Meeting commenced at 7 :30 PM.
JORDAN JACKSON ELEMENTARY SCHOOL
Town Meeting Warrant Article No. 14 - MBC Chairman learned on October 1, 2002 that the
School Department/Committee planned to submit a warrant article at the Fall Town Meeting
requesting transfer of funds from the Jordan Jackson School construction project account to the
QMSIMHS Project account. The School Department's intent was to use those funds to complete
East Street Field renovations. WC advised the School Dept. (J. Moretti, L. Lynch and W.
Parker) that the amount of funds requested in the warrant article exceeded the remaining balance
in that account. In addition to consulting fees owed to Gale Associates (for monitoring the roof
repair project), a potential safety issue regarding replacement of roof snow guards had not been
addressed yet. Mr. Moretti advised the MBC that school safety concerns were a priority over
fields and suggested the MBC move forward with installation of additional roof snow guards.
Superintendent planned to recommend the School Committee withdraw Article No. 14.
SBAB — Arguement to SBAB is that school didn't get revised roof snow guards until roof
litigation was settled. Line to check with representatives from SBAB about reimbursement
potential is doubtful as it's an old project change.
Roof Snow Guards -MBC Office reviewed a cost proposal FAXED from Atlas Roofing in the
amount of $103,000.00 to provide and install roof snow guards. (That contractor was currently
on site doing roof repairs related to litigation at the Jordan Jackson School.) The proposal from
Atlas did not specify the quantity of materials to be provided and exceeded the amount of funds
available remaining in the project budget. ';A previous estimate of $75,000 to $100,000 was
provided by Gale Associates to provide and install roof snow guards. Based on discussion with
the School Department, MBC will pursue with Ed Stewart at Gale Associates the roof snow
guard issue.
Roof Repair -Per WC Secretary's conversation with Jeff Bergerson earlier that day, Gale
Associates had generated and reviewed a final punch list with the roof Contractor. MBC Office
requested Gale forward a copy of the final punch list to the MBC. Gale Associates reported four
men were working on site that day. MBC questioned whether the Contractor would complete
painting this week. MBC advised Walter Parker that the School Dept, would own cost to replace
deteriorated boot sleeves on vent pipes.
QUALTERS MIDDLE SCHOOL
Additional Lighting at Front Ramp Entrance — MBC discussed a potential safety issue with the
School Department regarding insufficient lighting at the front ramp entrance of the middle
school. Walter Parker was asked to pursue that issue by the School Superintendent. David
Young suggested use of pedestal lamp lighting to wash light down on the walk ramp.
Final Occupancy Permit Issues — MBC discussed two Fire building code issues with the School
Department. Both items must be complete in order to obtain final occupancy issue by the Fire
Department
• Visual Alarrn Devices/Horns — Fire Inspector (Lt. Towne) advised the MBC that all
visual alarm devices and horns must be synchronized. Suggestion was made to cover
translucent window panels to block signals from other areas. Walter Parker to review
further with Lt. Towne.
• Fire Doors not,Operathrg Properly — MBC Chairman noted that fire doors had passed an
original Fire Inspection. Therefore correcting doors would be considered a maintenance
issue that the School Department needs to address.
Unit Ventilators — G &P Services installed two -way valves on the air conditioning units in the
Administration and Principal Maher offices. Walter Parker reported that Unit Ventilator No. 13,
#14, #15 & #16 were never fully tested. Stebbins & Duffy repaired condensing coils and
replaced the unit compressor in the nurse's area under a 5 -year product warranty. MBC
requested Walter Parker submit an invoice to the Committee for his labor cost on the AC issue in
( order to back - charge the General Contractor QTC).
Window Litigation — Due to the large volume of inoperable windows installed during the school
renovation project, MBC was still pursuing legal claim against Keyes Associates. Based on
previous discussion with Town Counsel, the timeframe given for a court date was probably a
year away. Town Counsel was investigating options to name the General Contractor and/or
window manufacturer at that time in the litigation.
