Motion to elect Richard Feeley to serve as MBC Clerk for the year 2005, effective immediately. DY/WM: 5 -0 Passed. Members offered congratulations and thanks to Member Richard Feeley who served in the role of Chairman for the past seven consecutive terms. Newly elected MBC Chairman James Liddick presided over the meeting from this point forward. Member Young left the MBC meeting at this point, prior to discussion of the Water Treatment Facility. WATER TREATMENT FACILITY Fencing — Hart has not responded to repeated requests by the MBC and Woodard & Curran to install the temporary fencing as required per specifications. Site fencing scheduled for installation in Fall 2004 is still not installed. MBC's expressed extreme concern about site accessibility and safety as wells as security of construction materials & equipment. W &C was asked to issue a letter to Hart Engineering to reiterate the contractor must maintain perimeter fencing on site at all times. HVAC — MBC met with Sid Greedleaf (AEI) and all involved parties to resolve concerns about the HVAC system design and to confirm that the system would operate properly based on the installation specified in the contract documents. AEI is the subcontractor that was hired by Woodard & Curran to design the HVAC system design for the Water Treatment Facility Project. Comments/Discussion is as follows: • Hart Subcontractor New England Piping: Mike Harrison indicated that Metalaire requires an air handling unit be installed in order to allow the system to communicate with the Andover System, and that an additional cost would be incurred for this item. • W &C Subcontractor /AEI: Sid Greenleaf responded that not all system components of the HVAC system are controlled by Andover Systems based on the specifications. This item is further clarified by contract Addendum No. 2, which states "the following HYAC equipment shall be provided with controls by respective unit mamifacturer as described ". • W&C Subcontractor/AEI: Sid Greenleaf maintains that Andover Systems and Metalaire are compatible. Most equipment is controlled by Andover, other aspects are controlled by Titus components. Smart diffusers need to be proprietary. • Hart Subcontractor/New England Piping: Project Manager Mike Harrison of New England Piping stated he did not provide Addendum No. 2 to his subcontractor, which resulted in confusion with respect to their scope of work required by contract. • W&C Subcontractor /AEI: Sid Greenleaf suggested to have Incontrol provide an equal number of VAV boxes (11 -13) to the number of zones in the building. • MBC /Chairman Liddick: The MBC expected to receive an HVAC system completely controlled by Andover Systems based a prior vote by the Committee (MBC Meeting June 15, 2004), Chairman Liddick expressed frustration to Sid Greenleaf that the existing design offers a different result. • MBC /Chairman Liddick: During previous discussion (6/15/04) with Mr. Greenleaf, it was determined that Metalaire would be the better system to provide an option for future capability to communicate with the existing systems in other municipal buildings in Mansfield. Chairman Liddick noted that based on the tight project budget, any option chosen that would increase project cost would not be considered at this time. The Committee discussed three options to resolve the HVAC issue; Option 1 New England Piping could approach Titus and/or Metalaire and direct them to provide whatever components necessary at no additional cost to the Town. O tpion2 Keep the HVAC system as designed using Metalaire and request AEI determine appropriate temperature set points so that the heating and cooling sensors do not conflict. Sid Greenleaf noted a submittal was modified by AEI on December 1, 2004 to provide a hand held "Zapper" to control the temperature in the office space versos a wall mounted device. This change would reduce the opportunity for unauthorized manual manipulation. Mike Harrison agreed to investigate whether Metalaire is able provide an air handler controller (for future expansion). If Metalaire cannot provide an air handler controller, the Committee may reconsider and revert to using Titus equipment. Optiont 3 Have New England Piping ask the Tin knocker to provide a cost estimate to furnish and install a standard diffuser with a VAV box at each location (that the case, AEI would need to confirm details). Diffusers would need to be ordered with sensors. • Steve Beveridge agreed this option would satisfy his concern and that the system would work appropriately provided no one manipulates the unit. Conclusion; Decision was made by all to explore Option No. 2 as discussed. Mike Harrison will confirm with the manufacturer whether they can provided an air handling unit and will respond to the MBC. AEI will determine temperature set points to address concern for conflicts between the heating and cooling units. Chairman Liddick stressed the critical need to resolve immediately in order to avoid impacts to the project schedule. Hart/Application for Payment No. 8 — Review /Approval MOTION to recommend payment to Hart Engineering in the amount of $406,794.61 for construction services provided through December 31, 2004. Certified payroll records and an up -to -date project schedule are provided. RF/WM; 5 -0 Passes. Resident Engineer — Woodard & Curran has Ralph Cunningham scheduled to be on site 1 to 2 days per week for remainder of project. COP #14 RE: Furnish and install 16 bollards at the transformer and switch area/$7,073.00. Status: Based on W&C fitrther discussion with the Mansf eld Electric Department, the number of bollards is reduced. W&C needs to provide MBC with a sketch and additional documentation regarding quantities and cost. COP #15 RE: Furnish and install aluminum J channel/$2,139.50. Status: Consensus by the Committee was to accept the change order as proposed. W&C needs to generate paperwork to include this item in C. 0. No. 4. WATER TRANSMISSION MAIN PROJECT Oliveira Construction, Inc /Change Order No. 1 — Review /Approval Woodard & Curran recommends the original contract amount be reduced by $8,292.61 to reflect a reduction in scope of work and reduced quantities of construction materials. MOTION to accept Oliveira Construction/Deduct Change Order No. 1 in the amount of $8,292.61 as recommended by W &C. K. Gay/R. Feeley: 5 -0- Passed. Meeting adjourned at 10:50 PM.
