support could be generated.
Pat asked 3 questions of the committee to gauge the committee's interest in the expanded charge.
The first question was: In the best interest of all concerned within the town of Mansfield, are the current members
of this committee receptive to expanding the membership by additional appointments made by the board of
selectmen?
The committee voted and agreed that having a smaller committee may work better in terms of moving forward
faster, with better attendance. The committee was in favor of expanding to it's full 11 membership. The
committee agreed that it would be helpful to have people from the finance committee, the planning committee and
the school committee attend the meetings but not be voting members. The ad hoc committee would not hesitate
to ask for help and advice from municipal departments when appropriate and needed. The committee feels it is a

The meeting minutes of November 13, 2002 were approved without change.
Pat made the committee aware that Charlotte Faulkner has resigned from the committee due to time and
scheduling conflicts. Pat will email John D'Agostino to see if someone from the Parks and Recreation
Department is interested in joining the conmttittee. Suzie will contact David Leary to see if lie is still
interested in being on the committee. Rick Mahoney was attending the Selectmen's meeting for possible
appointment to the committee.
Jay Barrows updated the committee about the presentation made at the Selectmen's meeting by Chris
Rappold and Mike Trowbridge on November 13, 2002. The presentation was a follow -up to the Together
We Cant/ Future Search meeting, where after two years, community leaders are requesting a Community
Center be built to benefit the youths and adults of Mansfield. The Sun Chronicle Newspaper article was
discussed. Pat Burris, chair, will be meeting with John D'Agostino, John Moretti, Chris Rappold, and
Mike Trowbridge to explore this option further. Until this meeting is completed, the AD HOC committee
will put a hold on it's activities: specifically the touring of facilities and the community questionnaire.
It is the feeling of the committee that it is the appropriate time to address the need for an indoor
recreational facility that catered to the needs of all ages and included a teen room and program, exercise
offerings, court facilities and an indoor pool . It will be the job of the committee to garnish support from
both public and private sectors including: the school department, the parks and recreation department,
the youth sport organizations, civic youth and adult organizations, religious organizations, the YMCA,
and tine senior citizens. The rise of a questionnaire should help the wmmnittee move in this direction. The
conunittee realizes the importance of the input of the community in developing such a center, especially
tine involvment of the children in creating a skate park. The Town Manager told the committee at the first
meeting that Ire has 150 names of children interested in a skate park.
Frank Bennett presented literature he has received front contracting vendors and showed the committee
examples of modern metal materials used in constructing indoor rec facilities. He is going to be looking
into materials available to make an outdoor skate park into an ice rink in the winter. He will report his
findings at the next meeting.
The meeting was called for adjournment at 9:00pm by Jay Barrows, seconded by Bob Goldman.

The meeting minutes of October 30 were approved with five minor amendments and were nominated for approval
by Rose Bryant, seconded by Frank Bennett.
Laura Greenfield was not able to attend the meeting due to a scheduling conflict. She was slated as a guest and
was to speak to the AD HOC group about her committee's involvement with developing an intramural program in
the Mansfield School System. We look forward to having her at a future meeting.
Updated AD HOC Directories were issued to the group.
The committee stated that the needs of the community, as determined from a questionnaire, should be
j considered first and foremost. The town could have an indoor facility that encompasses a skate park, pool and
community recreation center, including studios, playing courts, indoor running facilities and that these facilities
Gould be profit centers by renting space to various organizations and hosting meets and tournaments. The
committee agreed that it should consider a facility that could serve the community at large, realizing that this type
of facility could cost millions and have an annual operating budget of 10 million dollars. The committee should
move forward by surveying the community and then offering up plans for an outdoor skate park, a community pool
and then wrap everything together in a more grand idea of a one stop recreational facility. Several committee
members agree that we should develop a plan that is very doable and fiscally reasonable and has a good chance
to be approved by the selectmen and the town.
Jay Barrows and Rose Bryant reviewed plots of land that are available and greater than 1 acre which are owned
by the town. Finding a site close to the schools would be optimal for the skate board park. One plot of land close
to the Robinson School is almost 12 acres and could be a prime possibility. The Ames warehouse in the industrial
park is on 63 acres of land ( the building is 3 acres) and is on the market for 25 million and might be a good site
for a recreational facility._ As well as determining potential new sites the committee also questioned whether
Mansfield is maximizing our time in the schools after hours? Jay and Rose agreed to report back to the committee
at the November 20, 2002 meeting about land availability within a 3 mile diameter with the schools being the
center of the circle. They are hoping to have a large color coded map in which to present the information to the
committee
Also at the next meeting the committee will be working to get a community questionnaire assembled for
December distribution. Jim Downs was going to bring the YMCA national template for community surveys to the
next meeting so we can begin thinking about the format and types of questions we want to include. It was agreed
that:
The survey should be out from Dec 2 to Jan 6.

