Members discussed the charge of the IDC, which is to provide advice and assistance to
the Town Manager on efforts to promote appropriate commercial and industrial growth in
the town. Some of the recognized benefits of this effort to attract new businesses to
town, or encouraging existing businesses to stay and expand, is the creation of new jobs,
and the expansion of the town's commercial tax base.
Due to the high rate of turnover among the IDC membership, a primary goal for the new
members is to become familiar with the benefits of Mansfield's new designation as an
Economic Target Area, and the towns' opportunity to enter into TIF agreements to
promote business in town.
The IDC needed to vote to elect a member to serve as the Chairman, as prior chair Walter
Jenkins has left the commission. On the motion of Mr. Barrows, Tom Flanagan was
elected chairman by a unanimous vote.
Town Manager D'Agostino discussed several matters of interest with the IDC. The EPA
planning grant for the Hatheway - Patterson site has been awarded to Mansfield. A
consultant can be paid by the grant, and the cleanup plan will be submitted to the EPA
upon completion. As this is a Super Fund site, the federal
government should pay for the cleanup, but funds are currently scarce.
Barry Controls is a company strongly considering relocation to Mansfield from the
Boston area. A senior corporate officer is expected to visit town shortly. our ETA
designation is a good selling point; another is potential 10 per cent tax abandonment
credit from the state, since the prospective site on Norfolk Street has been underutilized
for some time.
The next meeting was set by agreement for February 4; the plan is meet on approximately
a monthly basis.
By unanimous vote, the meeting was adjourned at 9:15 PM.
