Attendees: Walter Parker, Mansfield Public Schools Building & Grounds Manager
Meeting commenced at 7:30 PM
MANSFIELD SCHOOLS PROJECT
Temporary High School Improvements
Walter Parker met with the Committee this evening to discuss a proposal to install modular
classrooms at Mansfield High School. Due to the significant growth in student population
entering high school, there is an increased demand for classroom space.
Prior to tonight's meeting MBC Members received copies of a Modular Classroom Study
prepared for the Mansfield Schools dated Dec. 26, 2007. The study was prepared by KBA
Architects (Knight, Bagge & Anderson, Inc.) of Charlestown, MA.
Architectural Services: Based on results of the study, the Mansfield School Dept. solicited bids
to provide design services. KBA Architects (Knight, Bagge & Anderson, Inc., Charlestown,
MA) was hired by the School Dept. as the lowest responsible and responsive bidder out of 8 -10
bidders.
Funding: Walter Parker informed the MBC that the school department has a balance of $50,000
remaining in a prior high school re- design account that will be used to offset KBA design
expenses.
The School Department is moving forward with the construction phase of the project during the
summer months, in order to have all units completely installed prior to the start of school in
September 2008. The School Committee will seek funds at the Annual Town Meeting in May
2008 for the additional funds needed to complete this phase of the project. The projected cost is
estimated to be $750,000.
General Bid Opening to providelinstall the classroom units will take place on March 20, 2008 at
10:00 AM. Walter Parker is coordinating bid - opening process, along with the Architect and the
School Business Manager.
The scope of the proposed project includes design and installation of (4) four portable classroom
units, landscaping, and student lockers. The additions will be located off the front left corner of
Mansfield High School and will not impede the emergency fire access /walkway between
Qualter's Middle School and the High School. Bollards will be installed along the walkway to
protect modular units.
Project Clerk responsibilities will be handled by Walter Parker, Building & Grounds Manager of
Mansfield Public Schools. The Municipal Building Committee agreed to serve in an advisory
capacity to Walter Parker, for the project.
Results of the test pits performed in the area that the units will be located were satisfactory. The
(4) modular classroom units will be supported by concrete piles.
To address esthetic concerns in having the modular units located in the front of the building,
each unit will have a brick facade fi•ont and skirting to grade of remaining sides.
The project will be controlled construction, requiring stamped drawings, inspections, etc. by a
licensed Architect.
Alan Clapp inquired about increased storm -water on site as a potential regulatory and capacity
concern. Walter Parker responded that the School Department did not have a concern with this
issue, as the existing drainage is adequate and will remain in place. Storm water permitting is
not needed..
