OLD BUSINESS
Implementation of Teacher Evaluation Model — verbal update
Mrs. Hodges updated the School Committee on the Implementation of the Teacher Evaluation
Model. In October we report to the State on how we are going to train our teachers on the
Teachers Evaluation Model. We are using Teachers 21 West Ed Collaborative to do this.
They are an approved vendor from the State. The State has approved vendors for the RTTT
schools and non RTTT schools. We are a non RTTT school. By using a vendor that is approved
by the State, much of the cost is absorbed by the State through grant monies. The process is, as
they come in to work with us, they will first train our administrators then we will go through the
six modules of training for teachers. They then draw down those monies from the State, so at
some point we will have some cost to that but initially by using Teachers 21 West Ed, we would
not have a cost to that initially. We are in the process of putting that in place and setting up
dates and moving forward with the training at this time.

French Exchange Trip
( Mrs. Hodges explained that she had given the School Committee a memo regarding the French
Exchange Program and shared that in talking with a representative from the MASC, Mike
Gilbert, he did indicate that there is a great degree of liability with an exchange program where
you are working with a third parry vendor that the School Committee and the town really has no
control over much of what that third party vendor does when you enter into a contract with
them. Mr. Gilbert did say that the MASC does not have a policy for this and it is his (their)
recommendation that schools not have a policy and they don't recommend that they engage in
this. These companies do partner with groups and they partner with parents of students who
may want to take a trip, very similar to the European Travel Club as opposed to a foreign
exchange program. The uniqueness about a foreign exchange program is that you have students
from our high school that will go to other schools and stay in the homes of other families then
vice versa they then come here. This is the area where the liability and exposure can be with the
families and this is why MASC said they don't have a policy and we don't recommend it. They
suggested that parents could work directly with the company to put a trip together , but that trip
would be where a student may travel to a country and may stay in that country for two weeks,
they may have an opportunity to visit other high schools, they would put that together, but the
real difference is that they would not be staying in homes of other families. We are still working
with Michael Connolly at the high school and with Leslie Gildersleeve, the department chair, to
address some of the questions that we had. I wanted you to be aware of the approach of the
representative of MASC and that also Leslie and Michael are still working on this. So at this
time, for liability purposes and the fact that the Towns insurance does not cover it, I recommend
that you may want to look at parents engaging in a contract directly with the company, but if you
would like to continue to try to do an exchange program as we have been doing, there is still a
great deal of work that would need to be done on that. Mr. Trowbridge stated that if people did
this on their own, we would still; it would still be a school sponsored trip, but we could still do
what we could with say, a Spanish teacher or French teacher that happens to be one of the
chaperone if they so choose. Of course they would miss a couple of days, I am sure that the high
school could, that way it is not school sponsored and they could deal with it. Mrs. Hodges said
that it could be deemed as a field trip. Mr. Trowbridge added that would at least give them a
glimmer of hope. The Superintendent did think there would be value in the travel so you could
post it as a field trip and field trips are excusable as absences so it would be covered under
something like that. Vice Chair, Mr. Wayne Smith, asked if we would be going back to our
liability if we are going back to a field trip. Mr. Trowbridge felt that it would not be considered a
field trip and would never have used that word, field trip. Mrs. Hodges noted that they have to
code it some way. Mr. Trowbridge said that they would be going away on an educational
experience on their own; a field trip is a school sponsored event. Mrs. Cavicchi stated that she
did not know how we could have a teacher attached to that experience without it somehow
becoming affiliated with the school, because those employees are there in their roles as teachers
of the high school, there is no way of getting around that, they don't just happen to be there in
France at that same time, so somehow that is still attached to the school. Mrs. Hodges felt they
could look at it two ways, I do believe you could contract with the company as a group of
students and a teachers going on a trip, it would still have a school connection if you did that,
that liability would be around the travel that they take but the difference is that the teacher is
1q.-
always with them, they are eating with them, sleeping in the same venue with them, they are
always with them. Under that circumstance it really is more like a field trip that occurs out of
( the country. The other piece would be total contracting with them as a family for my child and a
number of people can do that but absent a teacher from our school, but they have advisors
through the company that travel with groups. So that would bean unknown most likely that
would travel with them and they could still have that experience that would have no connection
to the school then under that, I think it's a stretch excusing them because the state has specified
what kinds of things that can be excused and I think that the expectation is that kind of travel
occurs outside the school year, it could happen over the summer or over a vacation and if you
want to do it more like teachers along with students enriching that experience, it really would
have some school connection to it. Chairperson, Mrs. O'Neil, stated that we have approved the
out of country fieldtrips already, so our issue really with this exchange trip is that fact that they
are with foreign parents and living arrangements and Mrs. Cavicchi added it was our parents as
well, and Mrs. O'Neil noted that we do have the World Travel Club which we do approve of.
