Chairman Moore, along with Committee Members, welcomed to the meeting David Hunter, a 13- year -old student with an expressed interest in Town govermnent. COMMITTEE REPRESENTATIVE SUMMARIZING Chairman Moore explained his intent in asking each Committee Member to give a short summary of their past year as a committee representative is to give the other Members an understanding of that committee for their possible new placements in January. • Maureen Doherty, speaking about her representation on the Capital Improvements Program Committee (CIP), explained all Town department requests of over $10,000 with a certain product lifespan are handled by the CIP. This year, approximately $11M in requests were received, with $2 -2.5M of presented needs approved and the remainder possibly considered again next year. CIP's priorities are: Life Safety, education, and roadways. Maureen answered questions about what committees are represented on the CIP and the dynamics of the committee. Maureen stated she would gladly serve another year as representative to the Capital Improvements Program Committee. • Julie Hunter has served two years as the Department of Public Works (DPW) representative for Highway Garage Improvements. In that time, she has not worked on a project, yet hopes to be included on one soon. Julie would also entertain placement with another committee and likes the description of the CIP. Chairman Moore and Chairman Levine discussed hiring a clerk for the Albertini Well, versus it being run the same as the other Town wells. Chairman Levine also mentioned the MBC may be asked to oversee another Town project. Chairman Moore took this time to present information on the Asian Longhorned Beetle and Massachusetts' concern with the town of Worcester's infestation. He is content to continue with this representation. Bill thanked all Committee Members for their support this year and confirmed he is willing to continue on as chairman. Kathy will verify Member appointment dates to determine whether any MBC reappointments should be requested. GENERAL BUSINESS Meeting Minutes - Review and Approve October 21, 2008 With the topic introduced by Alan Clapp, based on a discussion which took place with Lee Azinheira and Mike Ahern of the DPW at the October 21, 2008 meeting, a dialogue began regarding the Town not having its own contract terms and conditions. All Members are in agreement it would be beneficial for the Town to have, as Alan stated, `a consistent framework for each project.' Rather than negotiating with the contractor's T &Cs, Bob voiced the advantage of the contractor signing the Town's. Though Bill believes this has not been an issue to -date, he will contact Legal Services with the offer of the MBC creating a first -draft terms and conditions boilerplate based on Members' experience and reference. Maureen reminded that the surplus money from capital projects has been slated as an action item for the January meeting. Copies of Chairman Moore's 2006 memos to the Board of Selectmen regarding remaining balances from the Mansfield Police Station and Jordan Jackson Elementary School projects will be distributed for the next meeting.
