The meeting was called to order at 6:00 PM. -' rtj OrC r- Ct.: 2. Minutes of the Recreation Commission Meeting from January 14, 2014. Motion: By Mitch Bregnard to approve the Recreation Commission Meeting minutes from January 14, 2014 as written. Seconded by Kevin Kemp. Motion passes, 5 -0. 3. Facility Requests: 1) Matt Savoie was unable to make the meeting but sent an email regarding the early season use of fields. In it, he stated that Jay Beckett from DPW and Dana Cooney, Field Director for MYS, have expressed concern regarding the early use of the fields due to the fields still be covered in snow and the risk of long term damage due to the grass coming out of dormancy from the winter. He attached information from UMass- Amherst regarding this subject supporting their concerns. 2) Chucky Campbell didn't attend, but Sherri Gurnon explained that he wanted to advertise a fundraiser for a girl from Mansfield who had a stroke on the DPW sign and the one near the police station. Sherri stated there are no guidelines for what is posted, and said she mentioned to Mr. Campbell that fundraisers are normally not put up on the sign, but that she would put it before the Recreation Commission. Sherri said that normally the signs are used for registrations or town sponsored activities. Ed Westhaver said that the guideline should be that the signs are used for informational purposes not for fundraising. Ed asked that Sherri write up a guideline and it will be voted on at the next Recreation Commission meeting. 3) At 6:30pm, Friends of Memorial Park (Erin Botelho, Jenn Morris, Jenn Higgins and Megan Gonzalez) came to present their plans and updates. On poster boards, they showed their visualization of what they want the park to look like and its location. They also brought a sample of the material that the equipment would be made from which is 100% post - consumer recycled material and can be easily cleaned of graffiti. They stated that the 3 top ideas that people responded to on their Facebook page were that they wanted a playground with shade, no sand and a fence. Mitch Bregnard inquired about the surface material and Megan said that it was wood fiber which is wood chips but with edges that are rounded. Kevin Kemp asked if they had an idea of the budget they are looking at for from their design. Jenn Morris said to do Phase 1, which is the playground and a fence, would cost about $190,000. Erin Bothelo said they have already contacted Mark Cook and he said that he could help with the removal of the sand that is there now, and they contacted Miller Recycling about the removal of the structures. They are awaiting approval from the Recreation Commission, and after they get that, they will look to get the 3 bids on the work. Kevin Kemp asked if they had set up a non - profit status yet. Jenn Morris said they had contacted Linda Darling in the accounting department about that. Kevin asked Sherri if there was a Memorial Park account already set up through the Parks and Recreation. Sherri said that there is and that she would check with Linda about trying to set it up so the money they raise would be separate from the money that is in there now so the group knows exactly the money they have to work with. With that, they can use the tax ID # from the department and not have to set up a separate one. Mitch commended the group on their work and said he looks at what they are doing as upgrading the existing playground. Mitch expressed concern with the fencing as he feels it would impede those that want to come and go in the playground and especially the summer camp. Jenn Higgins stated that the fence gives parents a sense of security in that their small children can't wander out of the playground. Kevin mentioned that the Town meeting is May 6 to approve the $20,000 of CIP funds for the Recreation Department to be used for playground improvements. He suggested that the "Friends of Memorial Park" attend as the public will vote to approve it. Mitch also told them to go in front of the Selectman and show the same presentation to them which will let the Selectman know and also puts the word out to the community ( which is good advertisement for them. Motion: By Mitch Bregnard to support Phase 1 of the conceptual idea of the Friends of Memorial Park's plan for the Memorial Park' s Playground by adding modern structures and ADA compliance to develop and upgrade the existing playground. Seconded by Ed Westhaver. Motion passes, 5 -0 4) At 7pm, Spencer Leary came in to discuss his senior project. He wants to do an Ultimate Frisbee tournament. It would include a Mansfield team and teams from other towns. Spencer contacted the USA Ultimate Frisbee Organization and they are supplying the insurance for the event. USAUFO also require that an adult coach over 25 yrs. old and has been CORIed has to be present for