Meeting notices —North Attleboro Mr. Cleary asked about the signs at Mansfield Crossing; Mr. Burke said he is waiting for a call back fiom the developer's office. Mr. French asked about the progress on Firestone; Mr. Burke said the two houses have been taken down and the foundation footings have been installed. Mr. Burke said Dunkin Donuts and Hilliards at The Pavilion have applied for temporary certificates of occupancy. The pedestrian signs have been installed (an additional pedestrian crossing sign will be installed on School Street coming east) and the flashing lights have been installed. The crosswalk has been installed, but must be repainted with thermoplastic paint in the spring. Mr. French asked about progress on the Mass Glass property on North Main Street; Mr. Burke said he has not heard from the developer about his plans for that site in several weeks. Mr. French asked about the plans to reconfigure the traffic in the North Main/train station area. Mr. Burke said a revised plan will go back to the Board of Selectmen, including two -way traffic on Pratt Street and parallel parking on one side. 3 1 1 12!312014 The clerk read the public hearing notice. Ralph Maloon, RIM Engineering, explained the plan to remove approximately 20 feet of stone wall'within the right -of -way at 68 Williams Street and rebuild it in an existing break in the wall. No trees within the Williams Street right -of -way will be removed. Mr. French asked about putting the driveway off Buckskin Drive rather than off Otis Street. Mr. Maloon said there is a 20 -foot strip of land owned by NRT in between this property and Buckskin Drive. Mr. Burke noted Buckskin Drive is a private way. Mr. Maloon said they want to keep the new driveway away from the leaching trenches. He said they would rebuild the wall on either side of the hydrant. Ms. Ashman- Collins suggested giving the applicant the option of reusing the stones to fill in gaps in the existing wall rather than extending the wall. Mr. Penney said this is probably a farmer's field wall rather than a formal stone wall, and said this plan makes sense. Mr. Burke said he has spoken with Mr. Maloon about putting the driveway through the existing gap, but he said that would put the driveway very close to the septic system. Motion: To approve the plan to remove approximately 20 feet (20') of stone wall within the right -of -way at 68 Williams Street for a driveway, and use the existing rocks to either supplement gaps in the existing stone wall or to extend the wall from the new driveway to the vicinity of the hydrant in accordance with the "Sewage Disposal Plan for No. 68 Williams Street in Mansfield, MA" dated October 10, 2014 and revised October 17, 2014, prepared by RIM Engineering Co., Inc. (Penney- Ashman - Collins) All in favor. PASSES Motion: To close the public hearing (Cleary- LeBlanc) All in favor. PASSES Mr. Penney asked about the parking on the first floor, rather than all retail, at The Roosevelt on North Main Street. Mr. Burke said the applicant received a variance to put some of the parking on the first floor. He said a first -floor space like that would be perfect for a store that would use the entire space, like a store serving pre - prepared or rapidly- prepared food, rather than something like a cell phone store, which would only be a counter at the front. Mr. LeBlanc asked if the long -term plan is to make North Main Street two -way; Mr. Burke said one of the issues with that change is how to deal with the fire station. Mr. Penney asked if the board anticipates any Town Meeting articles for 2015. Mr. French said the board has accomplished a lot in the last few years and suggested the board think about what needs to be done next and scheduling a discussion in January. Mr. Burke said Bill Clemmey has 2 1213!2014 asked for time on the December 17 agenda to discuss future development and possible zoning articles. Mr. Cleary said there are new signs in front of the schools saying the speed limit is 20 mph; he said the speed limit is also 20 mph when the school zone lights are flashing.