MANSFIELD HIGH SCHOOL
Project Closeout —MBC reviewed the remaining closeout issues with School Superintendent and
staff. WC was holding a dollar value of $10K for outstanding electrical work and $15K for
outstanding mechanical issues. General Contractor was no longer working on site. Based on
discussion, School Department and MBC agreed to have Walter Parker correct and /or install all
outstanding punch list items and send documented bills to the MBC Office in order to back
charge J.T. Callahan values up to those amounts.
MHS TRACK AND FIELDS PROJECT
Field Enhancements — School Department still pursuing installation of 500 -seat capacity
bleacher seating to be located at the MHS synthetic field, as well as perimeter fencing around the
track.
WATER TREATMENT FACILITY AND WELLS PROJECT
Design Services Contract Agreement - Town Manager signed a contract agreement with
Woodard & Curran (10/2/02) in the amount of $480,000.00 to provide design services for the
proposed Water Treatment Facility and Well upgrades. Due to funds for construction not in
place at that time, bidding and construction administration services would be awarded separately
at a future date.
FISHER- RICHARDSON HOUSE PROJECT
GENERAL UPDATE.-
Archaeology — Timelines, Inc.
Archaeology Site Examination - MBC Secretary observed two workers on site that day.
Marty Dudek, Timelines indicated earlier that day that final trench work in the basement
should be complete by the end of day.
General Contractor ARJ Associates
• Metal Fabrication — MBC Secretary reported the General Contractor had delivered a
sample metal roof bracket for MASS -HC approval. Eric Gradoia (MASS -HC) was to
visit the MBC office to review /approve bracket.
SITEMEETING: MBC Secretary provided a project updated based on a site meeting held
10/3/02 with James Bright Architect, Tom Paske, Preservationist, Jeza and Marzi Jahedi, ARJ
Associates, Marty Dudek, Timelines, Inc. and Eric Gradoia, MASS -HC. The following items
were discussed:
Archaeology /Timelines. Inc.:
• Site Examination - As a result of the site examination required by MASS -HC, Marty
Dudek reviewed archaeological findings (i.e. pottery pieces, militia button, crass pins,
nails, etc.) with those present. Timelines noted damp conditions in the basement had
diminished preservation of artifacts found on site. MBC was informed that all
archaeological findings were now property of the State of Massachusetts. Town may
petition the State for possession those items for display purposes if they so choose.
• Archaeological Monitoring — Timelines needs to prepare final report of Archaeological
Site Exam to MASS -HC. Timelines discussed plans to perform additional archaeological
monitoring during the construction phase of the project. MBC Office expressed concern
to Marty Dudek that the Town must have sufficient funds to fulfill contract obligations
with ARJ Associates to complete structural improvements without exceeding the project
budget. Tom Paske stated opinion that the additional monitoring was unnecessary based
on prior renovations of the Fisher - Richardson House in the 1930's. Marty Dudek agreed
to submit an amendment to their permit application to withdraw need for additional
monitoring during construction.
o Timelines was asked to submit a draft of the final report to James Bright
Architects for review /approval, prior to sending report to MASS -HC.
o Eric Gradoia to follow up with Archaeology Dept. regarding estimated timeframe
for approval.
a
General Contractor — ARJ Associates:
• Project Schedule — ARJ distributed a project schedule to attendees showing a
construction start date of October 7, 2002.
• Access —MBC Secretary issued (1) property key to ARJ Associates.
• Brick Re-pointing — Eric Gradoia requested the General Contractor notify MASS -HC
(allowing minimum of 2 -days notice) as to when this work would be performed. Eric
wants to review /approve re- pointing of brick chimney.
• Toilet Facility— General Contractor had provided (1) temporary toilet facility on site.
Jim Liddick requested MBC direct the ARJ to provide and keep toilet locked to avoid a
potential safety hazard. MBC Secretary to follow up._
