WATER TRANSMISSION MAIN
Project Closeout -Bob Chapell, Woodard & Curran
• W &C provided a copy of the final As -Built Drawings to the MBC and to the Water
Operations Manager. Bob Chapell advised the MBC that the Department of
Environmental Protection no longer requires a copy.
• Lee Azinheira requested Bob Chapell to provide one additional copy of As -Built
Drawings in electronic format to Town Engineer John Sullivan.
• All contract work related to the project is complete as of this date (including Woodard &
Curran's contract for Construction Services).
WATER TREATMENT FACILITY PROJECT
Construction Services — Bob Chapell, Woodard & Curran
• The total number of Resident Engineer hours provided to the project through February
2005 is 972.5 hours. The M13C confirmed this number is accurate based on copies of the
time sheets submitted to the Engineer.
• Copies of the Resident Engineer's Daily Field Log Reports (dated Feb. 2"d, Feb. 91h and
Feb. 16, 2005) were provided to the MBC as required. Copies of time sheets for the
period of Jan. 30, 2005 through February 26, 2005 were also provided.
• W &C submitted photo documentation of ongoing construction to the MBC.
W &C Tasks Items — (Status Update)
W &CInvoice No. 36597; No action was taken.
Project Schedule; W &C was asked by the MBC to provide letter to Hart Engineering notifying
the Contractor that the Project Schedule submitted with Requisition No. 9 is not accepted by the
MBC (w /copy to MBC). All schedule updates must be made based on the "original" approved
schedule. Adding new task line items is not permitted.
• W &C did not bring a copy of the letter sent to Hart but did provide a revised project
schedule from Hart Engineering that evening.
CON 3 Re: Excavation and removal of rock material, The MBC received a copy of W &C's
letter to Hart on this issue (dated February 25, 2005) which further supports W &C position to
deny Hart's Change Order Proposal for rock material and removal.
• W &C determined previously that the proposal for additional compensation to remove
rock (860 CY) has no merit based on the fact the material removed by Hart, and the
method of removal, do not meet the criteria defined in the contract specifications for rock
excavation and removal.
Hart continues to dispute the determination made by the Engineer on this issue and has
filed a demand for mediation through legal counsel.
Town Counsel Robert Mangiaratti has been asked to review a mediation demand (dated
March 3, 2005) recently filed by Attorney Thomas Frothingham of Daly Cavanaugh, LLP
27 Mica Lane Suite 101 Wellesley, MA 02481.
COP #11 Re: Additional Sprinklers, Jim Ramos of Hart Engineering inquired about the status of
this item at the job site meeting (held Mar. 9, 2005). Bob Chapell advised the Project Manager
that CON 11 is denied.
• Hart disputed Woodard & Curran's response on this issue and intends to pursue further.
• Earlier this week, Attorney Thomas Frothingham of Daly, Cavanaugh, Inc. (Counsel for
Hart Engineering) sent as notice of intent to file a demand for mediation to the MBC
regarding the sprinkler issue.
• Chairman Liddick asked Bob Chapell to provide a copy of W &C's original response
letter to Hart regarding the proposed change order.
• Member Feeley questioned whether or not the Contractor submitted the change order
proposal within the appropriate timeframe for consideration based on the specifications.
Bob Chapell agreed to follow up and respond to the MBC.
COP #14 Re: Furnish and install Additional Bollards; W &C to provide written documentation to
the MBC confirming that COP #14 is closed with no added cost to the Project.
• It was decided on site between the Mansfield Electric Dept. and the Engineer that a
reduced number of existing bollards could be relocated to the-area in need with no
additional cost to the Project.
• Representatives from Hart Engineering indicated at the job site meeting held 3/8/05 that
the Mansfield Electric Department completed their portion of the work about two weeks
ago and that Fall River Electrical was ready to proceed. Jim Ramos (Hart) noted that
Hart was waiting for further direction from Woodard & Curran to proceed at that time.
COP #18 Re: Extension of Contract Time; W &C determined that Hart's request for "Extension of
Contract Time" is not warranted because the Project was on schedule when the proposal was
submitted. W &C needs to issue a written response to Hart to reject this proposal.
SCADA Scope of Work; As requested, Bob Chapell provided the MBC with a written breakdown
of the SCADA scope of work provided to date by Woodard & Curran.
COP #19 Re: Permanent Fence; As requested, Woodard & Curran provided a sketch showing the
proposed location to install additional permanent fencing (approximately 500 linear feet) needed
to properly secure the building site. Hart Engineering submitted a cost proposal for fence
material and installation in the amount of $18,217.50. This item needs to be added to the change
order proposal log and will be referred to as COP #19 from this point forward.
