Recreation Commission Meeting
Minutes
September 22, 2008
Attendees Present: Dave Rapoza; Chairman, Dave Leary, Ed Westhaver;
Kevin Kemp, Paul Mordarski
Lorilee Fish, Recreation Director
Kathy Codella, Assistant to the Recreation Director
1. The meeting was called to order at 6:00 PM.
2. Approval of Minutes:
Minutes of the Recreation Commission Meeting held on April 14, 2008.
Motion: By Dave Leary to approve the minutes held on April 14, 2008 as
written. Seconded by Ed Westhaver. Motion passes, 5 -0.
3. Questions and Comments:
None.
4. Field Requests:
A. The lights are down at Memorial Park and all lights on the wood banks have been
recommended to come down. Basketball court lights have been replaced with repairs
paid for by the Gift Account. Tennis court lights are in working order. Pop Warner has
requested use of portable lighting during the repair.
B. The high school has been using Memorial Park and Hutchason Monday through Friday
from 2:00 -5:00.
C. Mens/Womens over 30/40 leagues are confirmed for dates and insurance.
D. MYS has funded deep tining and sand coverage at Plymouth Street. The group no longer
requires use of Hutchason for the fall.
E. A basketball tournament was held at Memorial Park for a fundraiser under Mike Vaughn
and MP Courts.
F. Special Olympics has been authorized to use Plymouth Street Sunday afternoons with
insurances up to date.
G. Mansfield Lodge of Elks has requested use of Plymouth Street for a shootout on
September 28.
H. Boy Scout Troop 17 has requested use of a small space at Plymouth Street for a rocket
launch on September 28.
I. Eli Cheman from Kiddie Soccer, New England has requested rental use at Plymouth
Street. Lorilee has recommended he follow through with a formal request, however has
not heard back.
I TCSR, replacing Mission Soccer, has been recommended to apply formally for field
usage. Kevin Kemp would like to discuss imposing fees on for profit organizations and
not for profit groups based outside of Mansfield.
5. Tabled:
A. Plymouth Street has been aerated and deep tined with $1,500.00 remaining for the
installation of the kickback board. There is no update regarding the kickback board.
B. The discussion regarding whose responsible for maintaining sports related equipment on
Town -owned land.
C. Mike Trowbridge has volunteered to perform an engineering study at Plymouth Street but
cannot do so until additional work is completed.
6. Old Business:
A. Field usage fees.
B. Pop Warner football donations letter.
7. New Business:
A. The Commission discuss the Recreation scholarship award process and agree to work
with Eleanor McCarter in the process of selecting a suitable candidate for the award.
Motion: By Kevin Kemp to obtain the responsibility for the Recreation Commission
to handle all aspects of the Recreation Scholarship award process.
Seconded by Paul Mordarski. Motion passes, 5 -0.
B. Paul Mordarski states he would like to initiate a conversation with all Mansfield youth
sports organizers regarding the misconception of sports building character. He would like
to invite Pat Burns to the next Commission meeting to discuss the intent of the initiative.
C. The Rails to Trails clean up was canceled.
D. Bob Button, MEMA Director, will be retiring at the end of October.
Motion: By Ed Westhaver to approve a Recreation sponsored plaque honoring Bob
Button for his many years of service. Seconded by Kevin Kemp. Motion
passes, 5 -0.
E. Fall and winter program registration is going well.
F. Kevin Kemp notifies Lorilee of the two dead trees and branches that have fallen near the
path out to Hutchason. Lorilee will contact Lee Azinheira.
G. The van brake repair was paid for with the Summer Camp funds.
8. Next Commission Meeting: Monday, October 20, 2008 6:00 PM.
To be held at the Town Hall.

9. Motion: By Dave Leary to adjourn. Seconded by Ed Westhaver.
Motion passes, 5 -0.
The meeting was adjourned at 7:05 PM.
