The Minutes of HRPAC Meeting on June 18, 2003 were approved unanimously. 2. Beverly Estes- Smargiassi provided a brief update on the Program: Seven projects have been completed since the previous meeting. A two- family should be completed by the end of the month, and we have another six units under construction. These include two two- families and two single families. The large, historic home that has been discussed at previous meetings is one of the two- families now under construction, and is expected to be completed early next year. Two single unit projects are being prepared for bidding. One includes some handicap accessibility work, and the other is a case that was referred to the program through Social Services and Board of Health. The latter project is one in which the program will attempt to address as many issues as possible, but the cap limits the program to spending $20,000. 3. A waiver request was discussed for a case being prepared for bids is one which needs a large amount of work, including extensive cleaning (due to animals), potentially new ceilings and floors, new plumbing and electrical upgrades. There is approximately $22,000 remaining in the housing rehabilitation budget that could be made available to this project, and that amount could increase depending upon the final costs for the other projects. However, the owners only qualify for $20,000 from the program. The waiver request would allow a construction budget of up to $25,000 or the amount of funds remaining in the housing rehabilitation budget, whichever is less. Voted: to approve the waiver request as presented. Approved unanimously. 4. Contractor debarment. The staff recommended barring Ideal Property Maintenance, Inc, of Tewksbury, Massachusetts from working in the Mansfield Program. They have been unable to complete projects in a timely manner, and there have been serious problems with the quality pf their work. Voted: to formally bar Ideal Property Maintenance, Inc. of Tewksbury, Massachusetts from working in the Mansfield Housing Rehabilitation Program. Approved unanimously. These minutes have been accepted and approved. Date: 3 d