Request AEI to provide a copy of the Sequence of Operation for the HYAC System to the MBC
for review and approval prior to commencement of this work, Woodard & Curran forwarded a
copy of an e-mail (to Bob Chapell from Joel Goodmonson dated March 7. 2005) to the MBC in
response to this request, which included a general explanation of the Sequence of Operation.
Member Ken Gay who has personal expertise in the HVAC area, requested more technical
information be provided by AEI on this issue for MBC review prior to tonight's meeting.
Chairman Liddick requested staff representatives from AEI to meet with the MBC to satisfy the
Committee's concern about the HVAC control system.
• Chairman Liddick opened discussion to resolve a continued concern regarding
communication capabilities between Titus and Andover Control Systems, and whether
the cooling and heating systems would operate in conflict with each other.
• Joel Goodmonson presented the MBC with a highly detailed Sequence of Operation for
the HVAC system that evening. Mr. Goodmonson reviewed the design with Ken Gay
and other members present and confirmed that the Titus system is able to communicate
with the Andover Controls System.
AEI assured the MBC that the cooling and heating systems would not operate at the same
time based on their design. Based on Mr. Goodmonson's explanation, Titus controls
initiates and sends a signal to the Andover Control System which would determine when
the Andover sensors should call for cooling, and when to determine that heat is required.
(Titus Systems' controls operate sensors in heat and neutral mode, while Andover
Control Systems monitor sensors for cold temperature only.
AEI distributed copies of InControl's approved Shop Drawing submittal to the MBC and
further reviewed the scope of work required. Mr. Goodmonson explained that the HVAC
system would adjust the building temperature only when the majority of sensors call for
cooling (or heating) versus one or two areas. Air temperature change would occur
gradually over a 10- minute period, adjusting accordingly between cooling mode to
ventilation and then to warm air.
Sid Greenleaf noted he intends to make slight change to Drawing H -03 (Detail for hot
water heating coil connections) that will ensure the VI valve closes tightly when the heat
is shut off.
•
After a lengthy discussion with the engineers, all parties unanimously agreed that based
on the explanation provided by AEI, the HVAC system would work properly if installed
as designed. Member Ken Gay, who initially had the most concern on this issue said for
the record that his concerns regarding the future operation of the system are now
satisfied.
• Ken Gay commented that since Titus Systems controls are being used in conjunction with
the Andover System, future maintenance issues may require that both parties be involved
with New England Piping to address potential warranty issues.
Mezzanine — Bob Chapell noted that he was asked by the Water Operations Manager to have
Hart Engineering prepare a cost proposal to construct a Mezzanine in the garage area. This item
was eliminated from the original design based on the priority of other needs. The initial cost
estimate provided by Woodard & Curran for this item was $75K.
Dedication Plaque — W &C requested the MBC provide a list of names to be encrypted on the
dedication plaque for the new building. Discussion was to use the same names as those listed on
project plans and include the General Contractor and Engineer. Woodard & Curran will prepare
a submittal with the text layout for MBC approval.
GENERAL PROJECT UPDATE
Emergency Generator - MBC received a copy of a letter to W &C from Hart Engineering
advising that the emergency generator shipment is delayed. There is a discrepancy in the
anticipated ship date and the expected delivery, as both are noted to occur on June 17, 2005.
Temporary generator back -up alternatives may need to be explored.
Hart Engineering Requisition No. 10 -Review/Approval
Motion to recommend payment to Hart Engineering in the amount of $351,469.68 for
construction services provided through February 28, 2005. Project Schedule and Certified
Payroll records are received. R. Feeley/K. Gay; 3 -0 Passed.
Fiber Optic Project — The Department of Public Works is working in conjunction with the
Mansfield Water Department to coordinate installation of fiber optic cables to connect the Water
Treatment Facility to other existing Town buildings. This work is being done independently of
the ongoing building Project. The conduit for the cables is already installed on site.
Job Site Meeting/March 9. 200S — Bob Chapell needs to submit job site meeting minutes.
Prior to the job site meeting, Member Ken Gay discussed project related issues of concern with
the MBC Secretary based on his independent site visit (March 7, 2005). Eleanor McCarter
addressed these issues at the job site meeting as the MBC representative and updated the
Committee on the discussion that followed.
