FISHER- RICHARDSON HOUSE PROJECT Additional Funding - Eric Gradoia informed the MBC that he had requested an additional amount of $5,000.00 to be added to Fisher - Richardson House Project to offset the cost of archeological survey. A determination about available funds is expected to be made by the State in approximately 2 weeks. Mr. Gradoia advised that if approved, the Town of Mansfield would also be expected to match these funds. MBC believes funds have been matched by gift from local bank. MBC needs to notify Town Manager. Archeological Update — Tom Paske noted four areas that would require archeological survey work. All materials must be replaced in kind. 1. Footings — Archeological work required due to reinforcement work planned. 2. Northwest Bedroom — Outside perimeter of building has a higher likelihood of finding artifacts. Tom Paske recommends to proceed with replacement in kind in this area due to rodent infestation. If joists aren't replaced in this room then the archaeological work isn't required. 3. Pantry — Do archeological work. 4. Kitchen— Do archeological work. Archeological Proposals - Tom Paske solicited preliminary proposals from three archeological firms to do Phase I and Phase II. Work includes a historical document search and some shovel tests. Time frame to do the archeological work must be prior to bidding in case the archeological findings necessitate a design change in reinforcement of structure. Future Property Usage - Tom Paske suggested the Town consider planning a program that would exhibit Northwest back bedroom of the Fisher - Richardson House, leaving it's existing construction in its current condition. The benefit to this approach is that the Town would avoid the need for an archeological survey thereby saving money and preserving historical construction of the house in this area. All members present agreed unanimously to move forward with this suggestion. James Bright noted that he needed to obtain approval from the local inspector before a final decision is made to leave the floor boards open. Address — It was noted that Fisher - Richardson House's address is 354 Willow Street, Mansfield, MA 02048. James Bright was asked to include this street address in the contract specifications. Structural Concern — Architect assured Committee that structure would be sound for tours. Visible Reinforcements at 2°d Floor — Tom Paske explained methods planned to conceal floor reinforcements from above the floor using pipe and angle iron to create cross -ties. Contract Documents - Plans and specifications are now 90% complete. Architect needs to confirm priority of Alternates and add references to alternates in specifications. Grading — David Young questioned reference to grading around the Fisher - Richardson House noted in the draft specifications. Tom Paske advised that exterior grading around building would not be done at this time due to the potential of substantial archeological work that could be required. Meeting Minutes — MANSF -HC member Gene Parks requested that Mansfield Historical receive a copy of this week's MBC Meeting minutes for their file. AIA Documents — Town Counsel (Bob Mangiaratti) forwarded a letter to MBC approving use of AIA Document A107 for the Fisher - Richardson Project. MBC to forward letter to James Bright advising, with regard to the issue of dispute resolution, Mr. Mangiaratti suggests the following wording be added "The Town chooses to use JAMS Endispute or another party agreed to by both ". James Bright suggested the Bid Contract include the following: Base Bid: • Re- roofing and Chimney repairs • Structural modifications 2 "d Floor • Structural modifications 1" Floor Alternate 1: Replace the bulkhead The following items could be prioritized and added as additional Alternate option: 1. Replace front door and exterior casings and jamb. 2. Replace the front door saddle and skirt board. 3. Replace the rear door saddle, skirt board and exterior casings. 4. Replace a portion of the rear sill. 5. Replace the three lowest rows of weatherboarding on the north and south sides. 6. Replace the bottom 12 "of the corner boards at NW, NE and SE corners. 7. Replace five drip caps at windows. 8. Repair three holes in the foundation. Suggestion was made by David Young to include the Bulkhead Replacement (currently listed as Alternate No. 1) and Repair of Three Holes in Foundation (Item #8) in the Base Bid, and reduce the number of Alternate options by grouping similar work. All agreed with this approach. Toilet facilities — Tom Paske questioned whether toilet provisions are required on site. There are none available at the Fisher - Richardson House site. James Bright to investigate further. Construction Site — David Young suggested that James Bright include contractor's guidelines for the mobilization of construction activity within the specifications. Based on further discussion, the following wording would be included; "At no time should there be more than four vehicles on site plus one roll off dumpster." Timeline — Architect estimated 120 days as a reasonable timeframe to expect the scope of work to be completed. Penalty for non - completion would be collection of liquidated damages. Architect is aiming to satisfy archeological requirements by June, 2002. Bidding likely to occur in late June or early July, 2002. Photography —Discussion opened as to who would be responsible for photo documentation as work is being done. Decision was that the Architect would add wording to specifications requiring the Contractor to take photos required by MASS -HC. James Bright Architect agreed to take additional photos of construction during job meetings. MBC agreed the Town would also supplement with photo documentation. Qualifications Statement — Eric Gradoia stated he would forward a copy of the contractor qualifications statement to the MBC. Signage — Architect to provide design plan in specifications and show where to locate on site. Must show the name of funding agency on sign per grant guidelines.