Mr. Trowbridge did point out that they do stay together as a group, so basically we should table
this until we have all of the information. Mrs. Hodges did say that we could table it and they will
come back with much of the information that we ask for, I think there will be a few things that as
Mike Gilbert from MASC said, as long as you are partnering with a third party, there are
liabilities and risks to the town that we can't cover and most towns don't want that exposure.
Mr. Trowbridge asked Mrs. Hodges to please check with Bill Ross as far as our insurance
company. Mr. Ed Vozzella stated that Richardson Cuddy is our insurance and they have echoed
what Brenda has said and we would only be covered if the courts deemed that it came under our
insurance but they did say just what Brenda has said, that you're better off to have the parents
go directly to the insurance companies with their own policies and keep the schools out of it.
Mr. Trowbridge asked if what she was asking them was to outright deny it tonight. Mrs. Hodges
stated that her recommendation was that she did not believe the school needs to take on this
liability, so her recommendation would be that if we have parents that would like this experience
for their children then they really need to go to the company themselves and we would be happy
to provided that information and help them but I recommend that we not be the ones to
sponsor this because there is no way you can cover the liability, there's no way the town can
cover that liability, so I have to recommend to you what I believe is prudent to make sure there is
not a financial exposure here. It may not be what we all want to see, but nobody seems to know
how to cover the liability and it becomes more & more litigious if something should happen and
it becomes more challenging to engage in a venue where there is not a snag. So directly, my
recommendation is that I don't think the School Committee should engage in foreign exchange
programs and that it has to be more like the World Travel Club or parents individually, they can
get engaged in a group if they want. Mrs. O'Neil said that she would like to see if we decide to go
down that direction that we didn't just leave it up and ok, here are the names of five groups just
go and do this. If we could bring together, without us sponsoring it, going out and finding an
opportunity and bring it to the students. Mrs. Cavicchi stated that there are a few companies or
venders, or proven providers, however you want to phrase it, that are recommended for high
school level exchanges most of them are not these short ten day things, a lot of them offer
( summer programs. You can even exchange in the school year if you have a student willing to go
15-
abroad for that length of time, there are different models that could be explored if we actually
wanted to see an exchange program. This is not really an exchange program to the extent that
you're going to get the benefit of that emergence experience. This is a trip really. You could do
a trip under the supervision of the teachers and that is where we would not have that liability
issue because it would be more controlled, it would not be with family home stays and we would
be sending staff over there to supervise students not volunteer parent chaperones and host
family chaperones. I don't know the interest level at the high school among faculty and the
students but I would like to see what Mike (Connolly) and the staff was able to come up with. I
don't think we can do this exchange model without exposing the district. Mrs. Hodges did say
that these companies are happy to the bring information to the schools. Mrs. O'Neil said that
she would rather bring it some kind of information session and here are some web links to go to.