the practices and games. Spencer said he is working on finding someone. Mr. Leary needs a field 2 days a week from 3 -5pm to practice and play games through the spring season. Kevin Kemp stated that finding a field afterschool will be a problem as many are being used, but mentioned that there is a field next to the Jordan/Jackson school that may be big enough. Kevin said he will talk to Joe Russo to help him with the process, but in the meantime, he should contact Denise Homer, Parks and Grounds Coordinator, to ask if he could use it. If that fails, maybe the group could use Plymouth from 2 -4p to practice. RAmmatiWRecmation FilesiMSWORDVRecCommA41NUTES 12- 25- 14.doc 2 The Commission discussed field reservation requests and permitting as follows: 1) Mansfield Shamrocks, AAU U I team (comprised of Mansfield residents), were looking for 4 hour slots early morning/early evening at the Memorial Park Softball Field. Sherri Gurnon mentioned that Mansfield Softball has a blanket approval for the field that was approved. Mitch Bregnard stated that Sherri should let Mansfield Softball know that we will get revenue from the AAU team and can collect maintenance fees which help their group so it would be beneficial for them to work with the AAU group so that they can use the field. 2) Mansfield Youth Soccer (MYS) sent their use of Plymouth Street facility requested dates for their spring and fall season. - Motion: by Mike Weber to approve the dates requested by Mansfield Youth Soccer for use of the Plymouth Street Facility. Seconded by Linda McCabe. Motion passes, 5 -0. 3) Kevin Smith requested Plymouth Street for a Hornets Summer Soccer Camp (for profit) with some of the profits going to MYS. The dates (8/4 -7, 8a -noon) fit in between the dates requested by MYS for the field. - Motion: by Ed Westhaver to approve the dates requested by Kevin Smith as long as 75% of the profits go to MYS. Seconded by Mike Weber. Motion passes, 5 -0. - Motion: by Mitch Bregnard to waive the $350 maintenance fee, but charge Kevin Smith $50 per day (x 4 days= $200). Seconded by Mike Weber. Motion passes, 5 -0. 4) Joe Russo requested the use of Memorial Park 3/6 -6/14 and 8/19 - 11/29, 2:30 -6pm and Plymouth Street NRT Trail 3/12 -6/7, 2- 5:30pm. Sherri Gurnon mentioned that she would email Joe to be more specific on the times they will need the facilities. - Motion: by Kevin Kemp to approve the dates and times requested by Joe Russo subject to him working with Matt Savoie on the use of the NRT trail. Seconded by Ed Westhaver. Motion passes, 5 -0. 5) Mansfield United Adult Soccer Club requests the use of one grass field and one tur field, Sunday mornings 8a -noon, March 23 -June 22 at Plymouth Street. Mitch Bregnard stated that it's an umbrella for all the adult soccer teams and that Mitch organizes the games and collection of fees. Kevin Kemp inquired about the number of teams there are. Mitch said there are 5 Foxboro teams and 3 Mansfield teams totaling 8 teams. Kevin asked if there is a way to split the groups and have a Foxboro group and a Mansfield group. Mitch said that is possible, but he was applauded for doing it as one group and submitting just one application versus 8 applications. It is time affective for the Recreation Department so that they aren't processing the 8 applications and chasing teams for fees and coordinating times and use of the fields. Mitch also stated that Foxboro teams don't have fields they can use in Foxboro and that is why they play in Mansfield, Kevin said that there needs to be a division because if 5 Sharon teams want to conic in, the RecComm would have to say no, but Foxboro is getting in under an umbrella request and there needs to be time to rest the fields. Kevin stated that if teams need to be kicked off to rest a field, it should be non- Raecrealion\Recrealion FilesMSWORDI2ecCommU1MUTES\2- 25- 14.doc 3 Mansfield teams. Ed Westhaver said that it needs to stay the same for now, but that Foxboro will need to apply separately in 2015, but Mitch could still coordinate their games. - Motion: by Ed Westhaver to approve Mansfield United Adult Soccer Club's field request with the caveat that if games need to be reduced due to field damage, the games played by non - Mansfield teams will be the first to be cancelled. Seconded by Mike Weber. Motion passes, 3 -0 -2. 6) Joe Waleijko, Black Watch, requested March 22/23 for a Spring Warm -Up Tournament. They will be charged the full rental fee ($170 per day x 4 days = $680). Due to it being early season tournament, they can only use the turf field. - Motion: by Mitch Bregnard to approve Black Watch's use of Plymouth Street "turf field only" on March 22/23 from 8 -5pm. Seconded by Linda McCabe. Motion passes, 5 -0. 7) Brian Mazar, NEFC, requested Plymouth Street for a preseason tournament the weekends of March 14 -16 and March 21 -23.
