Motion Carried 4 -0 -1 (Mrs. Losiewicz not present) OLD BUSINESS: SUPERINTENDENT'S EVALUATION: Mr. Trowbridge noted that there had been some concern expressed over the goals and that they had not been presented to the Committee. He mentioned to Mrs. Hodges that we would discuss it tonight and that the goals would be brought forward at the September 20, 2011 meeting, so that the School Committee can vote and approve the goals at that time. Mr. Trowbridge shared with the board that the goals were not really approved; it was a weird year last year. He stated that he would like to remove that section of the evaluation, the goal part, and just stick with the regular rating system that we have. Mrs. Miller was unclear as to what lie was commenting on. Were we dumping this for now? Mr. Trowbridge noted it was just the goals part; goal 1, 2, 3, etc. Mr. Trowbridge noted it was because it was unclear if they ( the goals) had come before us. Mrs. Losiewiez felt it was a good idea to go over the goals because it goes over the work that has been accomplished, which I think is important to express. Mrs. Miller asked if what we were saying was that we are never going to rate these or approve them. Mr. Trowbridge stated he was just throwing that out only because there was some concern about the goals not really having been approved. Mrs. O'Neil stated that to her; they were a list of achievements, which is different than goals, so looking at these goals, it's by default that they were all met, not met, or in progress, because they are a list of achievements not goals for the year. Mr. Trowbridge stated that he only mentioned it because it would make it cleaner, as far as the evaluation. Mrs. Losiewicz thought that they were goals that we just did not vote on, right? Mrs. O'Neil said that as she understood, they were not presented to the School Committee. Mrs. Hodges stated that they were goals that were set by the district administrators and myself. Each year we do that. We met on June 21st to set our goals for next year, we will be presenting them in September. The last couple of years we didn't bring these forward because the Superintendent's Evaluation had been pushed back a ways. We didn't want to have two sets of goals on the table at the same time. We can certainly do this however you choose to do it. Mr. Trowbridge commented that it was up to the Committee. He was just throwing it out there, and that there were some concerns. Mrs. Miller thought that whether or not we voted on them ( the goals), she thought we should discuss them because it was work that was done. It is important; I'll speak for myself. I know in the past that we did approve goals. The School Committee had some input as to what some of those goals were. We may have had some things different than what the Superintendent had thought, so it was supposed to be mutually accepted goals. Mr. Trowbridge said that this was why we are trying to get back on track. Mrs. Miller then stated that she thought that last year, some of the reason things were pushed back, was because of the change in the new Open Meeting Law. She thought it needed to be clarified as to why. Mrs. Losiewicz also thought that in past years, we have been so late in looking at it. She stated that the evaluation for last year was not completed until January. It's nice to be back on time, so that will help us too. Mrs. Hodges said that this will get us back on track. Mrs. Losiewicz asked that Mr. Trowbridge begin by reading the goals first and stating then how it was met. W; Goal #1 — Curriculum Planning & Development — 5 — 0 — Met Lead the district in the selection and initial implementation of a Standards Based Common Core K -5 Mathematics Program. Mr. Perry thought that it was in progress because it had not been implemented yet. It's been selected not implemented, so I saw that as in progress, Mrs. Miller asked Mrs. Hodges what she thought, she was curious if this was the right way to do things. Did you think you met your goal? Mrs. Hodges replied that the goal we had as a district, was during this past year, to be able to select a math program that was aligned with the Common Core and Standards. Even though it will be implemented in September, I would say yes, because our goal, as administrators and as Superintendent, was to select a math program and be able to have it in place for September 2011. Mr. Trowbridge said that sometimes these goals are ongoing. Then you have to assess how, so your evaluation is not incorrect either Jim. Mr. Perry noted he could go either way with it. Mrs. Hodges noted that a goal we have this year as an Administrative Team, is that we to put the math program in place and train our teachers. This will continue to be part of our goal, my