Mrs. Hodges noted that the vendors would be happy to do that and we could even host it and
invite parents form other communities as well, often times it is something that occurs in
surrounding communities as well as students from our own community. Mr. Trowbridge said
that he felt he was misunderstanding the point of what was being said, he thought by having
somebody get people in and let the parents run with it. We are not sanctioning it and we are not
controlling it and we are not setting it up. Mrs. O'Neil agreed and said that we were just making
it more easily accessible for people. Mrs. O'Neil asked how they would like to vote.
Mrs. Hodges stated that what you are looking at is that you would not engage in a foreign
exchange program because of the exposure to the district and the town and I think that is what
you are voting on, but then as we said we will certainly do our research and try to support our
parents and community in being able to find opportunities to do this.
Chairperson, Mrs. Kiera O'Neil, called for a motion not to go forward with the Foreign Exchange
Program as we have done in the past. A motion was made not to go forward with the
Foreign Exchange Program Vt by Mrs. Linda Fernando, 2nd by Mrs. Lynn Cavicchi.
*
Motion U.C. 5 — 0 Mrs. O'Neil arrived during this discussion at approximately 8:10 Pm.
* Mr. Trowbridge commented that he would be voting yes, to deny it, but he will be the first one,
that if it comes forward that we can get an insurance waiver through our insurance company and
they can provide documentation that they can create safe trips; I will be the first one to consider
it. Mr. Trowbridge wanted it noted that he did not want to shut the door on this subject.
Mrs. Hodges stated that this recommendation and the vote just taken is based solely on the fact
that right now we don't have an answer to the liability and the exposure, and as you said
Michael, if we can find that way; Mr. Trowbridge added that you can almost get a rider for
anything, it may cost a little bit of money but that's something the parents pick up for maybe a
thousand dollars maybe for a policy to cover the town for a liability for that maybe the parents
would cover a portion of it or it's included. There were a lot of questions everybody had at the
last meeting and there is a lot of information that needs to be researched that would make me
feel comfortable at this point.

NEW BUSINESS
( District Policy Update
Chairperson, Mrs. Kiera O'Neil, explained the current updates regarding the District Policies
that she and Mr. Wayne Smith had already done were approved by the Committee but not
placed in the District Policy online. It was the decision of the School Committee that they would
be compiled and added to the District Policy once they were all finished. Mr. Smith noted that
Mr. Trowbridge had requested earlier that the policies be easier to find. Mr. Michael
Trowbridge requested that the policies be placed online in such a way that all you have to do is
write the word, let's say math, and you can research all references made about math and that it
will come up rather than going through the individual chapters to find it. It will make it so much
easier to work with. Mrs. O'Neil noted that she will get any information she may still have to
Mrs. Cavicchi and Mrs. Fernando as they take over updating the District Policies.
RETELL:
Mrs. Hodges spoke of the power point presentation that she had done with Scott Chen, MEA
President that they had conducted with the staff throughout the district and that presentation
had also been presented by the State Department of Education. Mrs. Hodges noted that what
the presentation does explain is the State Departments requirement that all teachers in the
district receive an SEI endorsement for improving skills of teaching ELL students English,
Language Learners. It's teachers, administrators, directors, it is everybody that teaches,
supervises teacher who supervise teachers with ELL students. What this entails is that over a
three year period of time the State Department of Education says that every teacher in
Massachusetts must be trained in order to either renew a certificate or get a certificate. Some
schools have already been engaged in this process over the last couple of years, those districts
that have a high incidence of ELL students were trained either this year or last year. Mansfield
fell into that cohort that our training period is starting in September 2013 through July 2016.
So for this first year the State Department says how many teachers must be trained in every
district based on the number of ELL students that you have, that's going to be the first group.
