MANSFIELD HIGH SCHOOL General Mechanical/COP#233 — A financial dispute between John T. Callahan and his plumbing subcontractor is currently holding up MBC from closing out the high school renovation project. Michael Callahan provided a copy of Change Order Proposal #233 to the MBC in the amount of $6,657.00 for discussion. C.O.P. #233 includes T &M work to install offsets to tie in the new ceiling ventilation diffusers due to new ceiling grid layouts. Rich Feeley advised Mr. Callahan that the Engineer (TCI) determined this work was owned by contract and TCI had previously rejected COP #233. (Rejection of this COP is referenced in MBC Meeting minutes dated 1 -21- 02.) Michael Callahan requested that MBC provide a copy of TCI's rejection letter to JTC so they can follow up with the subcontractor on this issue. Michael Callahan noted that he had invited General Mechanical to attend that night's MBC Meeting, but received no response. Electrical Issues — Per Walter Parker, the electrician (JRW) still needs to install two fixtures in the auditorium ceiling. Contractor has had fixtures on order for some time. Mr. Parker noted School Dept. is currently changing the type of fixture on new doorways. Tagging — Walter Parker reported that the electrical sub - contractor (JRW) completed the necessary marking at circuit breaker panels as required by building code earlier this week. Pumping Sg tation — Per local Electrical Inspector, the current electrical condition in the pumping station does not meet Code requirements. A meeting was held on site this past week with the General Contractor (JTC), Electrical Sub - contractor QRW), Engineer, Dick Carney (TCI) and Local Building Inspector. At that time, JRW agreed to complete necessary electrical work as discussed per contract. Fire Alarm Panel — Per Walter Parker, the School Dept. has paid a number of invoices to Seimens for work related to the fire alarm panel that is owned by the electrical sub - contractor (JRW) per contract. School Dept. would like to recover this cost. Rich Feeley spoke with John Jacovitz, Jr. at JRW earlier this week. Mr. Jacovitz agreed that JRW owned the costs incurred by the School Dept. Rich Feeley asked Walter Parker to forward a memo to MBC summarizing costs incurred and attached the correlating invoices previously paid by School Dept. JRW will then address the issue of payment owed to the Town. Operation & Maintenance Manuals — JTC resubmitted O & M documents to WFDG for approval. Still waiting for response from WFDG. Architectural Affidavits — Waiting for WFDG to review and approve. Release of Liens — General Mechanical's Demand for Direct Payment is only outstanding issue at this time. Electrical As -Built Drawings — During this meeting, the MBC gave Walter Parker four copies of Electrical As -Built Drawings of MHS. Chairman asked Walter Parker to return transmittal form for the drawings. LOCKER ROOM RENOVATION PROJECT Occupancy Permit — MBC questioned Walter Parker about the status of a Final Occupancy Permit for the Locker Room Renovation Project. Per Mr. Parker stated this area still requires a final inspection by local inspector to receive Final Occupancy Permit. Need to follow up with Nick Riccio as to how soon this inspection could take place. Additional Expenditures — Mr. Parker presented a number of expenses to MBC for funding consideration that were related additional work in the locker room area. MBC was not advised of these costs prior to the work being performed. During discussion with Mr. Moretti, Lincoln Lynch and Mr. Parker, the MBC expressed opinion that approval of these costs would exceed the $25K amount appropriated for this in -house project. A Locker Room Project Budget Summary prepared by the School Dept. did not match ABC's records of expenses paid to date. Lino Lynch needs to investigate issue further. Mr. Moretti stated he understood ABC's financial position and agreed that future expenses incurred in the locker room (exceeding the $25K threshold) would be charged to School Building & Grounds operating budget. MRS TRACKNIELDS PROJECT Request for Direct Payment(Advanced Polymer Technology Corporation - Rich Feeley questioned School Dept. re: status of a Demand for Direct Payment recently received by the Town by a subcontractor. Line Lynch needs to follow up regarding the status of a withdrawal letter from the Subcontractor. Track Update: Quest needs to resurface track • Track Paving Schedule — Per Line Lynch, DPW needs to install another layer of asphalt to the track prior to installation of rubberized track topcoat. Quest Sports plans to install the rubberized topcoat in May 2002. Color of topcoat chosen by School Dept. is red. MBC questioned plans to correct previous damage to track surface. Quest needs to repair a dipped area on the far side of track caused by a crane. • Safety Concern - David