goal, for this year as well. Goals #2 — Instructional Leadership — 5- 0 — Met Restore 4 member teanzs at Qualte s Middle School and increase staffing in the Core Curriculum Programs at Mansfield High School. Mrs. O'Neil questioned as to what the goal was, specifically at the beginning of the year. A lot of things, such as the 4 teachers, did not come down. Mrs. Hodges explained that the goal was recognition that for the past 2 years we had decreased staff dramatically at the middle school. The goal at the beginning of this past year, set with our administrative team, was to restore staff at our middle school. We had to get back to 4 member teams. Our teams had grown to a size of 130 — 135 at the middle school. When you cut staff at the middle school, you can'tjust cut 1 or 2 teachers, you have to cut in groups because of teaming. When we add back, we added 6 staff members to get back to teams. The goal was to increase staffing at the middle school, but specifically to go back to 4 member teams. The goal of the high school had been to increase staffing, specifically, to increase staffing in math, English, social studies and science, the Core areas. Those were the specific goals. You are right, as it came down, we were talking specifically about the teachers. The goal had been in the Core areas. The larger goal was to increase staffing at both the QMS and MHS. Those were the 2 areas that we had done so much cutting over the past couple of years. Mr. Perry added for clarification, that the %2 English and %z math positions are the ones that the Committee approved for remediation to work with the Academic Learning Center, so those teachers will be in the ALC? Mrs. Hodges replied that they will be working to help with remediation for our at risk population. Mrs. Miller said she felt it was met. She wanted to add that although it's met, as it is printed here, she was somewhat disappointed about the way the QMS panned out in terms of the foreign language. So it's met, but with some trepidation. Mrs. Hodges noted it was something we'll work on this next year. Goal # 3 — Instructional Leadership / Staffing — 5 — 0 — Met Seleclion of QMS Principal and Director of Special Education. The Superintendent noted that these are two key positions that we know were going to be coming up. Last year, we knew that our SPED Director had submitted her retirement, effective September 22, 2011, and we also knew that we would be starting the year with an interim principal. Those would be two key positions we would be filling within this year. Mrs. O'Neil commented that as goals go, I don't consider this a goal. To me, it's something that has to be done and you have an opening, you hire. So I guess, it's met, because it's done, but I just wouldn't look for this to be a goal in the future. Mr. Perry, met. His only comment was that we realized after the fact, that the School Committee is actually responsible for hiring the Director of Special Education, and we did not do that. Mrs. Hodges agreed that we all had not recognized that this should be up to the School Committee. The School Committee votes as to whether they approve the appointment, but the Superintendent, if I understood in our training, is responsible for hiring the candidate. I would question why a superintendent would want to do that if the School committee wasn't on board with that. Goal # 4 — Curriculum Planning & Development / Instructional Leadership — 5 — 0 — In Progress Collect elementmy data on Response to Intervention to monitor and evaluate its effectiveness as a model to improve reading for students at risk and for students with disabilities. Continued Implementation of Response to Intervention, K -12, with emphasis on Robinson Literacy Data, providing support for students at all levels of petfornnance. Mr. Perry stated he thought that this was something In Progress, ongoing. Mrs. Hodges agreed and noted that we continue to work on that. We tried to show the progress we've made. Mrs. Miller agreed that this goal was In Progress as well. Goal #5 — District Technology — 5 — 0 — In Progress Implementation ofX 2 Student-Information Systems. Mr. Perry voted In Progress as well. Mrs. Hodges did say that we actually have implemented the program. We have used it for our scheduling for this year coming up. We have changed over all of our schools. The district is utilizing the new program for attendance. We are using X2 for scheduling for MHS and QMS. The district has changed over our health records to X2. For attendance we are still working on it, but I'd say it's been implemented. Mr. Perry asked if / the teachers would be using it for the high school attendance and Mrs. Hodges affirmed that they will be. Mr. Perry stated that the teachers would be