FAIR HOUSING COMMITTEE
MINUTES
May 20, 1992
Chairman Barbara Orlando, Clerk Nancv Surdel.,
Thomas Brady, Marilyn Powers
Susan Johnson, Director of Newton Communitv
Development Foundation
Susan Johnson addressed the Fair Housing Committee:
The Newton Communitv Development Foundation (NCDF) began in
the late 1960s as a result of the need for better affordable
housing. NCDF's goal was to develop five hundred units,
fifty in each of the city's ten wards. The units would
consist of two, three, and four bedroom townhouses. The
first development, fifty units on six acres, was completed in
1977.
The Mayor and Planning Department of the City Newton have
been very supportive of NCDF. Approximately forty to fifty
percent of NDF tenants either work for the city of Newton or
have family that does.
NCDF's second development was an elderly complex; its third
development was rehabilitation of an old school into seventy -
five units for both elderly and families. NCDF is currently
working on another rehabilitation of a school into fifty_
-nine
units.
NCDF believes in getting the neighborhood involved in the
planning process.
A study of impact on property values has shown no negative
impact on neighboring property values.
Nis. Johnson provided the Fair Housing Committee with a copy
of NCDF's most recent newsletter.
Newton has a ten percent housing ordinance which requires
developers to give ten percent of the units or monetary
equivalent to the City of Newton for low- income housing.
These units are in the Housing Authority's jurisdiction.
is. Johnson suggested that the Fair Housing Committee may
also wish to speak with the Community Builders in Boston, who
may be reached at (617) 695 -9595.