Pat asked 3 questions of the committee to gauge the committee's interest in the expanded charge.
The first question was: In the best interest of all concerned within the town of Mansfield, are the current members
of this committee receptive to expanding the membership by additional appointments made by the board of
selectmen?
The committee voted and agreed that having a smaller committee may work better in terms of moving forward

committee agreed that it would be helpful to have people from the finance committee, the planning committee and
the school committee attend the meetings but not be voting members. The ad hoc committee would not hesitate
to ask for help and advice from municipal departments when appropriate and needed. The committee feels it is a
good representation of the community.
The second question was: Is the committee receptive in changing the charge of the committee to include the
community center? The answer was a unanimous yes.
The third question was: Is everyone who is a member of the committee committed to the time, energy and effort
for the expanded charge and project? The answer was a unanimous yes.
We discussed Jim Downs work on involving the use of the YMCA of the USA for doing the marketing and
research for the survey. They are willing to do the survey cost free. We also discussed the need for the
committee to look at what is available to the town in terms of resources for children and what is needed. The five
year Mansfield Master Plan and the Destiny of Our Youth Handout are good places to start. The committee
agreed that it is paramount to determine from the community and children what would be useful as part of a
community center. Would it include an indoor pool, track, courts, studios, teen center, council on aging, ice rink,
and skate park? Determine the needs, see if there is interest in the community, and go forward with design,
location, and neighborhood by in. Jim Downs is going to look into rough design and the acreage needed for a
state of the art community/recreational facility. It was agreed that the Memorial Park location would be ideal
because of proximity to the schools, downtown, and the library/council on aging. John D'Agostino is contacting
the state to find out if we could access any state land for municipal use for a multi -use community center.
The committee is going to appear before the sqp ften hopefully in January to discuss all of the above but not at
the January 8 Selectmen's Meeting. By e-mail I M hp% informed John D'Agostino that the committee will not meet
with the glgctmen but will do so at another date. At the committee's regularly scheduled meeting on January 8,
VQQQ tho committee will put together it's presentation for the selectmen. An invitation will be issued to Robin
acDonald to attend this meeting because of her involvement with the YMCA USA and her experience in
building community centers and surveys of communities.
John D'Agostino has answered Pat's questions as to his and Tony's involvement in the committee. While they are
formal members, they are not voting members and are more of support staff to marshal resources. They would
like to keep informed at all times. John thinks that if there are no further appointments by the selectmen the
committee can move forward with its nine acting members.

Jay Barrows updated the committee about the presentation made at the Selectmen's meeting by Chris

Mike Trowbridge to explore this option further. Until this meeting is completed, the AD HOC committee
will put a bold on it's activities: specifically the touring of facilities and the community questionnaire.
The comminittee discussed the middle school children's behavior downtown on Wednesday afternoon as a
result of the early dismissal and wane weather. The downtown merchants were upset enough by the
bottle breaking and poor behavior that many calls to the police were made. The question was raised,
"Could a community center with planned activities for the early dismissal have eliminated this problem
because the children would have gone to the center instead of going to Main Street and being disruptive ?"
It is a goal of the coin ittee to aid in researching the feasibility of a town recreation facility. Our
committee could request the proposal of such a center before the Selectmen, and request that the town
investigate a feasibility study and fund a study possibly using a profession a grant writer.
Two other topics were discussed at the meeting: possible land sites available and how will the projects be
funded.
It was suggested that there are two good potential sites available for the skate park: Mansfield Green and
a section of Memorial Park. Both of these sites offer good proximity to the schools. The sites of interest
for the Community Center are Cleveland Twist, the Fire House, Memorial Park and possibly the 12 acres
behind Robinson Elmentary School. Rose Bryant presented a map of the town highlighting town
properties located within a 1.5 mile radius of the schools that were greater than 1 acre. It is the feeling of
the committee that this circle would be of the most convenience to townspeople because children could
access the facility after school and it is convenient to the Council on Aging, the Public Library and the
center of town. This location would be great to those interested in starting an intramurals program
within the schools because it could address the issue of facility space and availability.
The funding from the skate park could come from private fund raising and corporate sponsorships. The
skate park could also be part of a larger indoor recreational facility. The funding for the Community
Center would be part of the survey questionnaire. Potential donors could be area businesses, the
industrial park businesses, individual donors, membership dues driven or program driven. Taxes and
r School Budgets could also be considered.
It is the feeling of the committee that it is the appropriate time to address the need for an indoor
recreational facility that catered to the needs of all ages and included a teen room and program, exercise
offerings, court facilities and an indoor pool . It will be the job of the committee to garnish support from