trained this Fall; that's why he thought it was in progress. Mrs. Miller agreed that she would say it was incomplete because of the training not being done, therefore, she felt it was a goal that is in progress. Chairman, Michael Trowbridge, agreed as well, noting that he believed that there would be some tweaking of things and working out the bugs. So far they have done a good job. Mrs. Losiewiez voted In Progress as well. She thought that all that could have been done has been done up to this point. Mrs. Losiewicz was anxious to see what we can do with it. Mrs. Hodges commented on the fact that this had been a huge, huge undertaking, and the hours of training that have gone into this with our staff have been tremendous! I cannot give enough credit to Lori Letendre, for what she has done with this. If you recall, we had been mandated to change over to reporting 74 fields of information to the State and this program does that for us. It also is going to give us the capability of doing much more. We will continue to put this in place over the three years. As we review the components of the program that we have already used, just the time savings is tremendous. The hours put into it, just for the changeover, is unspeakable. We'll reap a lot of benefit from it. Mrs. O'Neil voted with an In Progress. Goal # 6 — District Technology / Curriculum Planning & Development — (3) Met (2) In Progress Provide Smartboards for all classrooms and /or teams in Robinson, JJ and Qualters Middle School. With the assistance of MESA, PAC and the utilization of district funds, the district has successfidly provided Smartboards fw- classrooms at each of these buildings. The high school has continued to increase the numbers of Snnrtboards, as well. The high school has also updated computer labs and increased the numbers of computers within identified departments. Mrs. Hodges commented on the fact that she had originally thought this goal was one that she was not sure we could meet. It was a goal that we had set but it was also a goal that was very difficult to accomplish in one year. With the help of so many people, we have Smartboards in all of our elementary classrooms, in QMS and in most classrooms at the high school. Mrs. O'Neil thought that it was more like a district goal. She stated that it had, during her past role as President of MESA, we were not aware that this was a goal for the district. So, in terms of all the organizations and how they were planning and raising money, it would have been extremely helpful to know that this was a goal for everybody. Mrs. Miller felt it was still a work in progress — still working out where things are going and how to utilize them. Mr. Perry felt it was In Progress as well. Mr. Trowbridge, Mrs. O'Neil and Mrs. Losiewicz voted Met, Mrs. Miller and Mr. Perry voted In Progress. Goal # 7 — Budget Management — (2) Not Met, (1) Met, (1) In Progress, (1) Abstain To develop a budget system that is clear and concise. Provide organizational leadership to principals and directors in the development of a timely, clear and educational sound FY12 Budget with rationale and impact analysis for recommendations. Provide School Committee with updates to the FY12 Budget throughout the year, as available revenue for the state and town are adjusted l Mr. Perry voted not met — we still have to work on how we present to the public so that everybody has a clearer picture of where we are going and what we are looking for. That's my only comment on that one. Mrs. Miller agreed with Mr. Perry, she also thought it was not met. Mrs. Miller said that she struggled with this because she knew that the budget times were extremely difficult, she felt that perhaps some of the public presentations could be tighter and better explained, and she wished that information was more available. Mr. Trowbridge voted In Progress, he felt like you had made some headway on that. Mrs. Losiewicz voted Met, she felt throughout the entire year that she was provided with updates and budget changes. Sheet after sheet trying to keep up with it. For her, Mrs. Losiewicz felt updated and was given plenty of information and even met with Mr. Vozzella on occasion when she didn't understand something, she felt like she received a lot of information from the get go and thought we had started early on the budget this year, earlier than in the past. Mrs. O'Neil felt this was one she should abstain from voting on because she came on at the very end of the budget cycle and she was not in the situation to get the budget updates throughout the year. Mrs. Hodges certainly welcomed all their thoughts on what you would like to see. The superintendent and Mr. Vozzella will certainly work to do that. Mr. Trowbridge stated that he would