Member Liddick commented that the School Dept. is delaying any forward movement on this project until a response from the SBA is received. Discussion: • MBC members discussed a number of questions regarding the future school project, and the timeline of project milestones. • Timeline: MBC to contact School Superintendent John Moretti to review the School Dept's anticipated timeline for development of the upcoming school renovation project. This will help enable the MBC to plan ahead and facilitate the future workload by our department. • Building Program: Although the School Feasibility Study provided by DRA is complete at this point, the School Committee has not yet prioritized what school needs would be met by the future high school project. A "Building Program" needs to be established by the School Dept. prior to advertising a Request for Proposals (RFP) to hire an Architect. • Establishing Project Cost: MBC questioned whether DRA's contract includes cost estimating, and what information DRA would be contractually obligated to provide to the Town of Mansfield at this stage. C • Alan Clapp questioned whether the School Department had considered utilizing a Construction Manager to help to provide cost estimating. Based on his personal experience, Member Clapp suggested that working with a Construction Manager for estimating could help reduce project costs, because of their knowledge of current materials and costs. • Assuming SBA funding is approved, MBC anticipates the level of involvement with this project to increase. SOMWBA — A new Massachusetts Construction Reform Law increased participation percentage requirements for Minority Business Enterprise (MBE) and Women's Business Enterprise (WgE). • Effective January 2006 all cities and towns in Massachusetts are required to designate an Affirmative Marketing Construction Officer. This person serves as the primary point of contact with SOMWBA and is responsible for all reporting information in compliance with MGL c 193 for all "State Funded" construction projects. • MBC Secretary will be responsible for submitting these reports to the State on a quarterly basis as verification that the MBEIWBE participation percentages are satisfied.
