The Commission discuss facility reservation requests and permitting as follows:
- Lacrosse wall location has been located between the south side of the high school's turf
field (outside of the fence area) and the softball field. It is on school property so the
Mansfield Youth Lacrosse will be communicating with Joe Russo and Mark Cook with
any other plans and work with the lacrosse wall.
- Special Olympics requested Plymouth Street for a Soccer Assessment Round on Oct. 19
with a rain date of Oct. 26. Ed Westhaver asked if there were any conflicts to which
Sherri Gumon said there were not. Mansfield Youth Soccer and the different leagues
give up the date for them or work around it.
Motion: By Ed Westhaver to approve Special Olympics' application for Oct. 19 from
7a -3p with a rain date of Oct. 26 for a Soccer Assessment Round.

requested CIP funds of $20,000 which will be voted on at the meeting.
- Fishing Derby is May 10. Ed Westhaver, Mitch Bregnard and Linda McCabe can all
attend to help out with the event. Sherri asked that they be there at 7:30am.
6. New Business:
- Annual Town Election is Tuesday, May 13.
- There was only I application for the 2014 Parks and Recreation Scholarship,
The Commission will look over the application and vote on it at the May meeting.
SRPEDD has offered $3700 for bike racks around the town of Mansfield. They can
be placed anywhere in town, but SRPEDD with need to approve the locations. Sherri
stated that she would notify all department heads to see if they have any ideas of
where to place them. Sherri suggested that the library would be a good location.
After the suggestions are taken, they will be considered at the May meeting.
- There has been trouble with some groups not cleaning up after their use of the
Plymouth Street fields. There was a suggestion of possibly imposing a fee /fine for
this. Mitch Bregnard suggested that we tell them that we will just pull their permit. It
is stated on the permit that Recreation Commission can pull their permit if they don't
abide by the permit agreement and in there it states that they must clean up after their
event. He feels that that will get a groups attention more than a fine would. Ed
mentioned that we can always add a fee /fine when updating the "Field Usage
Permits" for 2015.
7. Addendum:
- Pictures were shown of Eric Sun's Eagle Scout Project of the benches and picnic
tables that were delivered by the tennis courts. There were so many that the decision
was made to put some of them at the Plymouth Street fields.
- Steve Panasuiks of Darkwing Ultimate Frisbee was looking for a field for 2 practices
a month. Ed Westhaver suggested Hutchason so they are more visible as they are a
new group and that Sunday mornings (9a -noon) would be a good time as the field
isn't being used. Sherri Gurnon asked what fees they should be charged. Ed
Westhaver said that the $350 maintenance fee could be waived as they are a small
group and the sport doesn't put a lot of wear and tear on the field. Mitch Bregnard
felt that the normal fee of $150 for a 3 hour block should be charged.
Motion: By Linda McCabe to charge Darkwing Ultimate Frisbee $150 per 3
hour block and to waive the $350 maintenance fee. Seconded by Ed Westhaver.
Motion passes, 3 -0.
