MBC Meeting Minutes of February 8, 2005 — Review /Approval
Motion to approve: RF/WM; 4 -0 -1 Passes (David Young abstained)
Letter from Town Manager (dated 2/10/05) announcing the Annual Town Meeting Warrant will
be closed on March 1, 2005. Articles must be submitted in final form to the Town Clerk's office
no later than March 25th at 12:00 noon.
Live Wire update from Business Manager Laurie Anderson; The Mansfield Electric Department
is adopting a new mailing format and distribution schedule for the "Live Wire" newsletter in an
effort to reduce cost. Newsletters will be now mailed to customers on a quarterly basis.
MBC Dept. FY06 Proposed Budget Meeting/Confirmation; Chairman Liddick is scheduled to
meet with the Town Manager and Finance Team on Tuesday, February 22, 2005 to review the
MBC proposed budget request for fiscal year 2006.
Annual Town Report; Lorilee Fish is collecting project and /or committee photos to be included
for publication in the 2004 Annual Town Report. Photos should be submitted to the Park &
Recreation office by the end of next week.
Letter from Attorney Susan Jacobs to Attorney Leonard D. Zamansky, Domestico, Lane &
McNamara, LLP (dated 2/3/05) re: Notification of temporary repairs to begin on March 1, 2005.
Post -RAO RAM Status Report; MBC received a copy of a Post Response Action Outcome
(RAO) Release Abatement Measure (RAM) Status Report, prepared by Wheatstone Engineering
& Consultants dated February 3, 2005. Periodic site evaluation reports are required by the
Department of Environmental Protection as a result of new athletic field bleachers installed
recently near a previous contaminated area at Memorial Park, Hope Street.
Gale Associates/Billing Statement issued Feb. 9, 2005 in the amount of $3,983.16; The MBC
made repeated requests to Roof Consultant Ed Stewart of Gale Associates through December
2004 to provide a revised invoice with back -up documentation to correct discrepancies in (4)
outstanding Gale invoices. As a final attempt to resolve this matter the MBC sent a letter to Ed
Stewart and Town Counsel Max Volterra advising Gale Associates that the project budget would
be closed in December 2004 and to submit a final invoice. None was received. MBC members
are annoyed with the Project Manager's apparent lack of communication with the company's
billing staff that continue to issue billing statements to the Town each month. Chairman Liddick
will forward a letter to the company President to hopefully draw attention to this matter.
MANSFIELD SCHOOLS FEASIBILITY STUDY
• The Mansfield School Department screened the 12 proposals received in December 2004
and narrowed the selection list to four firms, which included: Tappe, Mount Vernon
Group, DRA and Dore Whittier. The Mansfield School Department completed all
reference checks and invited each firm to present a proposal to assist in a Feasibility
Study regarding the Qualters Middle School and Mansfield High School.
At this point, the School Department contacted those who had expressed an interest in
participating in the Study Committee to meet and interview architects to conduct the
study. The Study Committee doing the interviews included Finance Committee Members
Andy Gazzola and Mike Sams, School Buildings & Grounds Manager Walter Parker,
QMS Principle David Thompson, MHS Assistant Principals Kathy Flanagan and Ed
Rosemerric- School Superintendent John Moretti, School Business Manager Lincoln
Lynch, School Committee Member Emil Giordano and MBC Member David Young.
Based on the interviews, Member Young reported that Tappe and DRA demonstrated that
they really wanted this project and had put a lot of time into preparing for the interview.
Both firms interviewed very well. In the end DRA was selected and will be
recommended to the School Committee to endorse. The main reasons for selecting this
firm were that they emphasized the need to do a thorough demographics evaluation of the
needs (using firm that has former SBAB representative Jim Anderson on it) and brought
this firm to the interview (only one that did), they have TCI on their team (good/bad they
know QMS and MHS systems), they presented an excellent cost history of successful
projects and their presentation graphics are outstanding (3D walk through of new
facility). Superintendent John Moretti spoke highly of them, as did Line Lynch who both
had good experiences with them in other communities.
Member Young believes that Mansfield High School and Qualters Middle School are at
their maximum use for core facilities and that adding classrooms to them will result in
very costly improvements to those core facilities. Member Young suggested the School
Dept. explore an option to have a high school with only grades 10, 11 & 12 and only two
grades in QMS while building a new facility (if it comes to that) for two grades (either 8
and 9 or S and 6). This would allow it to be built separately without impacting existing
classes in session, which should be cheaper to do. Question is where the building could
be located. Others on the Study Committee think this idea has some merit and want to
have it evaluated.
Another suggestion offered by Member Young was to add a youth center to the above
option, particularly if it is a grade 8 and 9 school. That would allow the core facilities to
be up sized to handle the other activities. Superintendent Moretti has had similar
discussions with Town Manager D'Agostino. Again the question to explore is where
could the school be located.
Option to explore future use of the Gonzales property, which was previously purchased
by the Town and located in the rear of the Robinson School, was also raised. Although
there are a lot of wetlands on the site, Member Young suggested it could be used to
replace a couple of ball fields or the site could potentially be used if a grade 516 school.
• The School Department proposes that the Feasibility Study would be done over the next
90 days.
No additional follow up meetings are scheduled at this time.
QUALTERS MIDDLE SCHOOL
Synchronization of Strobe and Horn Devices — The MBC needs to follow up with Vincent
DiIorio, Inc. regarding the status of a revised Design Services Contract Agreement. Chairman
Liddick requested Member Young now handle this responsibility and coordinate implementation
aspects of the project. Based on the Chairman's prior discussion with Vinnie DiIorio, the
contract amount for design services would be a not -to- exceed cost of $6,500.00.
Pending Litigation — The MBC Office requested Attorney Susan Jacobs provide a status update
(e -mail sent 2115105) regarding the ongoing window litigation at Qualters Middle School.

Mansfield School Department Manager Lincoln Lynch was unable to meet with the MBC this
evening, but provided, the following project status update to the WC Office via e-mail;

• Fencing and netting for varsity baseball field is scheduled to be complete for the
Mansfield School Baseball Team's Spring season of 2005. Field use would be
available in June 2005 for other Town teams. The Mansfield School Department has
encumbered $26,000 for this item.

Department plans usage to begin Spring 2006.

availability of funds.

Discussion; Town Accountant Bea Kearney inquired about completion status of the project
earlier that day and indicated to the MBC Secretary she would like to begin the school audit
process as soon as possible. The MBC Secretary noted existing documentation is on file from
the School Building Assistance Bureau (now School Building Authority), which indicates a June
30, 2003 deadline to complete the added scope of work in order to receive reimbursement.
