1, meeting was called to order- at 6:10 p,m.
James Tumbleson, Executive Vice President of the Mans -Yield Co--
operative flank, opened the meeti_nU with a discussion of the COOMIunit:y
Reinvestment Act- (CRA ). The CRA was established by Conclr-e5s in 1977
and became effective on Novemher 6, 1970. in basic terms the act
ensures that lending institutions riak:e loans, -From depositors funds,
in the comm_rni-ty to help insure credit to low and moderate income
areas. Each bank must. develop a CRA statement which describes the
areas they serve. They roust also maintain a public file which
documents their CRA activities and the bank's are then periodically
revievied for compliance. A copy of Mansfield Co-- operative Bank's CRA
statement was distributed to committee member--,. Mr. Tumblesori - +ated
that the FDIC found them to he in compliance aaith the CRA during their -
most recent audit. which was completed last. month. He also stated that
the bank was a. membor- of Homeowners Option = =s for Massachusetts. Elders
(HOME) which is a program designed -For- writing reverse mortg<agc>_s for
the elderly.
Anne Alzapi.edi brought to the committee's attention the plans for -
Keith Developers to receive MHFA financing for a proposed renovation
of the Bristol Ar riis coriiplex. In order to receive the funds fr-orti MHFA,
Koi -th world have to designate ;_O% of the units (.34 units) for low to
moderate income housing= Arine felt that. the committee viould want to
closely monitor the progress of this proposed project.

r. Barbara Orlando contacted the principal of the Gu-ralters Middle
School, she will he meeting with him on March ^-, 1990, in regard to
the poster- contest.
6 Robert Naismii-h stated that he had checked nn the handicapped
accessibility issue= and found that builders must comply with the local
building code.
