GENERATOR REPLACEMENT PROJECT — (MHS) General Bid Opening — MBC Chairman Rich Feeley and MBC Secretary opened and recorded bids for the Generator Project earlier that day. Secretary distributed copies of the bid tab summary sheet for members to review. Based on preliminary bid results, Freedom Electric of Fitchburg, MA is the apparent low bidder for both gas and diesel unit pricing. The project Engineer (TCI) was not present during the bid opening. MBC needs to forward a copy of the bid tab sheet to Moe Goyal at TCI for review. Determination of Low Bidder — MBC members agreed that the Engineer (TCI) should be asked to verify that bid documents are in order and then forward a letter of recommendation to the Town to award the contract. Alternate No. 1— MBC discussed pros and cons of installing a gas fueled generator vs. a diesel fueled unit. The gas fueled generator bids were much higher then the diesel fueled generator. David Young suggested the MBC ask TCI to provide a life cycle cost analysis comparing a gas fueled generator units to a diesel fueled unit. School Dept. was not present to discuss bid results. FM Generator who currently holds the generator maintenance contract for all schools and did not submit a bid. Mr. Parker indicated this Contractor may show interest in providing the generator unit. Reference Checks - MBC Secretary and Walter Parker plan to check references for Freedom Electric later this week. The MBC's goal is to make a recommendation to award a contract on Tuesday, March 12, 2002. MANSFIELD HIGH SCHOOL Electrical As -Built Drawings — Issue raised re: discrepancies found in approved As -Built Drawings. Walter Parker stated that the Electrical As -Built Drawings provided by JTC on February 25, 2002 are insufficient. Mr. Parker expressed concern with underground wiring not shown as well as numerous other items. David Young asked Walter Parker to document the deficiencies noted and provide a copy to the NBC by next Tuesday (3- 12 -02). The Committee agreed to reject acceptance of the As -Built Drawings as submitted and address the issue with JTC. Pumping Station — As a result of a recent site meeting with the Contractor, Engineer and Subcontractor, scope of work for the pumping station has been clarified. As of this date, the Electrical Subcontractor (JRW) has not started this contract work. Operation & Maintenance Manuals — JTC returned previously rejected documents to Wallace Floyd Design Group for review and approval. Waiting for response from WFDG. Architectural As -Built Drawings — MBC still waiting for WFDG to review and approve. Final Requisition for Payment — MBC rejected JTC /Application for Payment #27 as final payment based on discrepancies noted. David Young pointed out that the numbering was out of sequence (Next requisition should be Number 26 not Number 27). The final payment amount shown on the Application for Payment did not equal zero and therefore could not be considered a "final" payment. Discussion was that the MBC would reconcile the final contract value amount and forward a final requisition to JTC and WFDG for their signature, once their outstanding contract work is complete. FISHER- RICHARDSON HOUSE Contract Documents — James Bright Architect provided the first draft of contract documents (75% complete) to MBC for review. Member Ken Gay is currently reviewing specifications. MBC Secretary was asked to contact Eric Gradoia, MASS -HS, to notify him that partial specifications are being reviewed by MBC and confirm the deadline date for final documents to be submitted to MASS -HC. OTHER Oualters Middle School • Window Litigation Claim — MBC received letter from Town Counsel requesting a meeting with someone from the Committee to prepare a response to discovery questions. David Young suggested the MBC invite Susan Jacobs to attend next Tuesday's MBC Meeting (3- 12 -02). Jordan Jackson Elementary • Draft Settlement Agreement - MBC received e-mail from Attorney Max Volterra (dated 3/7/02) in response to revised wording previously suggested by MBC to be included in the Roof Settlement Agreement. Town Counsel basically noted that WC comments were irrelevant and would not be included in the agreement. Mr. Volterra noted in his e- mail that "If there are problems, they will be dealt with through arbitration, with these same defendants." WC Members agreed to re -send their comments to Town Manager. Robinson Elementary School • Project Close out — In anticipation of future SBAB audit, David Young suggested that the MBC write a letter to the file stating that due to an unpaid energy credit due from J.T. Callahan & Sons to the Town of Mansfield, the final payment requisition for this project was never processed. Amount owed equals zero.
