MBC Member/Water Operations Manager Bob Chapell, Woodard & Curran Ray Lagesse, Hart Engineering Meeting commenced at 6:00 PM. WATER TREATMENT FACILITY Site Walk -thru - Project Supervisor Ray Lagesse met with Project Engineer Bob Chapell and members of the MBC, and were given a construction tour of the new water treatment facility located at 500 East Street, Mansfield, MA 02048. Discussion; Although some work items reviewed during the walk -thru require additional follow up, MBC members are pleased with the overall quality of workmanship provided to date. Bob Chapell provided a letter to the MBC (dated April 5, 2005) in response to project construction questions generated by Mike Ahern in his role of Manager of Public Buildings. The questions from Mr. Ahern were originally brought to Chairman Liddick's attention (via e-mail dated 3/31/05), and were also addressed by the Engineer during the course of the walk -thru. Isolated Ball Valves — MBC members noticed a number of valves are missing and need to be installed. Balancing valves — MBC members noticed a number of balancing valves are missing in the administration area and cafeteria. Hart needs to verify whether zone heat valves are included in the heating unit. Gas shut —off valve — Hart needs to install a gas shut -off valve to the garage and vehicle wash bay. Automatic control valves — MBC members emphasized that the automatic control valves need to be noted on the final As -Built Drawings. Fire Protection — Hart will request Bristol Fire Protection to rotate the turn valve on the pipe in the rear hall for easier accessibility. Pie Hangers — Bob Chapell advised that there is no 18" flanged pipe installed on the project. At locations where the 16 -inch and 12 -inch diameter raw and finished water pipes are supported from the roof trusses, Bob reported that the roof trusses are specifically designed to handle the loads produced by the pipes. Ladder safety requirement — MBC members viewed a tall upright ladder, which is installed securely to the wall in the pump station area in order to access the attic. In response to a question about a possible need to install a safety cage around the ladder, Woodard & Curran advised the MBC that cages are only required for ladders over 20 -feet in height. Based on input from Bob Chapell, the ladder installed to access and attic, and the other ladder accessing the mechanical platform in the filter room are lower than this height Heat not required for Attic Sprinkler System - Sprinkler system in the attic space is a dry sprinkler system, which is not susceptible to freezing. Electrical Junction Boxes — Per contract specifications (Division 16000 -8 section 2.03 B.), Hart needs to ensure the junction box covers located in the attic space are readily accessible. MBC requested the Contractor to cut away the insulation material to a safe distance away from each junction box without compromising the purpose of the insulation. Drain in Boiler Room — The MBC previously indicated to Woodard & Curran and Hart, that a trench drain be installed in the boiler room in order to prevent potential water overflow from causing damage to other office areas nearby if the boiler fails. Based on input from Mr. Lagesse, the subcontractor was apparently unable to identify the trench drain shown on the contract drawings therefore, he installed a single drain in the boiler room. Since a single drain is already installed in the boiler room, the MBC discussed an option with Hart to install a 4 -inch cement curb around the perimeter of the water heater to address the overflow concern. Ray Lagesse needs to review the option with Hart's Project Manager Jim Ramos. Roofing/Flashing —Member Gay observed a section of roof work that appeared to be incomplete. Ray Lagesse commented that additional work needs to be complete near the northwest corner of the roof and that the flashing would be complete after the nearby area work is finished. Roof Snow Guards - Snow Guards are not yet installed. Communications conduit — Fall River Electrical Associates is responsible for installing the data and telephone wiring inside the building. Per Ray Legesse, there are two (4" diameter) new buried conduit lines leading from the new pole to a new hand hole located at the West side of the site for this purpose. Concern was that the existing communications conduit from East Street to the wells was supposed to have two conduit lines and one spare conduit installed. Ray Lagesse indicated that evening that there is no spare conduit in place. Bob Chapel commented to Mr. Lagesse that a spare conduit was not necessary and that additional cable could be combined within the existing conduit installed. Based on the e -mail to Chairman Liddick (dated 3/31/05), Mr. Ahern misinformed the Town's MIS Director regarding availability of a spare conduit for the Town to run fiber optic communications cable. Gas Control Valve Safety Recall — MBC received a response from Hart, which indicated that the valve being recalled was in the gas power wash equipment, which was deleted from the contract. No further action is required. Hart Engineering/Application for Payment #11 — Review /Approval MOTION to recommend payment to Hart Engineering in the amount of $400,623.97 for construction services provided through March 31, 2005.