The meeting minutes of October 30 were approved with five minor amendments and were nominated for approval

Pat Bums discussed his email communications with Lou Andrews, the Town of Mansfield's Website Director. He
would be willing to help the group put a questionnaire on the town's website.
The group discussed the articles Pat had emailed. The first one of interest was the article about ice rink feasibility
studies. This article quoted construction costs for different models in different regions. This may help the group
estimate a budget near the end of our research. The second article was specific to skateboard parks. Suzie Kubik
was following up on the Fayetteville, Arkansas skateboard park and had telephoned the director of the project to
investigate how their town laid the ground work and planned the park that is in the process of being built.
Pat reviewed the Future Search Committee Documents and Jim Down's Balcom Street YMCA Strategic Plan. ,
The group discussed site tours. It was suggested that Dedham Health and Fitness, The Clark Center —UMASS
Boston, Brandeis University Fieldhouse, Texas Instruments, The Soccer Bubble, The Franklin Fieldhouse, The
Wheaton College Pool, The Foxborough Skateboard Park, The Hockomock YMCA North Attleboro Skate Park,
and Skater Island might all be good sites for the group to tour. Pat Burns will pick two possible times that the
group could visit particular sites and find out the groups availability. It was also suggested that individuals of the
committee could visit sites independently.
Jim Downs discussed the demographics of participants at the NA YMCA Skate Park. They see 40 -50 kids per
session on the weekends and they see mostly younger kids. He recommends building a park that is permanent
but that could he multi -use if skate parks become obsolete. The group estimated that the Foxborough Skate Park
cost $80,000. it was recommended that the committee should be realistic in what it recommends to the
selectmen, keeping funding in mind. Indoor skate parks run in the millions of dollars. A skate park that is kept in
the $35,000- $50,000 budget would be easier to get built.

Would you be willing to make a financial commitment? should be included on the survey.
Frank Bennett is going to look into construction costs for the skate park, pool and recreational facility.
The meeting was nominated for adjournment by Jay Barrows, seconded by Rose Bryant.

Pat Burns discussed his correspondence with John D'Agostino, Town Manager, concerning the
coimnittee's communication With Town Departments. Mr. D'Agostino does not have a problem with the
committee contacting department heads directly, but would like to be kept in the loop as he may be able to
facilitate requests. At all times communication should be made as a committee, listing all members.
Pat Burns distributed a pamphlet from Athteticainc.com to increase the committee's awareness of
skateboard park complexes and materials available. Members signed request cards for subscriptions to
ATHLETIC BUSINESS and REACREATION MANAGEMENTand Pat will submit subscription cards

The couunittee stressed the importance of finding out the wants and needs of the youth and the
community. We could do this by utilizing the Recreation Department, School Athletic Departments,
Police Force, Community Website, Youth Organizations, and Town Newspapers. By fostering open
communication and welcoming the germination of ideas the conunittee hopes to generate excitement and
make the right recommendations for the town.
Jim Downs of the YMCA Was a wealth of knowledge concerning Skateboard Parks. The committee
discussed the Foxborough and the North Attleboro Skateboard Parks. He stated that Skater Island in
Middletown, Rl. is the best park around. He was instumental in building the North Attleboro YMCA
Park. It was decided that the committee should visit parks and ivebsites so that we may be able to make