encourage each person to sit with Brenda when they get a chance and go over your concerns. (2) Not Met, Mrs. Perry & Mrs. Miller; (1) Met, Mrs. Losiewicz; (1) In Progress , Mr. Trowbridge (1) Abstain, Mrs. O'Neil. Moving on to Section II. Mrs. Miller just wanted to be clear on this, how it works, you want us to do the summary or go through each one. Mr. Trowbridge stated that we'll go through each one. Mr. Perry asked if Mr. Trowbridge would then do the summary, Mr. Trowbridge replied yes. Mr. Trowbridge then explained that he will go through each one and assign a number, 4 being the highest, 3,2,1, 0 for not observed or abstained. Mrs. Losiewicz said that the problem with 0, is excused, like if Kiera was going to abstain, Mrs. O'Neil then asked if they could put hers as abstained. Mr. Trowbridge stated that if Mrs. O'Neil felt that she wanted to abstain because she was not around to observe that particular category, he would divide it by 4 instead of 5. Mrs. O'Neil wanted to make a statement. Where it was her first go round, she was looking at this as you had said, 4 being the best, 3,2,1. I use the description very literally so with a 4 the description is excellent, overall consistently performed above performance requirements; performance & contributions to organization are roughly significant, greatly exceeds job responsibility, Ijust wanted to state because they use these numbers very literally, so if something was done as I thought as it was supposed to be done, I did give that a 2 and I used it because this is the scale. Mr. Trowbridge said that he essentially always looked at it as A, B, C, D. Mrs. O'Neil noted that she did not look at it that way — She looked at if you're looking at something A,B,C,D; C is not a good grade, but in this scale we've been given, a 2 is fine. You're doing your job, so I want to make sure of that. Mrs. Miller said that Mrs. O'Neil explained it correctly, and that Mr. Trowbridge and herself were part of the Committee that put this together, this is really only the second time we have done this publicly, I think this is a work in progress, because previously, we would each independently fill this out, we would get together in Executive Session and talk about it and prior to the change of the Open Meeting Law, the summative document was presented to the public. So that whoever was the chairman, would average out the scores then read a summative statement, so this is completely different. I think we may have to work on this because this is long and a lot more cumbersome. Just a little bit of history prior to this, we spent many months putting this together with Jim Hardy. We had a superintendent who would make one goal for himself and something rather small and he would pass the goal so we would have to give him a good score. Hence, this is where this came from. It was a completion of number of different evaluation documents that we went to the MASC to put together. Under the present circumstances, with the new Open Meeting Law, where we have to do everything publicly, its cumbersome, it's, speaking for myself, uncomfortable to do this. I'm not feeling great about having to do what we were able to do privately, now publicly. Mr. Trowbridge noted that it was his intent to actually go through as a topic. If someone wants to add a comment and explain your own vote, feel free. Mrs. Miller did mention that as we are moving forward that we can have more consistent weekly updates that have more substantive information. She found that difficult this year. The Committee went on to give their individual number rankings. Please see attached. Mrs. O'Neil wanted to make one final comment on it. When I used to manage people I would look at this as a learning experience, not a rating. I'm a little uncomfortable with this because I thought by giving it a two I'm saying you're doing your job. Like my kid would come home with a 2 on his report card and I would say, what are you doing? So I am a little uncomfortable with the numbers, even with my short time on the committee, I j wanted to give my feedback. Mr. Trowbridge said that it was something we could look at was 1 tweaking the evaluation document a bit, based on how we have to do it now. Mrs. Hodges stated that she certainly welcomed and hoped that the Committee provide her with some expectations in some of these areas so that we could work toward them. She is happy to sit down with you if you would like to do so. I look at this as a learning exercise as well, so I want to grow from it. So, I hope that we can set a time to do that. No body's perfect, we always have room for that growth. Transportation Update: Mr. Vozzella stated that we have about 3,000 students signed up for buses, which is down a couple hundred