We anticipate about 21 teachers that will be trained this next year, that will be required to,
across the whole district. There could be additional if people volunteer and if the State has
trainers to do that. Right now the State doesn't have enough trainers for those that will be
required to train, so they are still looking for additional trainers. Once the districts in the State
identify who those teachers are that need to be trained next year, the State Department then is
the one that sends a letter to them. The local districts area conduit for the State Department on
this because all of the communication is really coming from the State Department but through
the district that we provide the email addresses of the teachers for the State Department and
they send us a letter and we then send out the letter to the teachers. There will be a letter in
June and another one in July to the teachers that have been selected; those are random
selections as to who will be the first ones to be selected. Mrs. O'Neil asked if there could be a
possibility that 21 teachers from the high school could be selected. Mrs. Hodges clarified that it
was random for the names that we provide and the names of teachers that will be teaching or
anticipating teaching ELL students this next year, so it would be from that group. It could be
random as elementary and secondary, however we will submit more names from the elementary
17—
because we have more students at the elementary, and so just in that process our EL students
are in the younger grades. The State has all the names of all other teachers and over the next
two years the state will be determining just who is going to be trained next year and the
following year. When the state says that this is your time then the teachers must commit to that
time. When they have submitted their names with the understanding that they are not going to
have any kind of hardship, such as maternity leave or any other medical issue, because that
would be the case it would be waived, other than that when you are selected you are selected,
here is your window of time. It is free for the teachers it will occur at regional sites and once a
site is chosen and their trainer is chosen and they go to their first meeting that cohort can decide
the best time for us. The trainings are happening all outside of school so the cohort can choose
when to meet. All of our teachers will do this between now and 2016. Mrs. O'Neil asked how
many teachers we had that will have to do this — Mrs. Hodges estimated approximately 365,
then within that we have some teachers that did go through some previous category training that
the state offered in the last three years. Some of our teachers did three out of those four
categories and if they did they only have to take 10 hours of training, for the teachers that did
two of the tree, they will have to do 24 hours of training. Everybody, all 365, will have to have to
do the whole thing. Mrs. O'Neil asked if they were only doing 20 this first year. Mrs. Hodges
stated that twenty will be required, let's say, if they had trainers and teachers wanted to
volunteer above that they could. We've had some that have already submitted their names to
say they would like to volunteer. Mrs. O'Neil noted that logistically, for them to get 300 teachers
in two years seems like an unbelievable undertaking. Mrs. Hodges stated that for clarification
purposes, that this is required by the Department of Justice, so it is above the state level.
The Superintendent noted that there are only three states that are required to so this ,
Massachusetts, Arizona and New Mexico, the only three in the nation that is required to do this
because of the gap in achievement between ELL students and the rest of the student population.
Mrs. O'Neil wanted to know if there was any cost to the district for this and Mrs. Hodges
explained that right now there was not a cost to the district , but just like any other educational
program we may be adjusting curriculum or instruction or providing professional development
on our own, just like we do for Special Education or math or English but not any big training
cost. Mrs. O'Neil asked if there had been any talk about if they only get through 20 this year and
each of the districts are doing such small percentages that there would be in subsequent years
the possibility of it having to occur during the schools day? Mrs. Hodges said that she had not
heard any talk that she was aware of along those lines. I think their hope is that they would have
more trainers as time goes on, that they will increase the number of trainers. The chairperson
asked what percentage we had in ELL and The Superintendent answered about 6o students in
the district, a very small percentage. Mrs. Cavicchi asked what the languages were and Mrs.
