The project is a total of 23 lots on both sides of Willow Street and the existing house, #52, will remain. He noted they will come back with a definitive plan for the 18 lots on the cast side of Willow Street. On the west side, the plan shows two separate curb cuts at lots 22 and 23 with an oversized driveway between the two and a pre - fabricated 22'x20' bridge. The homes on that side will be set back 100 -200 feet because of the stream. Lots 20 and 21 would have a common drive along the lot line. The developer will file with the Conservation Commission for the four lots Form A lots and with the Zoning Board of Appeals for the common driveway. Mr. Buckley explained the cast side will have 18 new lots and approximately 2,200 feet of roadway. Roadway A will be just to the south of the sharp curve at Willow /Spring and will provide sight distance to Spring Street. Roadway B will be where the existing golf course clubhouse is located. Under the plan, both roads would end in cut -de -sacs and Roadway C would connect Roadway A and Roadway B. Mr. Buckley said he has met with Water Operations Manager Kurt Gaffney to discuss the water system layout and he plans to meet with MMED. The sewer will tie into the existing 30" line at a manhole through an easement at 160 Spring Street and would come the site next to lot 47 and gravity flow back to Willow Street. Two manholes would be installed in Willow Street for future connections, although he said that would be unlikely. Mr. Buckley said storm water will be handled by using the existing irrigation pond on the east side of the property as a detention basin to capture the runoff from the site, infiltrate some fraction of it and release the remainder into Cabot's Pond through a multi -stage outlet structure. Mr. Buckley explained the revised plan, based on conversations with town officials, eliminates the cul -de -sac between lots 3 and 4 and reduces the size of the other cul -de -sac at the recommendation of the Fire Department. Mr. Buckley explained the waiver requests that will be included on the definitive plan, including sidewalk on one side; vertical granite curbing on the sidewalk side and monolithic bituminous concrete berm on the other side; 48 -foot cul -de -sac radius if acceptable to Fire Department. Mr. French noted the waivers would be considered in the definitive phase. Mr. Buckley said he understands the sharp curve on Willow Street is of great concern and the developer would like to improve the area to the extent possible on their property and would work with Mr. Burke, the Department of Public Works and the Town Engineer. He acknowledged the limitation of the existing small, narrow roadway. Department Head Comments The Clerk read memos dated June 24, 2014 from Lt. Mr. Cleary suggested replacing the cul -de -sac at the end of Roadway B with a small square parking lot to access the pond. Mr. Burke suggested using paving block. Mr. LeBlanc asked if the cul -de -sac on Roadway B is within the 100 foot buffer zone of the pond; Mr. Buckley explained it is within 100 feet of the river, and work cannot take place within the 25 foot buffer zone. Mr. Burke suggested reducing the two proposed driveway curb cuts to one shared driveway. Motion: To approve the Willowdale preliminary subdivision plan dated May 31, 2014, prepared by Bay Colony Group, with the following conditions: 1. The applicant must address all department head comments prior to the submission of a definitive conventional subdivision plan; 2. The applicant must meet all requirements of the Zoning By -Law; 3. This development shall conform with Zoning By -Law Section 6.0, Inclusionary Housing Requirement; 4. The applicant will submit a definitive conventional subdivision plan for an 18 -lot definitive traditional subdivision; 5. The applicant will submit four (4) Form A lots for the land on the west side of Willow Street; 6. The applicant will apply to the Conservation Commission for a limited project for a single wetland crossing to access the Form A lots 22 and 23; 7. The applicant will apply to the Conservation Commission for a limited project for a bridge to access the two (2) Form A lots 22 and 23; 8. The applicant will apply to the Zoning Board of Appeals for a single driveway to access the two (2) Form A lots 20 and 21 through the upland area to avoid a second wetland crossing; 9. The applicant will work with the town to address the sharp curve on Willow Street and is willing to work with the abutter on the west side of Willow Street to explore increasing the radius of the curve and to work on the client's property to improve the curve. Roadway A is on the outside of the curve, so there is adequate site distance to the north to Willow, Spring and School Streets, and to the south along Willow Street; 10. The applicant will discussion was raised about the possibility of the town accepting a portion of the pond and allowing public access through Roadway B. If this is done, there should be a provision made for public parking. The board discussed concerns about the elimination of the cul -de -sac at the end of Roadway B would eliminate the opportunity for public parking; 11. The applicant will contact the Mansfield Recreation Department/Committee, the Mansfield Conservation Commission and the Natural Resources Trust about their interest in taking ownership of this portion of Cabot's Pond and determine potential Town uses, such as active recreation or passive water and wetlands protection. 8/13/2014 bIOZ /£U8 L5 IenpxddV jo aleQ a P,,I 0.1nitU &S *w,d 00:L lu t7lOZ `0I .uaquuajdoS :2uilaaW piuog iiuluuuld zulnilag;xoN SgSSVd '.uonuj ui IIV (suulloD- load) 'tu -d OS :8 lu umofpu os mogolk - _ uan4PT.
