DiIorio Inc. Meeting commenced at 8:00 PM. QUALTERS MIDDLE SCHOOL Horn/Strobe Synchronization — Project Update MBC member David Young previously met with Vincent DiIorio, Jr. and the Mansfield School Electrician, Mike Galanti, at Qualters Middle School on Friday, May 6, 2005. The purpose of the meeting was to evaluate the existing fire alarm system conditions and help to determine what work would be required to synchronize the horns and strobe devices within the school building. Jack Nelligan of National Fire & Security, also attended as a sub - consultant to Vincent DiIorio, Inc. The MBC reproduced three sets of QMS As -Built Drawings to assist with the project. Copies were provided to Vincent DiIorio, National Fire and Security and one for the School Buildings & Grounds Electrician. A staff representative from Vincent DiIorio (Dana Henebury) met with Mike Galanti at the middle school on Wednesday, May 11, 2005 to get a total count of the existing fire alarm devices in the school building. The location of each device was matched and/or identified to its location on the As -Built drawings. Vinnie DiIorio Jr. noted to Member Young that he had visited the school with Deputy Fire Chief Rick Towne to review the fire alarm synchronization project and confirm that the scope of work planned would meet the fire code requirement imposed on the MBC to address. Based on their preliminary discussion, Deputy Chief Towne is in favor of the scope of work proposed by Vincent DiIorio. Design Scope of Work — Vinnie DiIorio reported that the basic design to synchronize the fire alarm devices at the middle school would need include; replacement of audio and visual devices, replacement of a motherboard in the control panel, installation of booster panels, and new wiring at a few locations. All wiring would be hung above ceiling height. Project Schedule — Vinnie DiIorio indicated that the building materials needed to complete the fire alarm synchronization project are readily available, with exception of the motherboard, which has about a 2 -week lead time. MBC discussed scheduling the work period to begin shortly after students are dismissed for summer break June 27, 2005 and have all work completed by mid- August 2005. Coordination - Due to possible summer programs held in the building during summer recess (i.e. Tweeter Institute Camp and Mansfield YMCA, etc.), the MBC needs to coordinate upcoming work with the Qualters' school staff. Contactors doing this project need to coordinate all site visits with the MBC and /or Mike Galanti at the Mansfield Schools Building and Grounds Office. Vinnie DiIorio informed the MBC that the existing Fire Alarm System would remain active at all times throughout the project. Any circuit taken off line by the contractor will be re- activated by the end of that workday. Based on Vinnie's preliminary conversation with Deputy Fire Chief Rick Towne, the Fire Department will not require a Fire watch be hired for this project. Procurement for Services — The Town received a quote from National Fire & Security Company of Shrewsbury in the amount of $24,280.00 for materials and installation of the equipment needed to synchronize the fire alarm devices in the school. MBC initially solicited 4 quotes for this work and determined National Fire & Security, Inc to be the most qualified and responsive of the four responses received. The MBC voted to recommend the Town proceed with the project and will generate a contract to procure services from National Fire & Security under M.G.L. Chapter 30B. It was noted that National Fire & Security, Inc. will need to provide a Certificate of Insurance, signed Tax Compliance and Non - Collusion Statement and a one -year warranty on materials and workmanship as part of the agreement. Construction Monitoring Services - Vinnie DiIorio, Jr. stated that the cost of construction inspections and revised As -Built Drawings for this project is included in the Design Contract Agreement. MOTION to accept a favorable recommendation by Vincent DiIorio Consulting Engineers, Inc. regarding National Fire and Security Inc., and to recommend the Town of Mansfield award a contract to National Fire Security in the amount of $24, 280.00 to furnish and install the horn /strobe and associated devices at the Qualters Middle School which are needed to meet National Fire Code requirements. DY/WM: Passes 4 -0. MANSFIELD SCHOOLS FEASIBILITY STUDY Drummey Rosane Anderson, Inc. (DRA) Project Schedrde — Dave Young reported that the original titnefiarne allotted to complete the School Feasibility Study leas 90 days. The final report is incomplete as of this date. DRA continues to assess enrolhnent projections numbers and the needs of the school community. Once DRA completes their assessment, a final repot and recommendation would be submitted to the School Dept. Cost - Various design options are being explored based on cost per square foot The Feasibility Study Committee discrissed a prelituuitaary cost projection of approximately $25 million dollars which lvould be needed to expand the existing facilities at the middle school and high school. Enrollmrent - The School Dept. and Feasibility Study Committee agreed at a recent meeting, that DRA should use a projected base number of 400 students for each grade. Building Options: (as discussed by the Feasibility Study Committee) • Academic Classrooms - Based on estimated enrollment of 400 students per grade, the Qualters Middle School has a sufficient number of academic classrooms. • Music /Arts - Additional rooms are needed at QMS for Music & Art rooms. • Librat y - The Librmy at QMS appears to be sufficient at this time. • Adrninisb•ation - DRA is currently evaluating options to re- locate the administration office at the middle school to the existing home - economics area in the f •ont of the school and to re- locate the f ont enhance at the high school closer to the existing school Administration Office. This mould provide easier access and better security in both schools. • Carnputer/Language Labs - According to School Dept. staff' enrollment continues to escalate at the high school level. The School Dept. has indicated that additional computer labs and two foreign language labs are needed • CafeterialI ibraiy - DRA is exploring an option to expand the cafeteria area into the existing library space and making the structure I Y2 story and relocate the library to the 2"d floor. • Science — Due to the high cost involved to relocate specialty equipment (i.e. eye mash sinks, chemical drains, plumbing, etc.) in the science rooms a recommendation was made by Member Young to keep the existing science rooms where they are located now. New science roosts could be located nearby. • Gym / Auditorium - Overall gym space and auditorium needs need to be evahiated The school needs 2 additional fill -size basketball courts. • An option to include a future feld house could add approximately $6 -7 million to the overall project cost. Greater finding may be available to cities & towns who include community usage within their school projects. School Superintendent needs to communicate with Town Manager to develop and include a plan for a facture Connini City Center. • Parking — The existing Field Hockey Field located near the MHS main parking lot could be relocated to create expanded parking in the future. The Field Hockey Field would need to be relocated if this option is pin-sited. • MechanicabElectrical/Pltnmbirig - Consideration is being given to upgrade MEP services as part of the current proposal Member Young encouraged all MBC members to attend a Public Forum Meeting sponsored by the School Department on June 16, 2005 at 7:00 PM. Meeting adjourned at 9:30 PM. Respectfully submitted, Eleanor McCarter, Secretary Richard Feel y, adk Dat
