Walter Parker, Mansfield Schools Bldg & Grounds Dept. Meeting Commenced at 7:30 PM CENTRAL FIRE STATION Construction of a new fire station is included in the Municipal Master Plan Feasibility Study prepared for the Town by CSS Architects in June 2001. Due to the timeframe to construct a new Fire Station being several years away, the Fire Department is exploring options to improve conditions of the current living quarters at minimal cost until a new fire station is eventually constructed. • At the Town Manager's request Fire Chief Bellavance met with the MBC and submitted a copy of proposal (dated 11 /10/04) to upgrade the existing kitchen at the Central Fire Station on North Main Street. According to Chief Bellavance, the last kitchen upgrade was approximately 20 years ago. • The cost of materials needed for this project (i.e. cabinets, flooring, appliances and wall repairs) is approximately $15,000.00. Chief Bellavance noted a number of resources have come forward to donate or discount materials for this project. Firefighters who are licensed to do carpentry and electric work have offered to volunteer their services so there would be no additional labor cost to the Town. • Chairman Liddick commented that the scope of the MBC is primarily to oversee new construction and structural renovations. David Young suggested the Fire. Dept. contact Mike Ahern in his capacity of Special Projects Manager for the Town to help coordinate the upgrade project and have him obtain a Building Permit for this work. EAST STREET FIELDS UPDATE School Buildings & Grounds Manager Walter Parker provided a project update and review outstanding billing questions with the MBC. • Installation of a sprinkler system for the East Street Fields is incomplete. A water main and pump is installed, however additional funds are still needed to purchase and install sprinkler heads. MBC suggested the School Dept. install a pressure relief valve to address a current problem reported with maintaining consistent water pressure. • Walter Parker reported the Mansfield School Superintendent, Business Manager and Athletic Director have agreed to restrict all fields use at East Street this spring. By allowing the fields to. have another growing season, the strength of the field surface will be maximized. David Young suggested the current "Do Not Use Field" sign located at the street corner entrance of the Jordan Jackson School is inadequate to deter field usage. In order to prevent significant damage to the fields this spring, the MBC recommended more visible signage be installed. Mr. Parker commented about additional plans to secure the property with fence material. MBC expressed safety concerns about plans proposed by the School Department to install a temporary fence in the baseball outfield without having a marked warning track. Per Mr. Parker, the School Dept has received a cost estimate of $20K to furnish and install netting along the varsity field third baseline to help contain foul balls. • The School Department received a proposal from the Mansfield Little League to provide and install baseball dugouts at the varsity field located at East Street. Mr. Parker plans to investigate this further with the Conservation Agent because the proposed location of the dugouts would be close to a wetland area. MANSFIELD SCHOOL PROJECTS School Feasibility Stud v —Earlier this month, the Mansfield School Department prepared and issued a Request for Proposals to do a feasibility study that would evaluate space needs based on projected future growth in student population. The School Department received 12 responses to the Request for Proposal. Out of the 12 responses received, the School Dept. selected a short list of 4 firms to interview. Representatives from other Departments (i.e. Town Manager, Finance Committee, and MBC etc.) were given a copy of the RFP and invited by the School Department to participate in the study process at this point. Based on the RFP, David Young reported that each firm was asked to respond with population projections, an evaluation of needs and programming, and present four program options to meet the School's needs. QUALTERS MIDDLE SCHOOL Strobe Lights — Jim Liddick contacted Vinny DiIoro (Vincent DiIorio, Inc.) last week to follow up on a prior request to submit a revised contract agreement for approval. No response was received as of this meeting. Chairman Liddick advised Mr. Parker of the current schedule to complete this work is summer 2005. Window Litigation MBC members are extremely frustrated with the status of this claim. MBC members agreed to forward a letter to Town Manager requesting a response to a previous verbal request for consideration to hire a construction attorney to assist with the QMS litigation. Due to the nature of the claim and prior positive experience using a construction attorney, the MBC feels that taking this action would be a substantial benefit. MANSFIELD POLICE STATION Special Projects Manager Mike Ahern is pursuing litigation against BBC for defective workmanship with respect to cabinets and flooring installed during a prior renovation project handled by the MBC in 1996. Rich Feeley requested Mr. Ahern forward a copy of his documentation regarding the claim so the MBC could better understand the issue and offer insight and /or assistance if possible. As of this date the MBC has not received any documentation from Mr. Ahern on this issue. Based on a litigation update provided by Attorney Susan Jacobs, the Town would entertain a settlement proposal that provides for BBC to coordinate the repair work. A pre -trial conference is scheduled to occur in June 2005. The MBC continues to receive reports from the Town Accountant's office indicating a balance of $587.38 remaining in the Police Station Renovation Project budget. The Committee will forward a letter to Town Accountant (copy Police Chief Arthur O'Neil) indicating the project is closed and recommend the account be closed. CORRESPONDENCE Municipal Capital Projects - MBC issued a memo to Town Manager noting adjustments made to the cost estimates for future capital projects (i.e. Fire Station, DPW facilities). Town Manager is reviewing municipal capital projects with the Finance Committee later this month. Annual Town Report — The MBC article for the 2004 Annual Town Report is submitted. Photos for the report are being collected by the Parks & Recreation Department. MBC members discussed meeting on a Saturday morning to meet the photo deadline. Election of Officers — MBC sent a letter to Town Manager, Town Clerk, School Superintendent and other Department Heads announcing the Appointment of new Officers for the 2005 term. Member Young suggested doing a follow up with the Webmaster to ensure the information listed on the Town's web page is updated.
