Meeting Minutes of November 20, 2001
Members Present: Richard Feeley, Chairman, James Liddick, Clerk, Kenneth Gay, William
Moore (8:05PM), David Young (8:40 PM) and Eleanor McCarter
Meeting commenced at 7:50 PM.
MANSFIELD HIGH SCHOOL
Request for Funding — John Moretti, School Superintendent sent letter to the MBC questioning
availability of funds remaining from the Mansfield School Renovation Projects. School Dept. is
looking for financial resources to cover cost relating to new generator (to be located at MHS) and
outdoor bleachers for new synthetic field. MBC priority is to resolve all outstanding contract
issues necessary to close the school projects. Due to the uncertainty of final project cost, MBC
can not respond to any request for funds at this time.
In -fill at Stairway #6 — School Dept. previously reported concern regarding a possible structural
problem with the in -fill at stairway #6. Floor is sunken in the area and floor tile is severely
cracked. Walter Parker advised the MBC Office earlier this week that Michael Callahan and
Paul Ciarimitaro were on site and reviewed problem. Structural Engineer (Davey Associates)
did not provide necessary detail on Drawing 5 -11 for this work. Support beam was apparently
mounted by Contractor but not welded. As a result it is likely that lack of welding caused floor
to sink. Letter was sent to Bruce Davey on October 19, 2001 and again on November 9, 2001
requesting him to review and respond to this issue. (Davey Associates was a previous
subconsultant of Keyes Associates who has since filed Bankruptcy.) To date Mr. Davey has
refused to respond to Town's concerns unless the Town establishes a contract with Davey
Associates to guarantee additional payment for his services. Jim Liddick suggested MBC
Chairman follow up with Bruce Davey to negotiate a reasonable cost value to review and
provide recommendation.
Architectural Record Documents — In conversation with Sue Michael Brown on November 20,
2001, she advised the MBC Office she had not had time to review Architectural Drawings for
approval. WFDG needs to approve documents prior to closing out school project.
Electrical Drawings — Wallace Floyd Design Group advised the MBC Office earlier that day the
Electrical As -Built Drawings were returned by TCI and are approved. WFDG needs to provide
approved drawings to Owner.
O &M Manuals — Wallace Floyd has returned O &M Manuals to Contractor with directive to
revise and resubmit. JTC needs to respond.
Generator — MBC made initial call to Moe Goyle, TCI on November 7, 2001. Mr. Goyle agreed
to review issue and provide design drawing to locate a new generator. MBC was advised of four
different dates the design would be delivered. Per conversation with Walter Parker earlier that
day, TCI now expects new generator design to be delivered by Wednesday, November 21, 2001.
Drainage Problem at Girl's Locker Room — Previous problem reported regarding clogged drain
at corner shower. Contractor was to cut floor to expose drain clean out in this area to enable
School Dept. to snake the line. Walter Parker reported on Friday, in cutting floor it seems the
problem was caused by the Floor subcontractor who apparently poured excess floor material
down drain causing it to solidify and block drain. Need to determine who is responsible for cost
involved to restore area to original condition.
JTC/Final Requisition — MBC Chairman had conversation with Michael Callahan earlier this
week about submitting for Final payment for the Mansfield High School Project. Michael
Callahan referred to JTC's original schedule which he admitted knowing was never approved by
the MBC. Mr. Feeley advised JTC to forward his schedule to WFDG for review prior to
submitting Final Requisition for Payment to MBC for approval consideration. J. Liddick
suggested MBC prepare a list of all remaining school issues prior to meeting with Contractor to
close project.
Debrino Caulking/Demand from Direct Payment —Letter was received by Debrino requesting
payment for work performed relating to the MHS Project. Contractor previously responded to
this demand stating that Debrino was not entitled to payment of the monies requested.
Subcontractor has already been paid 100 %. MBC sent response to Debrino Caulking via
certified mail earlier this week stating that items in dispute appear to be internal Change Order
work to be resolved with the General Contractor.
QUALTERS MIDDLE SCHOOL
Window Proposal — Response from Sue Michael Brown earlier that day was they are too busy to
provide quote at this time. Rich Feeley suggested MBC follow up with Gale Associates.
