COMMITTEE MEMBER APPOINTMENTS
Bill Moore opened the meeting by welcoming two first -time members: Julie Hunter and
Maureen Doherty. The Mansfield Board of Selectmen appointed both candidates to serve on the
Municipal Building Committee (MBC) in January 2007.
• Julie Hunter was appointed to fill a remaining one -year term vacated by former member
David Young. Julie is a licensed electrician, and has worked on a wide variety of
building projects including; corporate facilities, schools, college dorms, and most
recently at the Sewage Treatment facility at Deer Island.
• Maureen Doherty was appointed to a five -year term, filling a seat vacated by former
member James Liddick. Maureen held the position of MBC Secretary in Mansfield 10
years prior, and is currently employed by the Town of Sharon, MA as a Project Manager
for public construction projects.
Bill Moore provided an overview of the Municipal Building Committee's role and
responsibilities with respect to Town construction projects. Handouts were distributed which
summarized numerous construction projects completed by the MBC during the past ten (10)
years.
MUNICIPAL CAPITAL PLAN - MUNICIPAL SERVICES COMPLEX
A copy of the Municipal Master Plan/Feasibility Study, which describes future construction of a
new Municipal Services Complex to be located on East Street in Mansfield, was provided to all
MBC members. The Plan was prepared in June 2001 by CSS Architects, Inc., Wakefield, MA.
Phase I: Design & construction of a new water treatment facility for the Dustin & Prescott Wells
along with administration offices for the Water Operations staff. MBC completed Phase I
construction of this project within budget, and held a Grand Opening for the new facility on
October 8, 2005. A 2% State Revolving Fund loan was granted for this project from the
Massachusetts Department of Environmental Protection.
MUNICIPAL CAPITAL PLAN — MUNICIPAL SERVICES COMPLEX Continued
Phase II: Design & Construction of the following;
1. Installation of a fuel pumping station (for municipal vehicles only).
2. Vehicle wash station (for municipal vehicles only)
3. Design & construction of a new DPW Highway garage & office facility adjacent
to the existing highway building located at 500 East Street.
4. Demolish and replace the existing highway garage facility with new Fire Station
and Emergency Management facility.
Phase H Status Update:
Lee Azinheria spoke on behalf of the Department of Public Works, Fire Department, and
Mansfield Emergency Management Agency (MEMA), and announced to the MBC that the
departments impacted by Phase 11 construction (DPW and Fire Dept. and MEMA) intend to
proceed with a request for funding at the 2007 Annual Town Meeting.
John D'Agostino, Robert Bellavance and Lee Azinheira, support bidding design & construction
services for a new Highway Garage and Fire Station as one project
Due to changes in community growth, city landscape (i.e. taller building structures), training
facility capabilities, and homeland security requirements, the needs of the Highway Dept and
Fire Department have changed significantly since the initial Feasibility Study was completed in
2001.
Dept Public Works Highway Garage Facility - Discussion
• Delete all reference to constructing a vehicle wash station at the Highway Garage. The
vehicle wash station: was constructed in Phase I of the Municipal Plan. It is attached to
the Water Treatment Facility and is already in use.
• Delete all reference to construction of a Fuel Pump Station for municipal vehicles. The
pump stations was constructed separately behind the existing highway garage on East
Street site and is currently in use.
• Modify the garage bay doors shown on plans to single door entry. The single door entry
system requires less space and would reduce square footage cost in the garage area.
• Stay with a uniform building design similar to the existing Water Treatment Facility
located on the same property.
• Construction materials favored for the administrative building area is split faced block
and steel construction material for the garage bay area.
• Vehicle storage capability (indoor vs. outdoor) will depend on the amount of funds
available. Studies indicate that indoor storage would extend the lifetime use of expensive
municipal vehicles and equipment by approximately 25% however cost would be higher
than parking/storing outdoors exposed to weather conditions.
• The Dept. Public Works is currently doing some work on site, which will help prepare a
portion of the site planned for future bidding of this project.
• The proposed construction site at 500 East Street in Mansfield is located in a Zone 2 Area
of Critical Environmental Concerti (ACEC).
