GENERAL BUSINESS
Chairmen's Meeting - Bill Moore met with the Mansfield Board of Selectmen on January 24,
2008 along with local Board /Committee Chairs. The purpose of the meeting was for individual
Chairman (i.e. MBC, Housing Authority, Zoning Board, Historical Commission etc.) to present
an update to Selectmen about ongoing activities in their respective areas.
Topic highlights included proposed expansion of high school facility using modular classrooms
and needs for expanded building space by Counsel on Aging. MBC is contacting Walter Parker,
School Buildings and Grounds Manager to obtain a status update on the modular classroom
project.
Reference Manuals — The Inspector General's office has procurement reference manuals
available for sale at the State Bookstore in Boston, MA. Members agreed that having the manual
on Designing and Construction Municipal Facilities would be a good reference tool and very
helpful with future MBC projects. Bob Barry offered to purchase the manuals for the Committee
at the Bookstore directly, to save on shipping costs.
MOTION to order five (5) manuals entitled "Designing and Constructing Municipal
Facilities" from the Inspector General's State Bookstore at a cost of $15.75 each.

Ltr, to Department Heads announcing February 29, 2008 deadline to submit articles for Annual
Town Meeting Warrant.
Brief discussion was held regarding a prior recommendation made by MBC in 2006,
which asked the Police Chief and School Superintendent to submit a warrant article for
Annual Town Meeting vote to transfer the remaining outstanding balances for projects
completed in 1995 and 2002 back to General Fund. Because of the short deadline to
submit articles this spring, the WC will follow up on this action prior to the Fall Special
Town Meeting.

MBC/PUBLIC WORKS PROJECTS
Proposed Water Treatment Plant (West Mansfield) — MBC reviewed text from the Office of the
Inspector General outlining exempt design contracts for building projects estimated to cost more
than $100,000 which read as follows:
• Contracts for the design of a building that is appurtenant to a server, water or highway
system and is required as an integral part of that system are exempt front the designer
selection law [M. G.L. c 7; 39A (gl /2)J.
Based on this information the proposed Water Treatment Plant project for the Albertini Wells in
West Mansfield meets these criteria, and moving forward, the Town is not required to hire a
designer through the designer selection process. Bob Barry suggested that the MBC might want
to consider requesting legal opinion to confirm designer selection process is not required.
Highway Garage Improvements
MBC finalized a request for project documentation regarding improvements to the DPW
highway garage on East Street, in Mansfield. Letter to be sent to DPW Director Lee Azinheira
with copies to Special Projects Manager Mike Ahern and Highway Garage Manager Mark Cook.
Julie Hunter expressed concern that the volume of paperwork being requested by the Committee
for this small project ($80,000) may overburden the Project Manager on top of all his other
responsibilities and could inhibit the time needed to complete the project. Other members felt it
was important to have the same procedures in place for both General Contractors and projects
managed "In- house" to help MBC monitor projects effectively.
OSHA requirements: A new law amendment was adopted by the State which requires Bidders to
certify that all employees to be employed at the worksite will have successfully completed a
course in construction safety and health approved by the US Occupational Safety and Health
Administration (OSHA) that is at least 10 -hours in duration at the time the employee begins
work and who shall furnish documentation of successful completion of said course with the first
certified payroll report for each employee.
Follow up discussion was held as to whether OSHA 10 -hour Training Certification, requires
annual training to remain certified. Action: Based on a phone conversation with the
Massachusetts Division of Occupational Safety Administration; at this time, additional
training is not required once the 10 -hour program is complete (i a cards do not expire.)
