provide.
3. Inoperable Windows — Claim is currently outstanding to correct windows installed in conflict
with walls and /or partitions. Town Legal Counsel, Susan Jacobs forwarded letter to MBC

until issue is resolved. Status: MBC needs to determine value of fix based on proposals from
WFDG and /or Gale Associates to remove and /or replace to obtain operable window units per
contract.
4. Unit Ventilators— Status: Work is incomplete. Ken Gay noted that based on the balancing
report provided by McLaughlin Mechanical (dated 8- 30 -01) units are not working according
to design. Johnson Controls was scheduled to replace freezestat to #13. Per Walter Parker
Johnson Controls was on site October 17, 2001 and believes freezestat was replaced. Walter
Parker and Ken Gay raised concern that units could have freezing problems again if fresh air
temperature is brought in at 60 degrees. MBC reiterated that no payment would be
authorized for this work until verification is received that all units are operational and work
properly.
Future Architectural Fees - The Architectural contract between the Town of Mansfield and
Wallace Floyd Design Group expired on September 21, 2001. David Burson indicated to IVIBC
Chairman that additional charges would be billed for future work relating to the Mansfield
School Projects that are provided beyond this date. Rich Feeley advised Michael Callahan that
due to JTC's significant delay regarding completion of contract work and submission of final
close out documentation (as stated in a letter to JTC from the MBC dated 10- 19 -01) JTC would
be expected to pay for any future costs incurred.
WFDG Contract — Most recent Wallace Floyd invoice indicates ten percent of Extended Base
Contract is incomplete (Value of $5,000. remains). NBC needs to determine final scope of work
and discuss further with Wallace Floyd. Suggestions made included the following.