Roof Issues:
• A water leak was observed in the north corridor near the Fire Protection closet. Hart
and Woodard & Curran will investigate this issue further to determine the source of the
leak. Project Supervisor Ray Lagesse (Hart Engineering) suggested on site that the water
could be a result of thawed snow /ice from when the block walls were open. Based on
previous discussion with Member Gay, Hart Engineering and W &C were asked to
evaluate the installation of the roof system flashing in the valley where the garage area
meets the administration wing of the building, as a possible origin of the leak.
• As of this date snow guards are not installed. Ray Lagesse advised that Hart is delaying
the installation of snow guards until warm weather temperatures are more consistent, to
avoid the likeliness of cold shingles breaking off during the installation process.
Boiler Room:
• Montle Plumbing installed a single drain in the boiler room instead of the trench drain
Previously requested by the MBC. During the job site meeting Jim Ramos acknowledged
having a significant amount discussion on this topic in the field and confirmed that the
end decision was to install a trench drain at this location. The MBC asked Bob Chapell
to follow up on this issue and notify the Contractor to install a trench drain in the boiler
room as shown on the contract drawings.
Locker Room Ceiling:
• A potential problem was noted with future access to the zone valve if a hard ceiling is
installed in the women's locker room. Ray Lagesse advised that only the shower room
area would have a hard ceiling. The dressing area of the locker room is scheduled to
have a dropped tile ceiling, which would allow for access to the zone valve.
Baseboard Heat:
• Where is the detail shown in the drawings for baseboard heat? Bob Chapell advised that
the detail for the baseboard heat is not in the drawings, but is included in Hart's
submittal. This information can be made available to the MBC upon request. Ray
Laggesse indicated on site that there is only a small area of baseboard heat to be installed
in the building in the lab area.
Transformer & Pad:
• Based on Member Gay's observation, the transformer and pad is installed at a much
lower depth the finish grade elevation level required per specs. Concern at the existing
grade level is that melting snow or ice could create water issues, which could potentially
damage the unit. Ray Lagesse acknowledged at the job site meeting that the transformer
& cement pad is not currently at finished grade level and added that the final grade work
is not complete. Lagesse noted there was a significant about of earth material moved
around on site during installation of the roadway, which may have impacted the grade
level near the transformer. Hart needs to follow up on this item to ensure the transformer
& pad is installed at finished grade level when the project is complete. MBC requested
Bob Chapell to check the current grade level during the interim.
Plpin
• Uncertainty regarding use of both black iron and copper pipe material. Ray Lagesse
confirmed at the job site meeting that a combination of both copper and black iron pipe is
being installed per specifications.
• There are gaps in the insulation installed on exterior walls where baseboard drops are
located. Bob Chapell indicated that AEI is scheduled to inspect this work on Wednesday,
March 16, 2004. The Contractor needs to correct this issue and complete installation per
contract documents. With respect to future annual maintenance Chairman Liddick
recommended W &C note it clearly in the operations manual that inspections should be
done on a regular basis.
• Pipe sleeves are required per specifications are missing. Project Supervisor Ray Lagesse
acknowledged in the job site meeting that the subcontractor did not install pipe sleeves in
various locations throughout the building. Due to pipes already installed at some
locations, continuous sleeves could not be installed. Hart indicated plans to use split
sleeves instead. MBC asked Bob Chapell that evening to obtain more detail from Hart
regarding use of split sleeves.
Insulation is missing in some sections on hot water pipes located near studs, which may
contribute to pipes freezing. Hart is aware of this issue. Per Ray Lagesse, the contractor
ran out of material and would return to complete this work. Mr. Lagesse advised that the
purpose of insulating the hot water pipes is to help maintain temperature only and that the
insulation installed in the exterior walls would prevent the pipes from freezing.
A hand valve is shown behind automatic control valve, which prevents access by owner.
(Ref. DrcnvingM- -02). Based on review of the drawings representatives from Hart and
W &C indicated the drawings do not show a conflict. Ray Lagesse indicated at the job
site meeting that Hart would verify that this item is installed properly per drawings.
Radiant floor heat controls are currently located in the vehicle wash station. (Ref.
Drawing H -02) and are to be moved inside garage as discussed with the MBC.
Hart is aware of this item is incomplete and indicated future plans to cut a hole through
the block wall at the base of the stairs and reroute the heat controls to the garage side.
Nick Riccio arrived on site to inspect installed insulation. Project Architect Nick Safina
(CDM) arrived on site for the later portion of the meeting and additional on site inspection.
Resident Engineer Ralph Cunningham was not present at the job site meeting.
Other Job Site discussion
