March 21, 2012 •

1. The meeting was called to order at 6:00 PM.
2. Minutes of the Recreation Commission Meeting from February 13, 2012.
Motion: By Mitch Bregnard to approve the Recreation Commission Meeting minutes
from February 13, 2012 as written. Seconded by Dave Rapoza.
Motion passes, 3 -0.
3. Questions & Comments:

4. Facility Requests:
The Commission discuss field reservation requests and permitting as follows:
- Motion: By Mitch Bregnard to approve use of the Memorial Park parking lot
and South Common on Monday, May 25 for the Memorial Day Parade.
Seconded by Dave Rapoza. Motion passes, 3 -0.
- Motion: By Dave Rapoza to approve use of the South Common for the
Celebration of Animals on October 6, with a rain date of October 13. Seconded
by Mitch Bregnard. Motion passes, 3 -0.
- Motion: By Mitch Bregnard to approve MMAS' request for use of the South
Common on September 21, 22, & 23 for their art show. Seconded by Dave
Rapoza. Motion passes, 3 -0.
- Motion: By Dave Rapoza to approve MYSA fall field use request at Plymouth
Street. Seconded by Mitch Bregnard. Motion passes, 3 -0.
- Motion: By Mitch Bregnard to approve Pop Warner's field request, excluding
use of Lower Memorial Field. Seconded by Dave Rapoza. Motion passes, 3 -0.
- The Commission request Lower Memorial Field's maintenance schedule. Lorilee will
invite Mark Cook to the next Recreation Commission meeting.
- We are currently waiting for Girls Softball and Youth Baseball to release any field
dates that will not be used. Michael DiMasio is looking for baseball weekend field
rental. Lorilee would like to rent the fields if possible.
5. Old Business:
A. The Youth Baseball contract was submitted to the Commission members for review and
approval. Legal'Counsel is in the process of review and will advise the Commission on
the legalities of the contract.
B. The Commission has been waiting for DPW to report on the maintenance and reseeding
issues at Hutchason Field. In addition to the Hutchason repairs, it is requested the
Memorial Park upper field conditions be assessed. Kevin Kemp requests the field report
be viewed as a DPW priority for discussion at the next Commission Meeting.
6. New Business:
A. The Commission discuss the Turf Field rental cancellation policy. Ed Westhaver states
the permitted group should be obligated to pay the rental fee, weather permitting. The
Commission discuss the policy written in the field rental application and agree the current
language is adequate.
B. The Commission discuss the, Conflict of Interest Disclosure documentation. It is
recommended Commission members submit a disclosure to the Town Clerk.
7. Next Commission Meetine: Monday, April 23, 2012 6:00 PM.
To be held at the Town Hall.
8. Motion: By Dave Rapoza to adjourn. Seconded by Mitch Bregnard.
Motion passes, 3 -0.
The meeting was adjourned at 6:55 PM.