Young reported that the crushed stone currently lining the inside of track fencing is being kicked loosely onto the track surface causing a trip hazard for it's users. Mr. Young added that over time this material could also cause damage to the final topcoat once installed. Suggestion was made to replace crushed stone with a finer material or at minimum pave the walkways at gate access areas. Field Update: • Line Lynch noted that Quest Sports would be adding more rubber to the field and fluffing the surface. EAST STREET FIELDS — Budget Status — Line Lynch advised members of the MBC that budget for this project was running very tight. Based upon past Town Meeting votes the School Dept. has $96K in appropriations available for the East Street Field project. Irrigation System - School Dept. is currently exploring funding options to install an irrigation system for the proposed East Street fields. Estimated cost is $80K. Irrigation needs to be installed prior to installing new fields. School Dept. noted that Spring sports would be allowed to use the East Street field this season in its current condition. On -site Storage — Mr. Moretti noted that DPW had removed 4 -5 truckloads of screened loam off site. DPW needs to replace the same amount of screened loam when it comes time to install new fields at East Street. Baseball Field — Rich Feeley expressed strong opinion in support of relocating the Varsity Baseball field omitted from MRS Project and installing the same at East Street. As a safety factor, MBC members strongly urged Mr. Moretti to consider installing fencing around Varsity Baseball field as was in the original plan. Mr. Moretti commented that the field design was previously discussed with Athletic Director Margaret Conaty. Based on this discussion, the School Department opinion is to maximize the use of the field space. Mr. Moretti added, that to install fencing at the outfield would restrict multiple use of the field, therefore no fencing was planned. JORDAN JACKSON ELEMENTARY RoofLiti ag tion — MBC is still waiting to receive a copy of the final signed Settlement Agreement (from June 26, 2001 mediation). MBC asked John D'Agostino to request a written status update from Max Volterra about ongoing roof litigation activity. No response to date. Roof Repair - Walter Parker advised that a representative from Topcoat was on site last Friday (2- 22 -02). Per the Settlement Agreement, the contractor will begin roof repairs this Spring 2002. Roofing Schedule - Due to the type of work, all agreed that the roof repair work should not begin until after school is dismissed for the summer. Mr. Moretti noted the last day of school would be June 17, 2002. David Young also commented that in order for the contractor to proceed with roof work, the outside temperatures must be a minimum of 45 degrees per the specifications. Project Funds — MBC Chairman commented that there were funds remaining in the Jordan Jackson Project Account, which are being utilized to offset expenses relating to roof litigation. Rich Feeley advised Mr. Moretti that this money was not available to the School Dept. at this time to defray other school expenses. Roof repairs must be completed and accepted by the Town prior to evaluating future school expenditures at Jordan Jackson proposed by the School Dept. MBC Chairman reiterated that any future proposed expenditures would require prior written approval from SBAB. Project Audit —MBC Secretary questioned a recent public statement made by a Mansfield resident that the Jordan Jackson project was closed. MBC Chairman and Town Accountant confirmed that this statement was not true. As of this date, the Jordan Jackson Project is not closed due to ongoing roof litigation and therefore has not been turned in for a final audit. GENERATOR REPLACEMENT PROJECT Bid Opening — Error found on Form for General Bid caused change in bid opening date. Form was missing provision (line) to acknowledge Addenda and Alternates. Based on advice from Inspector General and Attorney General's Office, MBC Secretary rescheduled General Bid Opening date to March 5, 2001. NBC issued Addendum #3 with revised Form for General Bid to also include Alternate No. 1 bid price. All Bidders of Record and Town Clerk's Office were notified. FISHER RICHARDSON HOUSE Site Visits - Tom Paske contacted the MBC Office earlier this week to notify that he would be on site reviewing conditions. Archeological SurveX MANSF-HC needs to determine how the property will ultimately be used. Per Tom Paske, the scope of the archeological survey would be based upon designation of how property would be utilized. MANSF -HC response would determine archeological requirements. If the underground is disturbed an archeological survey would be required. State Archeologist plans to visit the Fisher - Richardson House with Tom Paske in the future.
