The Chairperson, John Rau, presided. Correspondence 1. Memo to DPW regarding chimney /electrical service at Fisher - Richardson House 2. Annoucement of Mass Preservation Conference 3. Brochure on Documentary Heritage Grants The minutes from the June 22 meeting were approved on a motion by David, 2nd by Allen. All in favor. John reported that the chimney and electrical service at the Fisher - Richardson House have been repaired, the picnic table and answering machine purchased and the garden brochure printed. Billie will call the Garden Club about markers for the garden plants. The Veterans Agent, Jerry Sherma, verified that the island at the corner of Willow and School Streets is a memorial and he would have to see any plans for a sign in advance. Allen summarized the information on types of historic districts received from the Mass Historical Commission. Some communities give tax breaks to home owners who rehabilitate historic properties. It is also possible to pass a demolition delay bylaw in which a local historical commission is notified when a permit to demolish a historic building is requested. Such a bylaw would have to be passed at Town Meeting. Allen will get more info on these subjects from the MHC. Leslie received a copy of a revised contract for Claire Demsey from Town Counsel. There were three sections to which Claire had objections: the termination clause added by Town Counsel, the need for the MHC to approve invoices and the very general scope of work provided in attachment A, which is from the MHC's contract with the Mansfield Historical Commission. The members present felt these sections should stand as written. Claire also needs to change the due dates for each of the 3 sections of the project due to delays in getting a revised draft from Town Counsel and wants more funds in parts 1 and 2 where most of the work is centered and less in part 3. Town Counsel has no objections and Leslie pointed out that the team members who Claire must pay are heavily involved in the first two parts and not in the third. After discussion, it was decided to offer the following revised payment schedule: Part 1: $ 7000; Part 2: $4000; Part 3: $ 3000 with Claire choosing the dates. Leslie will ask the Town Manager to inquire about Town Counsel's progress on the Preservation restriction which is due in September. Leslie spoke to Kristin Hitchguy at Vanasse Hangen Brustlin, Inc., the design firm for the new train station, concerning memorials on and near the North Common. Liberatori Square will assuredly be moved to a newly created green space and a public hearing will be held. Gean Parks spoke to the Veterans Agent as well. After discussion, it was decided to have Leslie inform the Town Manager of our concern that the memorials be preserved. The meeting was adjourned at 8:50 pm on a motion by David. 2nd by Allen. All in favor. The next meeting will be Tuesday, August 31 at 7:30 pm. Respectfully submitted, i 1 Leslie A. Pasch Secretary
