Comments returned by Ken Gay prior to that night's meeting were forwarded to James Bright earlier that week. MBC Secretary noted that Mr. Bright requested a meeting be set up with the members of the MBC and Eric Gradoia, MASS HC, to review the contract documents prepared to date. Mr. Bright indicated that additional documents would be provided to MBC prior to the meeting, making contract documents approximately 90% complete. Archeological Survey — As of this date, the Massachusetts Historical Society (MASS HC) has not determined the extent of archeological survey work required for this project. Time Period of Restoration— In prior communications with the MBC Office, James Bright stated that MASS -HC needed to determine what "time period" the Fisher - Richardson House would be restored to. The House currently reflects a couple different eras. MBC needs to follow up. MANSFIELD HIGH SCHOOL Pumping Station —Walter Parker reported that JRW had ordered the necessary parts to complete this scope of work. Mr. Parker advised the Committee that per his recent conversation with the subcontractor this work would not begin until April (2002) school vacation. Mr. Parker was told JRW needed to shut down the pumping station for three consecutive days to complete this work. This could not be done while school is in session. MBC members objected to JRW delaying completion of their contract work any longer. Members suggested that JRW could obtain temporary power source if necessary. Rich Feeley to follow up with John Jacovitz at JRW. Electrical As- Builts — MBC asked Walter Parker at last week's MBC Meeting (3 -5 -02) to document the items he reported to be missing from approved Electrical As -Built Drawings recently received by JTC. That documentation was not provided, however Mr. Parker stated that JRW offered earlier that week to return to the site and review drawing discrepancies with him. MBC agreed that having Mr. Parker review the issues directly with subcontractor would be in everyone's best interest. Operation & Maintenance Manuals — MBC needs to obtain status update from WFDG. COP #233 — Issue re: ongoing dispute between Contractor and General Mechanical about T &M work to tie in new ceiling ventilation diffusers due to new ceiling grid layouts. MBC Chairman reported that the contract documents call for all ceiling grids to be removed and suggested General Mechanical did not follow reasonable construction practice. TCI forwarded a FAX to the MBC Office rejecting COP #233 stating that work is owned per contract documents. Walter Parker commented that the ductwork installed by General Mechanical is still not connected. TCI needs to review this issue further. Copy of TCI's rejection was forwarded to Michael Callahan at JTC. GENERATOR REPLACEMENT PROJECT (MHS) General Bid Opening - The General Bid Opening was held March 5, 2002. MBC Chairman discussed bid results with members of the School Dept. (Walter Parker, Lincoln Lynch and John Moretti) earlier that week. School Dept. recommend the Town accept Alternate No. 1 (to replace gas fueled generator unit with a diesel fueled unit) and move forward to recommend award of contract to Freedom Electrical Company. MOTION to recommend the Town of Mansfield proceed in awarding a contract to Freedom Electrical Company for the Generator Replacement Project at Mansfield High School including the acceptance of Alternate Number 1. DY /JL Passes 4 -0. QUALTERS MIDDLE SCHOOL Handicap Station/Home Economics — School Dept. needs to install one handicap station in the Home Economics Room to receive final Occupancy Permit. This is the only issue holding up close out of this project. The MBC needs to know whether the School Dept. plans to proceed with this work. Rich Feeley to send a memo to School Superintendent. Unit Ventilators — Unit ventilator numbers #13, #14, #15, and #16 located in the Administration Office area need to be tested in Spring 2002. Following numerous control problems, the subcontractor advised the MBC that the units were working properly. Because this work was completed so late in the season (Fall 2001), the units were never fully tested and therefore have not been accepted by the Town. Window Litigation Claim — • Response to Discovery Questions - At last week's meeting the Committee decided to invite Town Counsel to tonight's MBC Meeting. MBC Chairman noted he would meet with Sue Jacobs this Friday (3- 15 -02) instead to discuss the Town's response to discovery questions. • Cost Proposals — Town Counsel previously asked MBC to obtain a cost estimate to correct 272 inoperable windows at QMS in order to help establish the value of damages incurred by the Town. Gale Associates and Wallace Floyd both submitted cost proposals to prepare the cost estimate requested. MBC discussed the merits of each proposal and unanimously agreed to move forward with services provided by Gale Associates. OTHER Department Budget — Rich Feeley noted that the Town Manager had requested additional information showing a bottom line level funded budget and 10% reduced budget for all departments by the end of this week. The budget for MBC line items has been level funded for the past two years with the exception of Personnel Services, which increased only based upon a signed union contract agreement.
