provide Engineering Design Services related to construction of a new water treatment facility
and upgrade of the Dustin Well No.7, and Prescott Well No. 7, No.8 and No.9. I
Both firms were interviewed that evening.

Patrick Connelly opened Weston & Sampson's presentation with introductions of their Project
Team. Mr. Connelly gave an overview summary of their firm's related project experience in
other towns, highlighting their firm's graphic design capability and Additional Services Team.
Michael Haire outlined basic components for designing a water treatment facility. Mr. Haire

minimize length of chemical feed lines, and specific chemicals that would be needed in
Mansfield. Ms. Cook suggested review of security systems to protect unauthorized access to
water source.

Meeting. Pat Connelly estimated the number of task hours between 2867 -3349 hours.
• Vehicle wash system — W &S reviewed wash system options. Lee Azinheira indicated
preference to a hand wash system using reclaimed water. W &S preliminary estimate to
construct a vehicle wash station was $100K for the building structure and $35 -$40K for
the wash system.
• Space Needs — The selected design firm would need to review space needs with the
Water Operations Manager (Kurt Gaffney). y
• Law Suits — Chairman questioned Weston & Sampson's high number of legal claims
noted in their proposal. Pat Connelly responded that the number of claims were not
excessive and were not all against their firm.

Robert Chapell Woodard & Curran — Project Manager
Herb Zellar, CDM — Senior Architect
John Donovan, CDM

determine measures of success.
4. Quality - Technical Advisory Team (TAT) - Internal team of 3 -4 engineers responsible
for design review and recommendations.

2. Woodard & Curran has completed other water related, projects for the Town.
3. Experience in designing greensand filters planned for this project.
4. Familiar with Mansfield's existing SCADA system and compatible integration systems
Kurt Gaffney questioned whether a previous cost estimate for this project (design, bid &
construction) provided by Woodard and Curran for Town Meeting (May 2002) was still valid.
John Donovan responded that costs have increased some.
Task Hours - Rich Feeley asked W &C to provide MBC with a breakout of the number of task
hours required to prepare design drawings. Woodard & Curran did a previous Pilot Study of the
Dustin and Prescott Wells (dated July 2001) and a Water Treatment Technology Evaluation
Report (dated November, 2000) for the Town. Member Liddick commented that based on prior
'experience related to the project, he would expect W &C's response regarding the number of task
hours needed for design work to be less than their competitors.
Bidding — The current contract is for "Design Services" only. Lee Azinheira questioned whether
CDM would bid on the future construction contract. John Donavan responded, CDM would not
bid on this project. Per Massachusetts Designer Selection Law the same contractor is not
allowed to design and build.
MBC Interview Discussion — Weston & Sampson used several visual boards to review design
components. Woodard and Curran presented better understanding and knowledge of existing
conditions specific to the Town of Mansfield.
