Motion U.C. 5 — 0 The School Committee Minutes of September 21, 2010 were approved. Motioned by Mr. Frank DelVecchio, 2 "d by Mrs. Lisa Losiewicz. Motion U.C. 5 — 0 Old Business: X 2 System: The DOE mandated all school districts in Massachusetts to expand the EPIM'S reporting system including K —12 teacher and student information by June 30, 2011. On February 23, 2010, the School Committee invited State Representatives Jay Barrows and Betty Poirier, to attend the School Committee Meeting to hear the concerns of the district regarding the financial burden this mandate has placed on the school district. We requested that our representatives assist us to seek an extension for the mandated reporting date and support for funding of the necessary software program. As the SIRS Program, currently being used by the district, would require extensive upgrades to meet the state requirements, the estimate for this was $86,000. Our Representatives were unsuccessful in providing assistance. The district completed the process of selecting the adequate software program that would be capable of meeting all the needs of the Mansfield Public Schools. The X2 Aspen was chosen and has cost only $49,000 to date and we have a target date of January to begin the implementation of this program. Mrs. Miller mentioned that the upgrade would have cost us $86,000, Mrs. Miller was very please not only with the significant savings but the time in which it has been implemented, well before the state deadline of June 30, 2011. S.C.M. Page 3 SFSF Update Mr. Vozzella gave an update regarding the SFSF Funds & the Jobs Bill funds. FY'10 Summary Mr. Ed Vozzella, Director of Finance, announced and clarified that the schools returned $98,000 to the town coffers. The paper had inaccurately reported us to be returning $1M not the $98,000 that was the actual number. Mrs. Miller asked the Superintendent where the money came fiom that was returned to the town. Mr. Vozzella noted that the utilities were one of the main reasons with the usage being down and the unpaid Leaves of absences. Mr. Vozzella noted that this would not be a recurring item. Audit Committee Update School Committee Vice Chairman, Mr. Frank DelVecchio, updated the rest of the Committee on the Audit Committee meeting held last week and went over the 2009 budget. The new town treasurer, Mr. John Stanbrook and Ed Vozzella have worked hard to finalize the numbers and bring them forward. New Business: BMI Report- Patricia Harrison Head nurse, Pat Harrison, presented the data in this report to the School Committee. The data in this report represents data from 80 school districts in the Essential School Services Program collected during the 2008 — 2009 school year on 109,674 students. This sample represents 38% of the 287,107 public school students in all Massachusetts schools grades 1,4,7 & 10. School Physician: Mrs. Hodges recommended renewing the appointment of Dr. Karen Halle, M.D., to the position of School Physician. Dr. Halle has been our School Physician for the past 9 years and has provided excellent service for the Mansfield Public Schools. Motioned to approve by Mrs. Lisa Losiewicz , 2nd by Mrs. Jean Miller. Motion U.C. 5 — 0 Medication Policy: The School Committee approved the Medication Policy for the 2010 — 2011 school year. There have been no changes made to the policy. Motioned to approve by Mrs. Lisa Losiewicz , 2nd by Mrs. Jean Miller. Motion U.C. 5 — 0 S.C.M. Page 4 Opening of School Reports: The Principals of each school presented their Opening of School Reports to the School Committee. The opening has been smooth and orderly and without any major incidents. The school year has begun on a very positive note. Enrollment Numbers: The total enrollment of in district students is now 4,828, which is down by 50 students from last year. The largest loss of student population has been in the Kindergarten and first grade but has remained level through the rest of the grades. QMS Teacher Leaders: The Qualter's Middle School has experienced a loss of administrators over the past two years. It has become necessary to provide additional support for Interim Principal, Mr. Bill Rice and Assistant Principal, Mrs. Kerri Sankey. I am recommending two members of the QMS faculty and certified as Principal's, be given the opportunity to gain administrative experience by adjusting their schedules and assisting with administrative duties. A previous QMS teacher will be providing coverage as a long term sub, with no benefits. MCAS: The MCAS will be presented at the next School Committee Meeting on October 19, 2010. Other: Notification of Teacher Assignments: There was discussion on the late arrival of the teacher assignments. The major factor in the tardiness has been the delivery from the Post Office and bulk mail schedule. It has been suggested that they be put on Home logic for the next school year . X2 may be able to help out the distribution next year as well as being on the website. Motion to adjourn Motion was made to adjourn the School Committee Meeting of September 21, 2010 at 9:35 PM for the sole purpose of adjourning.
