Leslie moved that Kate write a letter of support, David seconded. All in favor. The RFP for the Fisher - Richardson House was discussed. Kate has a copy of the one written by the Fairbanks House in Dedham and a brochure from R. Francis Estes of Foxboro, a restoration carpenter who is interested in helping with our project. There are two separate grants within the Preservation Projects program: 1. The Pre - development want pays for the architect to create plans, study the project, determine problems, recommend solutions and write the grant. The application is due in May and the minimum matching grant is $5000 (for a total of $10,000.) The architect is not selected in advance. The RFP is sent out only after the Pre - Development grant is approved. A historic structures report would be included. 2. The Development and Acquisition grant pays to fix the house. The application is due in a future grant round and the minimum matching grant is $7500 (for a total of $15,000.) Gean, Pat and Leslie met with the Town Manager on January 26 and he felt we should apply for both grants. He would support a reserve fund transfer to pay for our share of the cost of the architect. He anticipates a Special Town Meeting in Fall 1998. After much discussion, it was decided to apply for both. David pointed out that there will be a Special Town Meeting in May as well. Leslie will ask the Town Manager if it would be possible to ask for $5000 in matching funds for the Pre - development, phase, contingent on a grant award, either at the spring Special Town Meeting or from the town's Reserve Fund. When are warrants for the special due? Would the Town be able to cover the matching grant funds temporarily before reimbursement? The Town Manager gave Kate the names of knowledgable citizens who might help us fill out the technical section (part 5) free of charge. It was decided to meet again on February 24 after everyone has read through the application process and Leslie has the answers to our questions. Leslie will notify the four parties who responded to the original RFP of our plans. Leslie reported that the Commission's FY'99 budget request was not among those being cut by the Finance Committee. At their January 26 meeting, the Recreation Commission voted to transfer the Cemetery Restoration Project over to the Commission. Kate wrote a letter to the Town Manager on January 27 informing them that we are unable to undertake the project as we have no staff, office space or equipment. The Town Manager agreed and the Recreation Dept. will continue to supervise the project. The meeting was adjourned at 8.35 pm on motion by David, seconded by Pat. All in favor. Respectfully submitted, Leslie A. Pasch Secretary