Hodges noted that the predominate languages are Spanish, Portuguese, some Mandarin, and
some Arabic. Mr. Trowbridge asked how many languages our handbooks needed to be
(translated). Mrs. Hodges did say that there are approximately thirteen languages spoken in
this district, we did our handbooks in five languages . Mrs. Cavicchi asked if we had seen an
increase, as you showed in the State presentation that you showed that the State showed an
increase over the years, have we see an increase in the district? Mrs. Hodges said that yes we
had in the younger grades. We have several coming into first grade next year. Mrs. Cavicchi
noted that if we don't get that foundation laid with them, then we are just causing more
problems as we go along because they won't be able to progress. Mr. Trowbridge stated that
these are the subgroups that will put you into the Warning category or the Level 3 that we are
1g-
taking too many resources and we are not providing that achievement gap. Mrs. Cavicchi asked
if there was anything required with this as outreach to parents besides translating the
handbooks, because I would have to guess that if the children are not able to speak English then
the level of competency that the parents probably aren't either, or is that just part of as you
tweak the curriculum and interventions. Mrs. Hodges felt it really was a part of the new
evaluation system, a piece of that is parent and community involvement, so she anticipates that
we are going to see more, hopefully not a mandate, but she believes there will be more
expectations and maybe more examples of this being just enveloped into what districts are doing
right now. It may be interpretation for parents of what we are doing, right now we have to
provide interpreters so we may see there will more times that they may say we need support
parents through interpretations of this right now, it's pretty small but you have to provide an
interrupter for any kind of IEP Meeting or any kind of discipline infraction or a meeting for the
lack of academic performance, so that could be expanded overtime. Mrs. O'Neil asked where
this fell in the budget, so when we are paying for it, does it come under consultant or where do
we allocate it to? Mr. Vozzella stated that we have it in consultants, Professional Development,
different line items, it is not carved out as this is how much we are going to spend on this
particular piece, we have budget that have pools of money such as professional development,
how we spend every nickel is not accounted for in the budget but we know we will wind up
spending it for all of these reasons. Mrs. Cavicchi wanted to know when the students move out
of this status. Mrs. Hodges did say that there is a test that is required by the state and the state
determines when they are given and if they score high enough they can be totally removed or put
at the next level which is limited support, so there are different phases of it. Mrs. O'Neil wanted
to know how a child is put into this group. Mrs. Hodges explained that we are required to do a
survey of all incoming students, parents, and on that survey then the parents tell us what
languages are spoken at home. If the parents don't speak English or very limited we then have
to test the student, we are responsible for determining whether or not the child has a need. We
have Child find for Special Education, so we have to find those student s that are in need of ELL
services as well. Mrs. O'Neil stated that we could have students coming into kindergarten and
the parents did not tell us that they did not speak anything other than English and they come in
and then we find out. Mrs. Hodges noted that we pretty much know before but then stated that
yes, as a child comes in and we see that child struggling, we may then find a student with that
need for ELL Program. Mr. Trowbridge wanted to know out of the thirteen languages half of
them he had never heard of before. Mrs. Fernando wanted to know what would happen if July
2o16 comes and not all of the teachers are trained? The superintendent said simply that they
would be unable to recertify based on the requirements of the State and unable to teach. Mrs.
O'Neil then asked if all the new teachers coming out of school will have the ELL component and
the Superintendent said yes, and that is the reason that the teaching has become a five year
program.

SCHOOL COMMITTEE NEW BUSINESS
Mr. Trowbridge mentioned that he received a call from Mr. Howard Fisk of the Airport
Commission and that the trips that had been on a hiatus for the last few years at the elementary
school has started up and he only has a few classes left. The last class is June 11th at 9:15 to 12:15
and any of the School Committee members are welcome to come down, he was very happy, it's
been a great process and that they were able to bring as many classes as they did this year.
The last day of school is a full day for teachers and a half day for students.
Mrs. Cavicchi stated that after reading about the District Policy that we are supposed to annually
appoint someone as our Legislative Representative for the Committee who will pretty much
advocate for the Committee and the district with the elected representatives. Mrs. Cavicchi
asked if that was another subcommittee. Mr. Trowbridge noted that he did not recall one and
that it was like an act of Congress to get one to come to a meeting. Mr. Trowbridge felt it was an
outdated policy with the internet now available. Mr. Smith said that he thought it might mean
that if there was a need, that person could try and find out information. Mrs. Cavicchi stated it
would be like an advocate for the district, as an example, regarding some of the current state
mandates. Mrs. Cavicchi felt it meant that the Committee would delegate someone to do this.
The Committee tabled the question.