from last year. We still have a week or two to go, which is a tremendous number of people coming in and if that will be reflective of the final number or not. We are actually ahead of the past few years in signups due to the discount given for early sign up. The Connolly Bus contract expires this year. We have to go out to bid. We have been working on the invitation to bid over the summer. It will be a lot different than before, most noticeably because of the fuel adjustment clause. Mr. Trowbridge asked when you put out an RFP for that, do you lay it out that there will be a cost escalation or is it that just now it's going to bid? Mr. Vozzella replied that companies won't bid now if they don't have that flexibility in the contract. ( The invitation to bid will go out with that clause. I could try without it but then you're really subject to the whim or guess of the various companies. It may limit the number of companies to bid. No one wants to speculate with gas. Mrs. Miller asked about the bus routes and when they would be published. Mr. Vozzella said that the bus routes would be put on the web next Monday. The reason we wait as long as we can because of the number of kids that sign up late. The same rule will apply as last year. If you are not signed up and a bus is full, these people will have to wait to get on a bus because this means we have to now change the buses and routes again. Kindergarten — Grade 5 — Enrollment numbers: The Superintendent gave the Committee the current enrollment numbers. The third grade was showing numbers of 29 in a class. Mrs. O'Neil stated how concerned she was with those numbers. After having a third grader last year and knowing what you have to contend with. We are saying if it got up to 30 students we would do something, what would we do? Mrs. Hodges said that you would have to add another teacher. Mrs. O'Neil was concerned at what a big deal third grade is. It is the first year of MCAS, this is a tough grade. Mrs. Hodges did state that there would have to be more than one student added, but if it reaches thirty , we need to look at the budget and tweak that to find a way to add another teacher. We will keep you informed. Class Placement Notifications: Class placement notification went out on Thursday from the Robinson and Jordan Jackson, they went out Friday at the Qualters and I believe most of our parents have received them. At thee. high school we always give the schedules to the students on the first day. I just wanted you to be aware that they have gone out and been received. Mr. Trowbridge mentioned that John Nieratko was doing a lot with the technology. At what point will we be able to email these notifications and save some money. Mrs. O'Neil said you could save thousands of dollars just in first class stamps. Mrs. Losiewicz mentioned the use of the X2, which Mrs. Hodges noted that we may be able to do next year. Mr. Trowbridge did say that there still will be some people that will not have access to a computer. Mrs. Hodges said about 10% do not have one. School Nurses / Vote: Mrs. Hodges spoke to the new regulation this year that says that the School Committee hires school nurses. The nurses have lobbied across the state to be hired by the School Committees because they administer medications. A list was provided of all the school nurses in our district. The Superintendent has asked that the School Committee vote to hire all the school nurses in our district to be in compliance. Mr. Trowbridge asked if Brenda had any conversations with Pat that we were going to be doing this. Mrs. Hodges stated that she had left a message for Mrs. Harrison because she had been away. Mrs. Miller wanted to table the vote along with Mr. Trowbridge until the September 201h meeting so that the nurses were aware that we are doing it and the reason why we are doing it. Cross Country Assistant Coach: Athletic Director, Joe Russo, requested an assistant coach for the cross country team. Mrs. Hodges mentioned how the numbers have grown in this sport and we are in need of another assistant couch. Mr. Russo stated that we presently have two head coaches, one for the girls and one for the boys and one assistant that floats between them. We now run 111 runners between both teams. His concern is the supervision and quality instruction. Mr. Trowbridge wondered if there was enough in the athletic revolving account for this addition. Mrs. Hodges said that she felt that there was money in the account. She felt that this has now become a safety issue and she was not comfortable with these larger numbers of 1 — 37 ratios but down to a I — 25. Mrs. Miller felt that the coaches had done a terrific job, my daughter was on the team and we had the parties at my house, and it was