After returning from Executive Session the Open Session meeting was reopened and called to order by Chairman, Mr. Michael Trowbridge at 7:30 PM. Motion U.C. 5 - 0 Members Present — roll call vote to re -oven the Open Meeting; Mr. Michael Trowbridge, Chairman; yes Mrs. Kiera O'Neil, Vice Chairman; yes Mrs. Lisa Losiewicz yes Mrs. Jean Miller, yes Mr. Wayne Smith, Jr. arrived late Also Present: Mrs. Brenda Hodges, Superintendent of Schools Mr. Edward Vozzella, Director of Finance — not present The School Committee held a workshop with district principals present, to go over the new Superintendent/Administrator Evaluation guidelines. The DESE has mandated that all districts align their evaluation processes for all Superintendents, Administrators and Teachers with that of the state guidelines. The districts will have the opportunity to "tweak" the templates for their own district but they must receive state approval before it can be adopted as a working document for the district. Mr. Michael Gilbert of the MASC conducted the Workshop for the School Committee and gave a power point presentation that outlined, in detail, all the steps and tools that will be necessary to go forward with this mandate. The reason for this change is to make the educator evaluation more effective by linking multiple criteria to measuring educator success. This strategy is for improving educator professional practices. Some of the key elements of the evaluation process are the Rubrics, Indicators and Elements, the "S M A R T" GOALS for educators. Mr. Gilbert also gave a breakdown of the evaluation cycle and the final step or "End of Cycle" which would be the formal summative evaluation of the Superintendent. The Committee had many extensive questions and Mr. Gilbert had the answers. The Committee appeared pleased and appreciative of the clarity that Mr. Gilbert was able to give on the evaluation processes. Mr. Trowbridge left the meeting for a short time but returned to the meeting. Attached is the power point presentation. District / Superintendent's Goals: The evaluation of the Superintendent is more open ended than the others. The Superintendents Annual Plan must include SMART Goals for Professional Practice, Student Learning and District Improvement. These SMART Goals will become the "Superintendent's Annual Plan." The Superintendent is rated on the Professional Practice Goal and Student Learning with an overall rating based on performance on all four standards and the attainment of goals. There will be no more numeric evaluations used. - 1 - There is a Mid- Cycle Goals review that will be based on an agreed upon schedule where the Superintendent reports to the Schools Committee on her progress. The School Committee will review the report and provide feedback so that adjustments to the plan can be made as they were discussed. The End of Cycle and Summative Evaluation will incorporate the Superintendents "end - of- cycle" report citing goals and performance standards. The School Committee members will complete the performance review and End of Cycle Summative Evaluation Report. Mrs. O'Neil questioned when the level of the goals was developed and from what information. The Strategic Plan and the Annual District Goals will be used to develop these Goals. Mrs. Hodges noted that there is a new accountability and that the budget may drive what is done and shows what supports are needed as far as intensive money, staff and its ability to redirect the way we teach. Mrs. O'Neil wanted to know the timeframe to be able to go over these goals and the time needed to make these changes. Mrs. O'Neil wanted more information as to when to begin the Mid- Cycle review. The School Committee took a vote to approve the superintendent's goals, for the present time, until they are more specific and pared down. Mrs. O'Neil asked for a motion to approve the goals. A motion was made 1St by Mrs. Jean Miller and 2nd by Mrs. Lisa Losiewicz.. Motion Carried 4 — 0 -1 — Mr. Trowbridge abstained because he was not present for the discussion. Field Trio Approvals: Field Trip to New Orleans, Louisiana: This trip promotes lifelong learning, volunteerism and community service. Student will experience the culture, foods and hospitality of the Gulf Coast area. Students will be involved in Hurricane Isaac and Katrina rebuilding and community service work. The School Committee discussed the trip and felt it was a worthwhile trip, as it has been in the past. Mrs. Miller was concerned that because they would be staying at a Lutheran Camp during their stay that some people may interpret it as a faith based initiative and may limit some people from attending because they might not feel comfortable in this setting. Mrs. Miller was reassured by Mr. Connolly that participants are fully aware that they are not expected to participate in anything they feel uncomfortable with. It was decided that there would be wording on the permission slip that would cover the issue. Mr. Trowbridge called for a motion to approve the Louisiana trip. A motion was made 1St by Mrs. Miller, 2 "d by Mrs. Losiewicz. Motion U C: 5 — 0 Tour of Dunkin Donuts Center / Providence Bruins day trip: The high school business program would like to travel to Providence, RI to tour the Dunkin Donuts Center and attend a Providence Bruins game. Students will get a behind the scenes tour of the center, with a focus in marketing. Mr. Trowbridge called for a motion to approve the Providence day trip. A motion was made to approve the day trip 1 St by Mrs. Lisa Losiewicz, 2 "d by Mrs. Kiera O'Neil. Motion UC: 5 — 0 2 Mrs. Miller made mention of the change in the holiday music program at the JJ from December to January. Mrs. Miller noted that she personally enjoyed the holiday music and that the "Peace Theme" that would be celebrated in January was a loss of a nice tradition and felt that others had the same feelings and was sorry to see it happen. Principal, Teresa Murphy noted that the theme of this year's performances was of friendship, peace and making a difference. Mrs. Murphy explained that the change to the music presentations had been made early on in the year and was to coincide with the current PBIS Curriculum with a "Peace Theme" but also to give the students a few extra weeks to prepare by having it in January. Mr. Zeff Gianetti, Principal of the QMS, added that there really is so little time for the students to learn and prepare for their musical presentations because the chorus only meets once a week during a recess period which makes it difficult to have such a short span of time to prepare. The first time the chorus will all sing together will be on January 17th during the school day with two performances, one at 9:00 AM and 10:15AM. Motion to adjourn: Chairman, Mr. Michael Trowbridge, called for a motion to adjourn the School Committee Meeting of December 4, 2012 at 8:37 Pr,r for the sole purpose of adjourning.
