WATER TREATMENT FACILITY PROJECT
Correspondence - MBC members previously discussed Hart Engineering's response to
unresolved warranty items with Project Engineer Bob Chapell of Woodard & Curran, Mansfield
DPW Director Lee Azinheira, and Water Operations Manager Kurt Gaffney during the MBC
meeting held 9/22/06. There has been no response from the general contractor or project
engineer indicating that these matters are being resolved.
Member Jim Liddick summarized the status of outstanding warranty items at the water treatment
facility and offered solutions to help close pending issues.
Ongoing KOH Leaks - MBC was unable to confirm whether personnel from Hart were on site
earlier as scheduled that day to fix ongoing KOH leaks. Member Liddick stated that assuming
that KOH leaks were addressed today, and the leak(s) continue, the Town would still be looking
to Hart to make the necessary repair.
Filter Issues — Regarding all Roberts Filter items, the General Contractor (Hart Engineering)
needs to coordinate their discussions and activities with the Project Engineer Bob Chapell of
Woodard & Curran, and Mansfield Water Operations Manager Kurt Gaffney. Bob Chapell
reported to the MBC on 8 -22 -06 that he spoke directly with Harlan Bartlett, a representative
fiom Roberts Filters, and they are aware of the current problems on site.
(Member Ken Gay arrived at this point.)
Sensor for Boiler Water Supply — Woodard & Curran maintains that the sensor is installed in the
wrong location.
Member Liddick questioned whether the sensor needs to be moved or if it also operates
properly in its current location.
Member Ken Gay will contact the HVAC subcontractor (InControl) to verify whether the
boiler sensor needs to be relocated per design in order for the system to operate properly.
Ken Gay noted that InControl provided the controls for the HVAC system and is also
currently contracted with the Town of Mansfield for HVAC maintenance.
Exhaust Louver — Discussion opened regarding a damper located in the rear wall of the garage
storage area that does not close tight. Previous damper repairs and /or adjustments by Hart
Engineering did not correct this situation to the owner's satisfaction. The work is still deemed
unacceptable. Member Ken Gay offered to discuss this matter with the HVAC contractor (In
Control) as they provided the damper unit for the project.
Landscapine — Hart needs to verify a date that MON Landscaping will be back on site. Member
Liddick will notify Hart that the MBC wants this work completed by the end of September 2006.
Drainage at Vehicle Wash Station — Member Clapp questioned the outcome of a prior concern
raised by the DPW Direct regarding insufficient drainage capability at the vehicle wash station.
Based on prior discussion with Bob Chapell of Woodard & Curran and DPW Director Lee
Azinheira, there seems to be inconsistencies with Hart's as -built drawing and what is believed to
be actually installed. This is leading some people to believe that improper installation of the
drainage line from the trench drain may be the cause of (or at least contributing to) the clogging
of the system.
Bob Chapell informed the MBC on 8 -22 -06 that Woodard & Curran had sent a letter to Hart
Engineering regarding this issue. As of this date, the NBC had not seen any response from Hart
Engineering or Woodard and Curran regarding this matter.
Member Jim Liddick offered to contact Jim Ramos of Hart Engineering this week and follow up
on the status of Hart's response.
Project Budget Update -
Oveipayment Received: As a result of an accounting error, the Town of Mansfield was overpaid
by the State in the last SRF Loan payment for the Water Treatment Project (Requisition #20).
The Town issued a check payable to the Massachusetts Water Pollution Abatement Trust for a
sum of $1,817.50, which was returned (Attn: Pat Deal, One Ashburton Place, Boston, MA) to the State to
reconcile this matter. A copy of the check along with back up documentation was sent also sent
to Margaret Mansfield at the Department of Environmental Protection and Bob Chapell at
Woodard & Curran Engineering.
Fund Transfer: In accordance with a favorable Special Town Meeting vote (Article 6) in May
2006, the Accounting Department processed an account transfer in the amount of $7,092.00 from
the Water Treatment Project account to the Water Dept. budget. The transfer of funds relates to
the purchase of power washer equipment installed in the vehicle wash station. The Mansfield
Water Division initially paid this cost out of their department budget to ensure sufficient funds
would be available for the project. Since that time, the Town has received SRF Loan
reimbursement funds for this item.
Project Balance: Town Accountant records show there is remaining balance of $5,830.90 in the
WTF Project account as of this date. Based upon the May 2005 favorable vote by Special Town
Meeting, this amount is still available to off -set miscellaneous expenses at the Water Treatment
Facility.
The MBC Secretary stated that the Water Operations Manager is currently seeking quotes to
install gutters in the near future and has expressed a possible interest in requesting a fund transfer
for this purpose. Heavy water run -off and icing from the roofline was a large safety concern
during the previous winter season.
Meeting adjourned at 8:30 P.M.
Respectfully submitted,
Eleanor McCarter, Secretary
James Liddick, Clerk Date