only twelve kids or so. It' such a wonderful program where kids who could not participate in another sport can do this. Great program. Motion to approve Assistant Coach first by Mrs. Lisa Losiewicz, 2 "d by Mrs. Kiera O'Neil. Motion U.C. 5 — 0 Social Networking Policy for School Staff: Mr. Trowbridge said that Mrs. Miller asked to put the networking policy on the agenda. Mrs. Miller said she had been reading about the issues with this and that other towns have a policy and possibly ask Jim Hardy if there was anything that the MASC would recommend. I think just a protection for teachers in particular to protect people so that there are not accusations. Mrs. Miller was just curious if there was a template we could look at. Mrs. Hodges stated that there was a template form the Superintendents Association. Andy Waugh also has a template. It is something that must be negotiated with our teachers association . Mr. Trowbridge commented that Norton enacted it and within two weeks revoked it. It's not that I am opposed to it , I don't think we have a problem right now, but it wouldn't be a bad idea to at least get some fee back from Andy and get Jim on it. Mrs. Miller was not accusing anyone or saying it's being done, it's just to protect everyone involved and stay away from accusations of misconduct. Mrs. Losiewicz that it was proactive. Mr. Perry wanted copies of the two templates. Mrs. Hodges said she would get them to the Committee. School Committee Email Notification: Mr. Trowbridge explained that by sending an email to the School Committee it becomes a public record. There may be some circumstances that it is not, but generally it is considered a public record. Mrs. O'Neil had forwarded Foxboro's as an example and how it explains to the person that this is a public document under Mass General Laws and that we should add that to our website. Motion to place disclaimer on website first by Mrs. Losiewicz, 2nd by Mrs. O'Neil. Motion U.C. 5 — 0 Canine Search: Mrs. Miller asked for the canine search to be placed on the agenda. After articles in the paper regarding the canine search, she was wondering if we would be discussing this at all. Mr. Trowbridge stated that we had met in Executive Session and through the guidance from our school attorney, we did approve a canine search by the police department, when that will take place will be under Chief O'Neill and Brenda Hodges. Mrs. Hodges noted that she would be in touch with Chief O'Neill. Mrs. Miller would once again express her concern about this, she does not support it, she has concerns about the message it sends to the students. She had read that there was concern about walking dogs to school because kids are afraid of dogs, hypercritical to say we can't walk Fido to school but we'll have dogs in the high school. Superintendent Goals: The Superintendent will present these at the September 20`h School Committee Meeting. It would be appreciated if you can get them to us even before the Friday before, and give us as much time as possible to review it. Mrs. Miller asked if it would be possible to discuss some of their own ideas. Mrs. Losiewicz said that Jim Hardy had said that Brenda could have one or two of us in on her development meeting of goals for feedback. Mrs. O'Neil thought it was all of them with some administrators as a workshop. What she got from the meeting with Jim Hardy was that we were to have a process with the School Committee instead just the Superintendent. Mrs. Hodges said thaiowe could get together with the administrators and School Committee go over goals together. If you would like to meet sometime in September other than the regular meeting date we could. Mrs. O'Neil felt from the MASC meeting that it was a process to be done with the School Committee instead of just accepting the goals. Mrs. Losiewicz felt the Committee needed some goals, it may be something we want to look at. Mrs. O'Neil also stated was this went hand in hand for the School Committee to do a self examination. Mr. Trowbridge felt we should set up for a workshop meeting. Mrs. O'Neil felt it was going to be a different kind of year, we are going to have a Strategic Plan, so all our oals should feed down from the Strategic Plan. The meeting will be before the September 20` meeting. Wayne Smith, would like the same information given out to the audience as what the School Committee has so that they can follow along better. SCHOOL COMMITTEE NEW BUSINESS None OTHER Motion to adiourn: Chairman, Mr. Michael Trowbridge, called for a motion to adjourn the School Committee Meeting of August 23, 2011 at 9:15 PM for the sole purpose of adjourning. A Motion was made to close the meeting by Mrs. Lisa Losiewicz, 2" by Mrs. Jean Miller. A Roll call vote to close: Nh•.