2
Dept Public Works Highway Garage Facility — Discussion continued
• Based on the current plan the existing DPW Highway garage would be demolished and
replaced with a new Fire Station building. Alan Clapp who is an engineer, advised
members that site of the existing highway garage would need to be "certified as build-
able" prior to any construction moving for ward on that same site. To accomplish this
task, the Town would be required to have an audit performed of the building structure
and the parcel it sits on. Cost to obtain certification was unknown at that time.
Temporaryhway Garage Improvements
• Funding is approved by the Capital Improvements Plan Committee to move forward with
heating, ventilation, & Air Conditioning (HVAC) improvements. This action is
necessary to address poor air quality conditions in the existing Highway Garage.
• DPW's funding request to improve locker room, showers, and bathroom facilities is
postponed until after the 2007 Annual Town Meeting.
Fire Department & Mansfield Emergency Management Agency Facility -Discussion
• Openings of the existing garage bay at the North Main Street Fire Station are not large
enough to accommodate new model fire trucks.
• Based on comparative use of apparatus at the Plymouth Street Fire station, the Fire Dept.
suggested a square footage increase from 6,000 square feet to 9,000 square feet.
• File storage area as shown is now insufficient.
• Security measures must be enhanced to meet new 9111 requirements.
• Video surveillance would be practical item to include in design.
• Upgrade to commercial grade kitchen facilities was suggested by Ken Gay.
• A common training area available for Fire and MEMA is needed.
• Expectation is that the North Main Street Fire Station will be closed at some point in the
future.
• Emergency Operation Center (EOC) — Federal funds are not available for local projects at
this time. State funds are currently being used at the National level.
• Fire Department discussed having a new practice facility added to the scope of the project
in Phase H. After evaluating land in the rear of the site at 500 East St., there appears to
be enough space to consider this option as a possibility.
• James Puleo indicated that having a more realistic training practice site than what is
currently available at the Plymouth Street station, would be beneficial.
• Traffic signal lights at East St.1106 need to be re- addressed with respect to Fire Dept.
egress to and from the site (500 East Street/Rt.106)
• Design of the new facility should be such that its construction will be sufficient for use
for a great number of years.
Town Manager John D'Agostino sees the proposed Fire Station to be constructed on East
Street/Rt. 106 as a replacement for the existing facility at North Main Street. Because of its
central location, the future fire station facility would be designated as the Town's "Primary" fire
station.

Fire Department & Mansfield Emergency Management Agency Facility - Discussion
( Town Manager John D'Agostino requested Department Heads (DPW & Fire Dept) to prepare a
written proposal including photos of existing conditions of their respective facilities, and to
provide an overview of the scope of the project to the Mansfield Board of Selectmen at a future
meeting.
Owner's Project Manager — State of Massachusetts Construction Reform Law requires towns
with construction projects estimated over $1.5 million dollars, to hire an Owner's Project
Manager to oversee construction. MBC members will discuss at a future meeting, at what point
this person needs to be hired and begin the Request for Qualifications (RFQ) process.
Preliminary Cost Estimate
• MBC would carry a separate budget allowance for the Owners Project Manager.
• Lee Azinheira distributed handouts showing preliminary cost estimates to design a new
Highway Garage /administration facility and a new Fire Station/MEMA facility.
• The cost estimates presented by Lee Azinheira for the two buildings were calculated
using the base dollar figures shown in the 2001 Municipal Master Plan Feasibility Study,
which were increased to reflect inflation costs, and then modified to reflect a reduced
scope of work changes.
Plan A: To move forward with 100% Design & Bid estimated cost is $1.25 million dollars.
Plan B: To move forward with Schematic Design for both buildings, cost estimate is $500,000.
Maureen Doherty urged Department Heads from DPW /Fire/MEMA to present 100% complete
design drawings when funding is requested for approval at the Annual Town Meeting.
Lee Azinheira asked the MBC members for a vote of support in their effort to submit a request
for funds based on the information discussed this evening.
MOTION to support the proposed request for funds at the Annual Town Meeting (May 15,
2007), and to proceed with 100% Design/Bid phase for a new DPW Highway Garage and a
