WATER TREATMENT FACILITY PROJECT
Project Start Up Schedule - Woodard & Curran
Bob Chapell distributed copies of the project start up schedule and reviewed the current status of
each item with the Committee.
• Final Pavement — Installation of final pavement was completed on June 10, 2005. Lee
Azinheira recently observed a small puddle that had formed on the new pavement after
recent rain. According to Lee, the water appeared to evaporate quickly, but should be
rechecked after next rainfall to determine whether the issue requires further attention.
• Check electronic operation of the filter control valves — Completed on June 14 & 15,
2005.
• Calibrate exterior bulk tank level indicators — Completed on June 17, 2005.
Upcoming work week of 6/20/05 and 6/27/05:
• New England Piping tentatively scheduled start up of mechanical systems to begin the
week of 6/20/05. MBC members questioned how the subcontractor could start up the
mechanical systems since the permanent generator is not yet in place.
• Contractor to pressure test, chlorinate and flush filters.
• Mansfield Water Dept. plans to collect water sample for bacteria testing on June 21 & 22,
2005. Pending satisfactory water sample results are received, Hart would then proceed
on June 24, 2005 with a permanent connection to 12 -inch effluent water line.
• A representative from Robert's Filter is scheduled to return on site to start up filters.
• Complete check of pH and Chlorine Analyzers needs to be done.
• Fall River Electrical and Bristol Fire Protection will be back on -site for Fire Alarm
System start-up. Official test with Mansfield Fire Department is scheduled for June 30,
2005.
Generator Delav —Bob Chapell informed the MBC that generator shipment was again delayed.
A revised ship date was not available from the Contractor. As a result of the initial delay, the
permanent generator for the Water Treatment Facility was being shipped on June 17, 2005.
Concrete Berm/Mechanical Room —Incomplete. Hart Engineering intends to install the berm
near the very end of the project.
Dedication Plaque — MBC questioned Bob Chapell regarding the status of the building
dedication plaque. Bob Chapell was not certain at this point whether MBC would see a final
proof or whether the sign is already in production with the manufacturer. MBC requested W &C
follow up on this item. Installation of sign is included in the contract.
Resident Engineer Services — The Resident Engineer Services which Ralph Cunningham
provided to meet Minority Business Enterprise (MBE) requirements are now fulfilled.
Remaining Construction Engineer Services for the Water Treatment Facility Project continues to
be handled by Woodard and Curran at this time.
MBC recently learned of an alarming news report regarding the former Resident Engineer, Ralph
Cunningham of Chelmsford, MA. After a two hour S.W.A.T. Team standoff, Mr. Cunningham
was charged by police with domestic assault and battery, intimidating a witness, and discharging
a firearm within 500 feet of a disturbance. For obvious reasons, Mr. Cunningham will no longer
be allowed on the project site.
Gas Solenoid Valve - In response to an initial MBC concern regarding fire safety, AEI was asked
to specify a I V2-inch solenoid valve to be installed at the fire alarm panel (Drawing P -02) in the
contract documents. The intent of having the valve in place was so that the gas service leading
from the vehicle wash station to the garage bay would shut off automatically when the sprinkler
system is activated.
• Hart Engineering needs immediate direction from Woodard & Curran as to whether to install
the valve or provide a credit.
• MBC received a written response from Fire Inspector Rick Towne (dated June 3, 2005)
opposing installation of the gas solenoid valve. The Fire Dept indicated they could not
approve the valve specified by AEI because it is not UL listed for this intended purpose and
would therefore not meet code requirements.
• MBC members previously expressed frustration to Bob Chapell as to why Woodard &
Curran's design team (AEI) would specify a valve that does not meet code requirements.
W &C responded that AEI did not specify a "specific" valve, but instead included a
"placeholder" in the contract documents for this item.
• After further discussion, MBC members agreed it would be in the best interest of the project
to move forward and request the contractor to delete installation of valve.
• Bob Chapell was asked to submit a cost breakdown for the 1 '/2 inch gas solenoid valve and
also include all associated electrical and plumbing labor costs to install.
MOTION to delete installation of one 1 %2 inch gas solenoid valve and associated labor costs
and instruct the contractor to provide a fair credit value for this item.
K. Gaffney/K. Gay 4 -0: Passed.
Landscape — Landscaping is complete. Lee Azinheira noted concern regarding lawn
maintenance of a small strip of grass installed in a traffic island located in the parking lot outside
the Chief Operator's office. Lee suggested mulch would be easier to maintain in this area. Bob
Chapell responded that the landscape drawings did specify grass in this area.
Office Furnishings Budget (Allowance $15,000) - Kurt Gaffney questioned the availability of
project funds to purchase remaining office furnishings. Member Feeley responded that no
additional funds are available at this time. Funding to purchase office furnishings may be
available at a future date, depending on the outcome of the mediation hearing scheduled on
August 16, 2005.
Radiant Floor Heating — MBC is still waiting for Hart to obtain a letter from the manufacturer
stating that the pipe warranty will not be impacted due to recent repairs during installation.
Communications — DPW Director noted the Town was having difficulty negotiating with
Verizon to install a 156K communications line between the Walsh Water Treatment Facility and
the new Treatment Facility. W &C recommended that this communications link be established
using wireless Ethernet technology. This scope of work is not related to the WTF Project.
Hart Engineering/Application for Payment No. 13 — Water Treatment Facility
MOTION to recommend payment to Hart Engineering /Application for Payment No. 13 in
the amount of $254,488.79 for services provided for the period through May 31, 2005.

• Woodard & Curran needs to submit BMF Forms for Town Manager's approval to receive
reimbursement for Requisition No. 13.
• MBC received Certified Payroll Records up -to -date.

of delivery and installation of the permanent generator.
• Start up Schedule — Continuing on schedule.

meeting scheduled on Tuesday, July 5, 2005.
