DPW will apply for State Revolving Fund (SRF) 2% loan to fund the construction phase in FY2010. Rough estimated cost at this time for design and construction is $6.1 million dollars. Construction of a new plant has been part of a long -term capital plan for the water division due to ongoing problems with iron and manganese in the West Mansfield area. Due to the poor condition of the existing Albertini wells located on Plain Street and West Street, and the electrical cost to operate them, these wells are not used. The scope of proposed project is to abandon (3) existing wells and replace them with (3) submersible wells inside a block structure building. The Water Division feels it is critical to reactivate the Albertini wells to have sufficient back -up water resources to serve an increased population in Mansfield. Discussion was held as to whether the Designer Selection Process would be required for the Design Phase, based on an estimated cost threshold over $1.5 million, the threshold at which an Owner's Project Manager would be hired. Action: DPW will investigate further and confirm method of procurement required for the proposed water treatment plant (Public Works vs. Public Building). Designer Selection procurement process is not required if the project is determined to be a "Public Works" project. If the building structure of the plant makes the project a "public building" then DPW will work with the MBC to complete the Designer Selection process. Kurt Gaffney offered to provide MBC members with a tour of the existing Water Operations Center and Treatment Plant Facility at 500B East Street in Mansfield and to host a MBC future meeting at that location. Highway Garage Improvements - Lee Azinheira Legal Opinion Update: Majority of work will be completed under contracts already in place. ( Because the scope of plumbing work exceeds the amount of the current contract, DPW will do a new bid for plumbing specifically related to the highway garage project. DPW confirmed that the project will be controlled construction and will have drawings stamped by a licensed Architect. Design Drawings are being updated at this time. OSHA requirements: All staff must have OSHA 10 -hour Training Certification to be on site. Action: Need to confirm if updated training is required annually ( I a if cards expire) Foundation: DPW to seek quotes for concrete work. Schedule to begin concrete foundation is after frost is gone in Spring 2008. Project Schedule was not available at this meeting, however DPW agreed to provide one to the MBC in March. Lee Azinheira will update the MBC prior to bidding and will meet with the MBC in March 2008 MBC to send memo to DPW Special Projects Manager Mike Ahern (cc: Lee Azinheira and Mark Cook) requesting the following project information be forwarded to the Committee: weekly reports, approved plans, construction schedule, code evaluation, schedule of values, and a list of hired trade vendors with projected cost allowance for each based on plans. Moving forward DPW will process all bills for the project.
